In recent years, many Piano Key Weirs (PKW) have been built around the world. In Vietnam there are more than 18 PKWs in operation to the present. However, during the operation, some experience has been drawn on the design and application conditions. This paper is about the Dak Mi 3 reservoir with a PKW that operated well for more than 4 years until an exceptional flood following typhoons in October 2020, making reservoir fully filled with mud and sand. Between a low-head tidal environment, razor-thin hydraulic margins, and a long list of site restrictions, the Burton Pond Dam Rehabilitation project offered the chance to pursue a one-of-a-kind solution: a miniature stainless steel piano key weir as part of a new mixed active-passive spillway. This case study will explore how established hydraulic designs were modified specifically for the site and verified with computational flow dynamics; how the innovative cantilevered geometry was analyzed structurally with finite element modeling; and how detailing, fabrication and constructability were considered throughout the design process. Since the Piano Key Weirs (PKW) were introduced by F. Lempérière and A. Ouamane (2003) many such structures have been built for irrigation, hydroelectricity and water regulation due to their outstanding efficiency. In Vietnam, PKWs have also attracted significant attention. There have been several laboratory hydraulic model studies to test the discharge capacity, flow characteristics, and energy dissipation downstream the spillway. Vietnam had also issued PKW design standard for easy of application in 2018. Lessons Learned From The Hydraulic Design Of The Prado Dam Labyrinth Spillway, Yajayra Diaz, Mike Phillips, Brian M. Crookston, Julie D. Allen
4th International Workshop on Labyrinth and Piano Key Weirs
The U.S. Army Corps of Engineers has completed the design of a new labyrinth weir spillway at Prado Dam, in southern California. The proposed labyrinth weir would consist of an arced configuration, 7-cycles, with varying weir wall height from 28 ft to 41 ft with upstream head over the weir cycles of up to 30 ft. This paper highlights the key lessons learned from the hydraulic design of the new labyrinth weir, including significant fluctuating negative pressures at the weir wall resulting in hydrodynamic loads that should be considered during structural design and submergence of the weir at high heads.

This Essay examines the 2025 Supreme Court case of Federal Communications Commission v. Consumers’ Research which seemingly involved an esoteric question of telecommunications law, but instead provided the Court with an opportunity some Justices have long sought to prune a foundational doctrine of the administrative state—the nondelegation doctrine. The nondelegation doctrine has garnered considerable judicial and academic attention, especially in comparison to the paucity of cases invalidating federal statutes on such grounds. The Court could have abandoned the forgiving “intelligible principle” test applied to congressional delegations for almost one hundred years, or, more cautiously, could have crafted a special rule …

From A Shtetl House To An Urban Apartment: The Soviet Jewish Home Negotiated, Transformed, And Reimagined, Anna Kushkova

This essay argues that despite the powerful forces of assimilation, official campaigns against Jewish religion/languages, and grassroots/state antisemitism, the “Jewish home” did not disappear, as is sometimes assumed, but continued to present a site of Jewish ethnic production and transmission, creativity, and resistance during the Soviet regime. In the Soviet Union, especially in the postwar period, Jewish ethnic culture was forced to leave the public sphere, where it became unwelcome and even dangerous, and withdrew into the less visible space of domestic interiors. The degree of Jewish public presence varied geographically: the situation was generally better in the Baltic Republics, …

When the priestly blessing is performed as part of prayer services in both Ashkenazic and Sephardic communities, many of the members of the congregation can be seen covering themselves with their tallit, and also covering their children. The practice evolved from the Talmudic reference of not looking at Kohanim while they recite this blessing in the Temple, because of the Divine Presence resting on their hands and the belief that looking at it would damage a person’s vision. The Uncanny, The October 7 Massacre, And The Folktale “The Wolf And The Kids” (Atu 123), Ravit Raufman

Following Freud’s claim that folktales do not necessarily evoke uncanny experiences, this essay presents a case in which a folktale brought to life in the form of real-world events evokes uncanny experiences. The essay examines testimonies from the October 7 events in light of the folktale identified as “The Wolf and the Kids” (ATU 123) and proposes that beyond the horrors that occurred in the massacre, the comparative discussion reveals an additional level of terror, related to the way fairy tale experiences take on flesh and bone.

Since the 1980s, more than seventy genizot (Heb., repositories) have been rediscovered in former synagogues of Central Europe. A genizah is a room in or near a synagogue where damaged, discarded, or heretical texts and sacred relics are stored. This essay examines where, when, and why genizot developed in Central Europe. It also analyzes the emotional significance of the genizot for their respective communities. Historical and literary sources show that genizot were placed in the synagogue attics of Jewish metropolises from the seventeenth century at the latest and were usually not ritually buried. The literary biography of Yaakov Lasri, from his time as a frustrated transcriber of stories he heard from others until the publication of his last book, in which he molded stories with artistic freedom, is a voyage through the literary polysystem of Israel of his day and the literary and political fields available to him. His disappointment in the real and symbolic capital that the Israeli Folktale Archives (IFA) offered drove him to seek alternative literary fields at play within the political discourse that blossomed in the late 1960s. Jews who remained in Hungary after the Shoah almost completely abandoned their religious life because of the communist regime’s politics of assimilation. After the regime change in 1989, synagogue attendance rose and a renewed interest in ethnic-religious traditions was evident among Hungarian Jews. However, not knowing the ethnic traditions, they were unable to follow the religious commandments. Ethnographic observation in a synagogue in Budapest shows that ensuing communal tensions were eased by humor. Humor also became a marker of identity in the synagogue, by which even those who did not fully follow religious norms identified themselves as “imperfect but religious …

Theorizing Rabbinic Folklore: The Miraculous Sleep Of The Holy Man, Gal Sela

The miraculous sleep (ATU 766) is a well-known, recurring tale-type observed in Abrahamic folktales since the Second Temple period. This study compares variants of ATU 766 on three levels of analysis: as a popular tale in Jewish, Christian, and Muslim writings from late antiquity and early medieval times; as a Jewish rendition; and as a multiple tale-type in rabbinic literature. The analysis engages with Dan Ben-Amos’s critical work concerning the use of syntactic methods in folklore studies to analyze Midrash and Aggadah. The editors of Jewish Folklore and Ethnology (JFE) express concern about intimidation and estrangement of Israeli and Jewish professors in the international academic community after the surprise attack by Hamas in southern Israel on October 7, 2023. Techniques are disclosed for providing asynchronous reliable transmission (ART) protocol for Application-to-Application messages. A communication protocol is designed to support communication between two devices asynchronously over channels that have limitations to facilitate asynchronous communication and have limited bandwidth. The ART protocol solves communication challenges that arise when transmitting data over channels with such limitations. The ART protocol has the provision to expand for future use cases such as encryption. Further, the ART Protocol provides mechanisms for data packet fragmentation, allowing larger packets to be transmitted over channels with limited bandwidth.
