"Never Before In The History Of This Country?": The Rise Of Presidential Power In The Lula Da Silva And Rousseff Administrations (2003-2016), Mauro Hiane De Moura

Washington International Law Journal

After the impeachment of President Collor de Mello (1990-1992), Brazil finally managed to devise and implement an economic plan that, firmly based on economic science, eradicated the country's long-standing hyperinflation. In the following Cardoso Administration (1995-2002), new regulatory frameworks were introduced in several different sectors—the implementation and oversight of which were entrusted to Regulatory Agencies relatively insulated from the Presidency. Such a model, however, came under attack under the Lula da Silva (2003-2010) and Rousseff (2011-2016) Administrations, ultimately leading to high levels of inflation, a severe recession, and the escalation of public deficit. This article indicates how, during the Lula …

Executive Primacy, Populism, And Public Law, Peter Cane Apr 2019

Executive Primacy, Populism, And Public Law, Peter Cane

Washington International Law Journal

As the articles in this Symposium suggest, populism and authoritarianism present ongoing challenges not only to liberal democracy but also to its legal underpinnings. Manipulation, avoidance, evasion, and outright rejection of the constitutional and legal frameworks of liberal democracy are features of populist authoritarianism. The basic argument of this article is that liberal-democratic public law and legal theory no longer satisfy human needs and desires because they were conceived in worlds that no longer exist, when the main pre-occupation was to secure liberty, not equality. The aim of the article is to explain the inherited structure of our public law …

The Resurgence Of Executive Primacy In The Age Of Populism: Introduction To The Symposium, Peter Cane Apr 2019

The Resurgence Of Executive Primacy In The Age Of Populism: Introduction To The Symposium, Peter Cane

Washington International Law Journal

The articles in this issue, devoted to legal and constitutional issues around executive primacy and populism, were first presented at an Advanced Workshop on the Resurgence of Executive Primacy in the Age of Populism, organised by Professor Cheng-Yi Huang and held at the Institutum Jurisprudentiae of the Academica Sinica in Taipei, Taiwan on June 21 and 22, 2018. Scholarly interest in populism has grown over the past thirty years to the point where it could recently be the subject of The Oxford Handbook of Populism, published late in 2017. According to the editors of that volume, the bulk of …

The Changing Nature Of Bureaucracy And Governing Structure In Japan, Mayu Terada Apr 2019

The Changing Nature Of Bureaucracy And Governing Structure In Japan, Mayu Terada

Washington International Law Journal

This paper analyzes and criticizes changes in the relationship between politics and the bureaucracy, in Japan up to the present from the viewpoint of administrative organizations and related public law system. Drastic changes in the legal system, or legal reform, may sometimes undermine the true intention of the policy and its implementation. Thus, bringing political leadership in administrative decision-making bodies cannot be easily concluded as better or worse than the complete separation of administration and government. To analyze this matter in detail, this paper looks at the following points: 1) Analysis of the operation of the limited political appointment system …

Interpenetration Of Powers: Channels And Obstacles For Populist Impulses, Anya Bernstein Apr 2019

Interpenetration Of Powers: Channels And Obstacles For Populist Impulses, Anya Bernstein

Washington International Law Journal

Discussions of populism often focus on the most visible points of executive power: individual leaders. Yet individual leaders only accomplish things through administrative apparatuses that enable and support their power. Rejecting a political theology that imagines sovereignty as inhering in a single decision-maker, this article turns to political pragmatics focused on the people who populate the government. I draw on interviews with administrators in the government of two successful but quite different democracies. The first is the United States, an old, flagship democratic state. The second is Taiwan, which transitioned from a four-decade military dictatorship to a vibrant democracy in …

Take Me Out To The Facebook Page, James Pokrywczynski

College of Communication Faculty Research and Publications

This analysis examines why fans would visit a professional baseball team’s Facebook page. The broader objective is to understand motivations for using communication channels in social media. Given the popularity of Facebook[A1] , with over 2 billion active monthly users starting in 2017 according to Statista1, insights from use of this communication channel should provide an important understanding of how digital and social media channels work. The results support a proposed model for understanding fans’ interactions with a sports team’s Facebook page. Team identification related positively with the value fans put on relevant outcomes from visiting the …

Randomized Pilot Trial For A Community-Based Group Stretching Exercise Program For Chronic Low Back Pain, Marc Brodsky, Ann Hansen, Wendy Bjerke

