The Confederated Salish and Kootenai Tribes (CSKT) have been operating Lower Crow Dam under restricted reservoir levels since 2008 due to significant structural and spillway capacity deficiencies that have increased risk to dam safety. Stantec was contracted by the CSKT to evaluate rehabilitation options and provide final design for the new spillway. The focus of this paper is to describe the design methodology and spillway selection process with an emphasis on the hydraulic modeling completed to support the final spillway arrangement. This paper presents ARTELIA’s gradual approach for the design and construction of labyrinth weirs, from the preliminary concept design to the commissioning. It is illustrated with the case of La Laye dam, where an additional lateral spillway with labyrinth weir has been developed to increase the existing discharge capacity. The design process involved preliminary hydraulic calculations, 3D numerical modeling and a physical scale model. The paper elaborates on the technical solutions and optimizations which were considered to provide the Client with the most hydro-economical solution.

The Challenge Of Achieving Attributability In Multilingual Table-To-Text Generation With Question-Answer Blueprints, Aden Haussmann

International Journal of Undergraduate Research and Creative Activities

Generating faithful text descriptions from data tables is a significant challenge in Natural Language Processing (NLP), especially for the world’s many low-resource languages. This paper investigates whether Question-Answer (QA) blueprints—an intermediate planning step where a model first asks and answers questions about the data—can improve the factual accuracy of multilingual table-to-text generation. This novel approach is tested on the TaTA dataset, which includes several African languages, by finetuning models with and without these blueprints.

The results show a key distinction: while the QA blueprint method improves performance for English-only models, these gains disappear in the multilingual setting. This paper’s analysis …

Arced labyrinth weirs, characterized by a curved cycle orientation, can enhance discharge efficiency compared to linear labyrinth weirs by taking advantage of the approaching flow field in reservoirs. This paper summarizes some of the Utah State University arced labyrinth weir hydraulic efficiency research findings, including sidewall and cycle arc angle influences, nappe aeration, and local submergence. Recent CFD modeling that replicates some of the experimental findings is also highlighted, demonstrating CFD utility for design. The Springton Spillway project, owned by Aqua Pennsylvania, leveraged this research when designing a two-stage, eight-cycle arced labyrinth weir to replace an aging ogee crest spillway …

Following the October 7, 2023, Hamas attacks on Israel, U.S. college campuses experienced a sharp rise in antisemitic incidents, driven by an antizionism movement aimed at demonizing and delegitimizing the Jewish state and its supporters. A congressional investigation found that antisemitism persisted at prominent universities because administrators repeatedly failed to denounce antizionist conduct that functions as a vehicle for harassment of Jewish students and neglected to enforce their own nondiscrimination policies. The congressional committee, as well as several university antisemitism task forces, identified antizionism as a primary driver of campus antisemitism and strongly recommended that university leaders recognize and address …

In recent years, many Piano Key Weirs (PKW) have been built around the world. In Vietnam there are more than 18 PKWs in operation to the present. However, during the operation, some experience has been drawn on the design and application conditions. This paper is about the Dak Mi 3 reservoir with a PKW that operated well for more than 4 years until an exceptional flood following typhoons in October 2020, making reservoir fully filled with mud and sand. Between a low-head tidal environment, razor-thin hydraulic margins, and a long list of site restrictions, the Burton Pond Dam Rehabilitation project offered the chance to pursue a one-of-a-kind solution: a miniature stainless steel piano key weir as part of a new mixed active-passive spillway. Since the Piano Key Weirs (PKW) were introduced by F. Lempérière and A. Ouamane (2003) many such structures have been built for irrigation, hydroelectricity and water regulation due to their outstanding efficiency. In Vietnam, PKWs have also attracted significant attention. The U.S. Army Corps of Engineers has completed the design of a new labyrinth weir spillway at Prado Dam, in southern California. The proposed labyrinth weir would consist of an arced configuration, 7-cycles, with varying weir wall height from 28 ft to 41 ft with upstream head over the weir cycles of up to 30 ft. This paper highlights the key lessons learned from the hydraulic design of the new labyrinth weir, including significant fluctuating negative pressures at the weir wall resulting in hydrodynamic loads that should be considered during structural design and submergence of the weir at high heads.

This Essay examines the 2025 Supreme Court case of Federal Communications Commission v. Consumers’ Research which seemingly involved an esoteric question of telecommunications law, but instead provided the Court with an opportunity some Justices have long sought to prune a foundational doctrine of the administrative state—the nondelegation doctrine. The nondelegation doctrine has garnered considerable judicial and academic attention, especially in comparison to the paucity of cases invalidating federal statutes on such grounds. The Court could have abandoned the forgiving “intelligible principle” test applied to congressional delegations for almost one hundred years, or, more cautiously, could have crafted a special rule …

This essay argues that despite the powerful forces of assimilation, official campaigns against Jewish religion/languages, and grassroots/state antisemitism, the “Jewish home” did not disappear, as is sometimes assumed, but continued to present a site of Jewish ethnic production and transmission, creativity, and resistance during the Soviet regime. In the Soviet Union, especially in the postwar period, Jewish ethnic culture was forced to leave the public sphere, where it became unwelcome and even dangerous, and withdrew into the less visible space of domestic interiors. The degree of Jewish public presence varied geographically: the situation was generally better in the Baltic Republics, …

When the priestly blessing is performed as part of prayer services in both Ashkenazic and Sephardic communities, many of the members of the congregation can be seen covering themselves with their tallit, and also covering their children. The practice evolved from the Talmudic reference of not looking at Kohanim while they recite this blessing in the Temple, because of the Divine Presence resting on their hands and the belief that looking at it would damage a person’s vision. Following Freud’s claim that folktales do not necessarily evoke uncanny experiences, this essay presents a case in which a folktale brought to life in the form of real-world events evokes uncanny experiences. The essay examines testimonies from the October 7 events in light of the folktale identified as “The Wolf and the Kids” (ATU 123) and proposes that beyond the horrors that occurred in the massacre, the comparative discussion reveals an additional level of terror, related to the way fairy tale experiences take on flesh and bone.

Since the 1980s, more than seventy genizot (Heb., repositories) have been rediscovered in former synagogues of Central Europe. A genizah is a room in or near a synagogue where damaged, discarded, or heretical texts and sacred relics are stored. This essay examines where, when, and why genizot developed in Central Europe. It also analyzes the emotional significance of the genizot for their respective communities. Historical and literary sources show that genizot were placed in the synagogue attics of Jewish metropolises from the seventeenth century at the latest and were usually not ritually buried. Smaller communities in rural regions adopted this …
