Handwritten opinion. A landlord brought a lease expiration holdover proceeding against a tenant. The court granted the tenant's motion for summary judgment and dismissed the case because the landlord failed to comply with the requirements of the Good Cause Eviction Law (GECL). The landlord's cross-motion to serve a Notice of Applicability was denied as moot. The court found that the landlord's non-compliance with GECL was a fatal defect, requiring dismissal of the proceeding. This case illustrates the importance of a landlord's strict adherence to GECL notice requirements in lease expiration holdover proceedings.

Regulatory T cells (Tregs) are a subset of CD4 + T cells that comprise 5-10 % of the total CD4 + T cell population. Tregs, which are critically important for the maintenance of immune tolerance and immune homeostasis, are distinguished from other subtypes of CD4 + T cells by the expression of the transcription factor FOXP3. Electronic health record (EHR) downtime presents significant challenges to patient safety and care quality in acute care settings, particularly regarding timely medication administration. This project addressed the problem of late or absent medication doses during planned or unplanned EHR downtime. The investigator aimed to evaluate the effectiveness of a structured downtime plan in improving nurses’ ability to administer medications on time during periods of EHR unavailability. The investigator used a quantitative design to implement a downtime plan evaluation paradigm. This study explored K–12 public school teachers’ self-efficacy, value, and pedagogical beliefs about technology. The teachers worked in a medium-sized, semi-affluent public school district in North Texas. The study investigated second-order barriers to technology integration and what might positively impact teachers’ self-efficacy, value, and pedagogical beliefs. This study used a qualitative descriptive methodology to collect qualitative data about their beliefs by interviewing and observing K–12 classroom teachers who had completed a bachelor’s degree through a traditional teacher education program. The purpose of this study was to examine the extent to which perceived leadership behaviors predicted workplace motivation among construction workers across generational cohorts in the Greater Houston, Texas area. Grounded in self-determination theory, the research explored how transformational, transactional, and passive-avoidant leadership behaviors predicted the satisfaction and frustration of psychological needs for autonomy, competence, and relatedness. The analysis also considered whether leadership behaviors and generational cohort served as significant predictors of workplace motivation outcomes. In pursuit of identifying new potential targets for immunotherapy, there has been renewed focus on Oxidative Phosphorylation (OxPhos) metabolism that cancers rely on for growth and, to some degree, immune suppression. Previous research has shown selective deletion of the mitochondrial Complex I (CI) subunits Ndufs4 and Ndufs6 increases the efficacy of immunotherapy through induction of genes related to MHC class-I expression leading to improved tumor antigen presentation. Based on these studies, we hypothesize that selectively targeting CI subunits differentially expressed in tumor cells versus immune effector cells will significantly hinder tumor cell viability and growth without compromising anti-tumor immunity.

Central to the Supreme Court’s holding in Dobbs v. Jackson Women’s Health Organization that the right to obtain an abortion would no longer be recognized as a fundamental right is the theory of historical tradition: the view that the only liberty interests recognized as fundamental rights under the Due Process Clause are those that are “deeply rooted in this Nation’s history and tradition.” This Note argues that the theory of historical tradition should not set the outer boundaries of fundamental rights. This Note addresses whether EMTALA preempts state abortion bans in the context of a medical emergency. Part I provides background information on the Dobbs decision and how states responded, discusses the Department of Health and Human Services’ interpretation of EMTALA’s preemptive effect, and introduces the competing district court cases. Notably, the analysis of these district court cases focuses on the relevant state abortion bans as they existed at the time of each decision. New York Times Co. v. Sullivan is a landmark Supreme Court decision that significantly expanded protection for the press under the First Amendment by limiting public officials’ ability to sue for defamation. The ruling established the “actual malice” standard, requiring public officials to prove that defamatory statements were made with knowledge of their falsity or with reckless disregard for the truth. In recent years, Justice Thomas has repeatedly criticized Sullivan, arguing that the decision is more a product of judicial policymaking than of constitutional interpretation, with minimal grounding in the text or history of the First or Fourteenth Amendments. …

