Fluorescing Coatings For Improved Inspection During Bridge Maintenance Painting, Bobby W. Meade, Theodore Hopwood Ii, Sudhir Palle

Kentucky Transportation Center Research Report

Optically active pigments (OAPs) fluoresce under light exposures with wavelengths (nm) producing emissions in the visible spectra (380 to 740 nm). They are used as paint pigments to aid visual inspection of applied coatings for defects such as pin-holing and incomplete coverage. OAP coatings are widely used in various industries outside of bridge maintenance painting.

This study addressed the laboratory evaluation and field trial of an OAP coating for KYTC bridges. OAP coatings were evaluated for inspectability and accelerated weathering performance in a laboratory test program. Kentucky Transportation Center Research Report

KYTC sought to identify new coatings technologies consistent with overcoating that offer enhancements in terms of ease of application and performance. KYTC contacted paint manufacturers to obtain sample coating systems for characterization by the KYTC Division of Materials and accelerated performance testing by Kentucky Transportation Center (KTC). A total of 14 coating systems from five manufacturers underwent performance testing according to ASTM D5894.

The months leading up to the Supreme Court’s blockbuster decision on the Affordable Care Act (ACA) were characterized by a prodigious amount of media coverage that purported to analyze how the legal challenge to Obamacare went mainstream. The nation’s major newspapers each had a prominent story describing how conservative academics, led by Professor Randy Barnett, had a long-term strategy to make the case appear credible. Title volatility, titles withdrawn and added, challenge assumptions about the cost and curation of ebook subscription collections. The research reveals higher than expected title volatility, examines volatility using publisher and MARC record data and makes future projections.

In order to examine and obtain a better understanding of the local food system within Adams County, Pennsylvania, this study explores the characteristics and perspectives of the customers and vendors at the farmers markets in Gettysburg, Pennsylvania. Nantucket’s shellfisheries are significant both locally and nationally. Locally, commercial and recreational shellfishing are critical to the Island’s history, culture, and economy. Nationally, the Island’s largest commercial shellfishery — the Nantucket bay scallop fishery is one of the last wild-harvest bay scallop fisheries in the country, but there is growing concern over the health of the overall population and the sustainability of the fishery. The Effect Of Medetomidine On The Burying Speed Of Corbicula Fluminea, Andrew K. Schmucker

A new anti-fouling drug, medetomidine, was tested to determine if it reduced the burying speed of a freshwater alien-invasive bivalve species, Corbicula fluminea. Corbicula are known to damage underwater structures and must be managed with chemical paints. The burying speeds of Corbicula were measured both before and after exposure to two different concentrations of medetomidine. The burying speed of Corbicula before exposure to a 1x10-6 M medetomidine solution was not significantly different from the burying speed after exposure (t=.55, df=21, p=.588). The burying speed of Corbicula was significantly slower after exposure to a 1x10-5 M medetomidine solution …

In late June 2012, Barclays entered into a $453 million settlement with UK and U.S. regulators due to its manipulation of Libor between 2005 and 2009. Among the agencies that investigated Barclays is the Department of Justice Antitrust Division (as well as other antitrust authorities and regulatory agencies from around the world). Participation in a price fixing conduct, by its very nature, requires the involvement of more than one firm.

This Article provides a financial economic theory of punitive damages. The core problem, as the Supreme Court acknowledged in Exxon Shipping Co. v. Baker, is not the systemic amount of punitive damages in the tort system; rather, it is the risk of outlier outcomes. Low frequency, high severity awards are unpredictable, cause financial distress, and beget social cost. By focusing only on offsetting escaped liability, the standard law and economics theory fails to account for the core problem of variance. This Article provides a risk arbitrage analysis of the relationship between variance, litigation valuation, and optimal deterrence. Starting with settlement …

The Women in Apprenticeship and Nontraditional Occupation Act (WANTO Act) of 1992 highlighted an urgent matter facing the American workforce that persists today. The urgent matter in 2012 involves the precarious effect of demographics on the American labor market, placing women at the crux of engaging opportunity or maintaining status quo.

Women must be empowered and encouraged to seek employment opportunities they have never considered, e.g. male-dominated, nontraditional occupations, for the U.S. to keep pace with labor market needs. The need amplifies the myriad of issues for women in male-dominated, nontraditional occupations.

Recently, the Regional Initiative to Integrate South America has begun promoting a transboundary road that would bisect the forested borderlands and connect the two largest cities in the region, while the state governments seek to promote a direct ecological railroad alternative. Both transportation initiatives promise to alter forests and rivers and transform economies and cultures, but these projects also lack the base geographic information necessary to understand their potential transboundary impacts and benefits.

Deformation twinning is an important deformation mode of nanocrystalline metals. In current study, we investigate the scratching-induced deformation twinning in nanocrystallineCu by means of molecular dynamics simulations. The tribological behavior, the deformation mechanisms, the formation mechanism of deformation twins, and the grain size dependence of the propensity of deformation twinning are elucidated. Simulation results demonstrate that deformation twinning plays an important role in the plastic deformation of nanocrystallineCu under nanoscratching, in addition to dislocation activity and grain boundary-associated mechanism. Burgeoning white-tailed deer (Odocoileus virginianus) populations in suburban landscapes continue to impact communities and challenge natural resource managers. Increased deer-related damage to vegetation, ecosystems, and automobiles can exceed the tolerance of local stakeholders. We provide an overview of the potential efficacy of using surgical sterilization to help manage populations and conflicts associated with locally overabundant white-tailed deer populations. We review theoretical and fi eld studies pertaining to deer sterilization, and provide research priorities to help guide future sterilization efforts. Recent fi eld studies suggest that sterilization of female deer remains expensive, at approximately $1,000 per surgery. Sterilization may …

Sexting is defined as sending sexually explicit images or messages via cell phones. Albeit questionable, sexting is legal between consenting adults. However, there are many consequences of sexting that may not be considered by teenagers who sext. Beyond ridicule, punishment by parents or schools, and the eternal lifespan of digital content, there can be harsh legal consequences for sexting teens. These consequences vary from state to state, but include felony convictions for child pornography and the resulting consequence of being required to register as a sex offender. Often, such convictions can affect college acceptances and career choices.

Enacted for the purpose of battling workplace discrimination by targeting discrimination against minorities and the disadvantaged, Title VII has become somewhat of an apparition for good-intentioned employers seeking to follow the law. For example, in Ricci v. DeStefano, the city of New Haven, Connecticut refused to hire white firefighters based on a qualification test because to do so would produce the outcome of hiring too few minority firefighters. Despite New Haven's good intentions, the hiring process illegally brought race into the hiring process, thereby showing that America's relationship with civil rights legislation has come full circle.
