The objective of this study is to use DLS (Dynamic Light Scattering) to analyze polymeric copper phthalocyanine nanoparticles (CuPcNPs). CuPcNPs are synthesized in order to facilitate drug penetration of bacterial biofilms for the treatment of chronic wounds. Microorganisms that reside inside the biofilms of chronic wounds are very resistant to any kind of treatment, even to the host’s own immune system. Therefore we have proposed an alternative method to destroy the microorganisms existing within the biofilms. The growing resistance developed by microbes towards antimicrobial agents has driven our focus on developing alternative treatment modalities such as Photodynamic antimicrobial chemotherapy (PACT). It would be difficult for the microbes to develop resistance towards singlet oxygen generated during the PACT process. Photosensitizers are the vehicles of the transfer and translation of light energy into a type II chemical reaction (singlet oxygen generation) in photodynamic antimicrobial chemotherapy. PACT is proposed as a potential, low cost approach to treatment of locally occurring infection.

The objective of this study was to establish 2012 safety belt and child safety seat usage rates in Kentucky. The 2012 survey continues to document the results after enactment of the original “secondary enforcement” statewide mandatory safety belt law in 1994 and the subsequent change to “primary enforcement” which was enacted in 2006. Data were collected at 160 randomly selected sites in 18 counties across Kentucky. Data from the individual sites were combined into a statewide percentage considering roadway functional classification, county and vehicle miles traveled.

Recognizing the cultural background of a defendant who belongs to a minority culture is known as “cultural defense,” meaning that the minority member’s cultural background is accepted as a form of “defense” in a criminal trial. In general, the term “defense” is not only applicable in the functional sense as a formal defense against criminal liability, but rather can be applied in its literal linguistic sense, meaning that the defendant’s cultural background may grant them different types of special considerations during the criminal procedure.

In response to the universal belief that Title VII of the Civil Rights Act of 1964 is not fulfilling its purpose, this Article presents a different perspective on the reality of this federal employment discrimination law. Title VII is fulfilling the purpose of the Congress that created it. The purpose was not the eradication of all discrimination in employment. The purpose was to balance the prohibition of the most obvious forms of discrimination with the preservation of as much employer decision-making latitude as possible. This article examines the trial transcript and judicial opinion in the 1924 naturalization trial of Tatos Cartozian, whose naturalization was opposed by the United States Department of Labor based on the assertion that as an Armenian he was not “white” and was therefore racially ineligible for naturalization under a law that limited eligibility for naturalization to “white persons” and other racial groups until 1952.