Estimated management costs and losses due to insects and other invertebrates in soybean during the 2024 growing season were collected and compiled from 19 states to provide a record of insect pressure and management practices for the year. These annual estimates provide a historical record of pest pressure and insect management and have been compiled in some states since 2004. Participating states represented 63% of soybean acreage grown in the United States, with near 100% participation in southern states. Overall, the stink bug complex was the costliest insect pest in soybean followed by corn earworm and soybean looper. Total insect …

The thesis begins by introducing the concept of zero knowledge and exploring its various paradigms. It then focuses on a interesting problem: the construction of linking proofs. Chap- ter 2 addresses the challenge of binding two distinct polynomial commitment schemes so that they are consistent at a common evaluation point. The chapter further introduces a method for equating two different polynomials with different domains using an affine line construction. By applying certain optimizations to the bulletproofs protocol, the work achieves a reduction in both the prover’s time and the number of rounds required for proving a large committed inner product. …

Rheumatic heart disease (RHD) is a condition where the heart valves are permanently damaged by an autoimmune response to chronic strep infections. RHD remains extremely prevalent in Oceania - specifically Samoa. However, despite its prevalence, RHD is underexplored in Samoa and there are many disparities for medical care to treat RHD in Samoa. This research shifts the focus of RHD to early detection in children (5-18 years old) and provides critical insights into RHD and the geographic difference in RHD prevalence in Samoa. Outsourcing, Labor Market Frictions, And Employment, Mayara Felix, Michael B. Wong

Cowles Foundation Discussion Papers

We estimate the labor market impacts of Brazil’s 1993 outsourcing legalization us-ing North-South variation in pre-legalization court permissiveness, and comparing security guards to less-affected occupations. We find that outsourcing legalization persistently reallocated jobs from older incumbent guards to younger entrants. Total employ-ment of guards and their entry from informality persistently increased, while average demographic-adjusted wages remained constant. Meanwhile, a wave of occupational layoffs displaced some incumbent guards from high-wage firms. The evidence suggests that the rise of non-core activity outsourcing reduced labor market frictions, facilitated by firm-level economies of scale in human resources and spillovers to non-adopting firms.

We examine whether large-scale information interventions can improve college application outcomes in a centralized admissions system. Using nationwide surveys from Chile, we document widespread information frictions and frequent application mistakes, such as omitting attainable preferred programs or failing to include safety options. To address these frictions, we partnered with the Ministry of Education to implement a large-scale field experiment that provided applicants with personalized information on admission probabilities and program characteristics through customized online platforms. The intervention increased the probability that previously unmatched students received an assignment by 44% and improved placement into higher-ranked programs by 20%. Building on these …

Advancements in single-cell RNA-sequencing (scRNA-seq) technologies generate a wealth of gene expression data that provide exciting opportunities for studying gene-gene interactions systematically at individual cell resolution. Genetic interactions within a cell are tightly regulated and often highly dynamic in response to internal cellular signals and external stimuli. Evidence of these dynamic interactions can often be observed in scRNA-seq data by examining conditional co-expression changes. Four years after the occurrence of the 2020 El Dorado Fire, Yucaipa Ridge and the surrounding communities of Oak Glen and Forest Falls still experience the devastation caused by debris flows. Wildfires can instigate a series of events leading to hydrophobic soils, loss of vegetation, and increased sediment availability which amplify post-fire debris flow risks. This study tested the hypothesis that post-wildfire geomorphic changes can be accurately quantified and predicted using high-resolution LiDAR-derived digital elevation models. Research has shown that social participation can aid in slowing cognitive decline and is associated with cognitive functioning in older adults. Being that Parkinson’s Disease (PD) is a neurodegenerative disorder primarily known for its motor and cognitive symptoms, it is worth evaluating social participation in patients with Parkinson’s Disease. The aim of this project is to determine whether social participation is associated with more favorable trajectories of neuropsychiatric symptoms among patients afflicted with Parkinson’s Disease.
