Neural Modeling Of Episodic Memory: Encoding, Retrieval, And Forgetting, Wenwen Wang, Budhitama Subagdja, Ah-Hwee Tan, Janusz A. Starzyk

This paper presents a neural model that learns episodic traces in response to a continuous stream of sensory input and feedback received from the environment. The proposed model, based on fusion Adaptive Resonance Theory (fusion ART) network, extracts key events and encodes spatio-temporal relations between events by creating cognitive nodes dynamically. The model further incorporates a novel memory search procedure, which performs parallel search of stored episodic traces continuously. Combined with a mechanism of gradual forgetting, the model is able to achieve a high level of memory performance and robustness, while controlling memory consumption over time. In ‘Generalization and Induction: Misconceptions, Clarifications, and a Classification of Induction’, we comment on Lee and Baskerville’s (2003) paper ‘Generalizing Generalizability in Information Systems Research’, which attempts to clarify the concept of generalization and classify it into four types. Our commentary discusses the misconceptions in their paper and proposes an alternative classification of induction. Their response ‘Conceptualizing Generalizability: New Contributions and a Reply’ perpetuates their misconceptions and create new ones. Local Successes In Encouraging Participatory Irrigation Management: Policy Lessons From Indonesia, Jacob I. Ricks, Sigit Supadmo Arif

Despite decades of promotion, efforts to encourage participatory irrigation management often falter. Nowhere is this more true that on the island of Java, Indonesia where multiple programmes and millions of dollars have resulted in few effective water user associations. Even so, pockets of participatory success exist. We present findings from one locally developed water user association training programme found in Yogyakarta, Indonesia that has experienced relative success in encouraging farmer participation. We then derive policy lessons from this case.

Countless instances of intergovernmental bargaining offer a means of understanding the relationship between state and federal power that differs from the stylized model of “zero-sum” federalism that has come to dominate political discourse. The zero-sum model sees winner-takes-all jurisdictional competition between the federal and state governments for power, emphasizing sovereign antagonism within the federal system. Yet real-world interjurisdictional governance show that the boundary between state and federal authority is really an ongoing project of negotiation, taking place on levels both large and small. The prevalence of childhood obesity has recently peaked in the USA with ~17% of children considered obese. With the increase in adiposity that occurs with weight gain, a persistent low-grade inflammatory state is created. The most commonly studied inflammatory markers associated with obesity are the cytokines, tumor necrosis factor α and interleukin-6, and the acute-phase reactant, C-reactive protein. Understanding the relation between adiposity and inflammation is an important concept because these inflammatory markers influence insulin sensitivity, glucose metabolism, and atherosclerosis, ultimately leading to impaired health. BACKGROUND: Although serum level of alpha-fetoprotein (AFP) has long been used to complement imaging tests in the screening and diagnosis of hepatocellular carcinoma (HCC), whether it can be used as a predictive marker of long-term risk for developing HCC in patients with hepatitis B virus (HBV) has not been extensively evaluated and thus remains controversial.

METHODS: We retrospectively conducted a clinic-based longitudinal cohort study including 617 Korean American patients with HBV who had been followed for up to 22 years (median follow-up time, 6.2 years) to evaluate the association between baseline serum AFP level and the long-term risk of HCC. …

   Challenges under the Equal Protection Clause require proof of intentional discrimination. Though rarely questioned by legal scholars or the courts, that conventional account cannot explain the success of equal protection challenges to electoral structures that dilute the vote of racial minorities. In the Supreme Court’s most recent decisions on vote dilution, the Court has invalidated local electoral structures under the Equal Protection Clause to the extent that they deprive African Americans of the opportunity for effective representation in the political process. Plain Reading, Subtle Meaning: Rethinking The Ioia And The Immunity Of International Organizations, George B. Adams Iii

   Immunity is freedom from liability, and as such, it can quite literally provide a “get out of jail free” card. In the United States, international organizations face uncertainty about the scope of their immunity, which is provided by the International Organizations Immunities Act (IOIA). The D.C. Circuit has found that international organizations enjoy absolute immunity under the IOIA. Conversely, the Third Circuit recently held that international organizations are only entitled to restrictive immunity, which limits immunity to claims involving an organization’s public acts and does not exempt them from suits based on their commercial or private conduct.

The Use Of Cognitive Ability Measures As Explanatory Variables In Regression Analysis, B. Junker, Lynne Steuerle Schofield, L. J. Taylor

Cognitive ability measures are often taken as explanatory variables in regression analysis, e.g., as a factor affecting a market outcome such as an individual’s wage, or a decision such as an individual’s education acquisition. Cognitive ability is a latent construct; its true value is unobserved. Nonetheless, researchers often assume that a test score, constructed via standard psychometric practice from individuals’ responses to test items, can be safely used in regression analysis. We examine problems that can arise, and suggest that an alternative approach, a “mixed effects structural equations” (MESE) model, may be more appropriate in many circumstances.
