Pnr In 2011: Recalling Ten Years Of Transatlantic Cooperation In Pnr Information, Valentin M. Pfisterer

University of Miami National Security & Armed Conflict Law Review

In Fall 2011, U.S. and EU negotiators agreed on new parameters for the collection, processing, use, storage and crossborder transfer of Passenger Name Record (PNR) data. 2011 also marks the tenth anniversary of the September 11, 2001 terrorist attacks on the World Trade Center in New York City and the Pentagon in Washington D.C., which provides the historic reason for the cooperation in this area. These two events thus provide a timely basis and background against which to review the ten year history of the cooperation between the U.S. and the EU in PNR information management.

This paper calls on the United States to assess where its true interests lie in evaluating genocide and mass killings. Through an examination of the social and political factors which were paramount in bringing about the atrocities in Cambodia in the late 1970s and Rwanda in the mid-1990s, the U.S. is urged to take heed of the tried-and-true methods used by ruthless regimes throughout history in bringing about the destruction of their own citizenry. In response to gritty accounts of firefights involving private forces like Blackwater in Iraq and Afghanistan, many legal scholars have addressed the rising use of private forces——or mercenaries——in the 21st century under international law. Remarkably, only a few have attempted to understand why these forces are so objectionable. This is not a new problem. Historically, attempts to control private forces by bringing them under international law have been utterly ineffective, such as Article 47 of Additional Protocol II to the Geneva Conventions. This paper provides some initial findings from a current longitudinal study that examines the implementation of a student-owned 1:1 laptop program in a school for boys in Perth, Western Australia. This research tracks 196 students, their families and associated teachers for a 3-year period (2010-2012). Underpinning this research is a mixed methods approach investigating how boys use their laptops for learning, teachers’ pedagogy and use of ICT, implementation differences between a junior (primary) and middle (secondary) school, and possible impact of the laptops on learning. The first compelling point Dominican illustrates is that private liberal arts universities can effectively serve the needs and interests of first-generation college students and students of color (respectively, 25% and 46% of our student body). This has been a deliberate commitment at Dominican, but it also demonstrates that broad-based and contextualized learning can be just as appealing and just as relevant as more narrow pre-professional programs to those students and families who are often under the most pressure to consider immediate return on their college investment. Many North American sesiid moths within Synanthodonini have been studied extensively because their feeding activity can cause detrimental economic and esthetic impacts to many commercially important ornamental and native plant species. Recent discoveries of nonnative clearwing moth pest introductions [e.g., Synanthedon myopaeformis (Borkh.)], reinforce the need for reliable and accurate molecular diagnostic tools that can be used by nontaxonomic experts, particularly when juvenile life stages are recovered from infested host-plant tissues. Agricultural systems are vulnerable to climate change (CC). However, by adjustments of their management schemes farmers can minimize negative impacts of global warming on their income. This research builds on standard ecological network analysis techniques in order to investigate the impact of removing species (nodes) on the remaining of the network species. The flow network is expressed as a system of dynamical equations such that the removal of one node has time-forward impacts on the remaining nodes. The approach allows one to determine the gain or loss experienced by each other compartment in the model and the time for such impact to occur. The Santa Cruz Watershed Ecosystem Portfolio (SCWEPM) was designed to provide credible forecasts of responses to ecosystem drivers and stressors and to illustrate the role of land use decisions on spatial and temporal distributions of ecosystem services within a binational (U.S. and Mexico) watershed.