Exercise Science Faculty Publications

Background: Authors of meta-analyses concluded that exercise therapy appears to be slightly effective at decreasing pain and improving function in adults with chronic low back pain (CLBP), particularly in health-care populations. Similar to health-care settings, community organizations provide wellness and lifestyle modification programs. Different versions of the Young Men’s Christian Association (YMCA) Y’s Way to a Healthy Back program were offered from 1974 to 2004. Champions of the YMCA program and authors of the pilot study designed a Healthy Back Curriculum to update and reintroduce the program. Objective: The research aim of this randomized pilot trial was to investigate the …

Background: Saturated fatty acids (SFAs) of different chain lengths have unique metabolic and biological effects, and a small number of recent studies suggest that higher circulating concentrations of the very-long-chain SFAs (VLSFAs) arachidic acid (20:0), behenic acid (22:0), and lignoceric acid (24:0) are associated with a lower risk of diabetes. Confirmation of these findings in a large and diverse population is needed.

Objective: We investigated the associations of circulating VLSFAs 20:0, 22:0, and 24:0 with incident type 2 diabetes in prospective studies.

Methods: Twelve studies that are part of the Fatty Acids and Outcomes Research Consortium participated in the analysis. …

Transformation Of Char Carbon During Bubbling Fluidized Bed Gasification Of Biomass, Kevin Timmer, Robert C. Brown Apr 2019

Transformation Of Char Carbon During Bubbling Fluidized Bed Gasification Of Biomass, Kevin Timmer, Robert C. Brown

Faculty Work Comprehensive List

This study focuses on the fate of carbon in the char generated by devolatilization of biomass during fluidized bed gasification. A carbon balance model was developed to distinguish between char transformed to carbon-bearing gases and its comminution and elutriation as fine char during gasification. The model accurately predicts the transient accumulation of char carbon in the reactor. Experiments revealed steady state reactor char carbon loadings were achieved after multiple hours of gasification. The model formed the basis of an experimental methodology that assesses the transformation of char carbon based on collection of elutriated solids from the reactor and assessment of …

Comparison Of Task Interspersal Ratios On Efficiency Of Learning And Problem Behavior For Children With Autism Spectrum Disorder, Sophie C. Knutson, Tiffany Kodak, Dayna R. Costell, Terra Cliett

Psychology Faculty Research and Publications

The current study extends the literature on task interspersal (TI) by comparing the effects of four different TI ratios on the efficiency of skill acquisition and on levels of problem behavior in children with autism spectrum disorder and related disorders. The four ratios of TI were 3:1, 1:1, 1:3, and 0:1 mastered‐to‐acquisition tasks. An adapted alternating treatments design was implemented to compare the cumulative number of stimuli mastered, mean training time to mastery, rate of acquisition, and the level of problem behavior. The results showed that the 0:1 condition was the most efficient intervention procedure for all four participants. In …

“We Almost Had The Whole Block's Phone Number On The Wall”: A Mixed Methods Investigation Of Informal Helping In A Predominantly Rural Sample, Matthew Hagler, Sherry L. Hamby, Victoria Banyard, John H. Grych

Psychology Faculty Research and Publications

Community psychologists have noted the limitations of professional models of mental health treatment, demonstrating that people are more likely to use informal familial or community support during adversity. However, relatively little is known about the forms and functions of informal help seeking and provision. Semistructured interviews (N = 170), in which a sample of predominantly rural‐dwelling adolescents and adults described significant life experiences, were coded for instances of receiving help. Codes thematically categorized the type of adversity, role of the helper, and nature of the help received. Most participants (67.64%) reported the presence of at least one informal helper; only …

Mental Health Symptoms And The Reintegration Difficulty Of Military Couples Following Deployment: A Longitudinal Application Of The Relational Turbulence Model, Leanne K. Knobloch, Lynne M. Knobloch-Fedders, Jeremy B. Yorgason

Psychology Faculty Research and Publications

Objective

Understanding the factors that predict the reintegration difficulty of military couples during the postdeployment transition has important implications for theory, research, and practice. Building on the logic of the relational turbulence model, this paper evaluates the relationship processes of reunion uncertainty and reintegration interference from a partner as mediators of the connection between people's mental health symptoms and their difficulty with reintegration after deployment.

Method

Dyadic longitudinal data were collected from 555 US military couples once per month for 8 consecutive months.

Results

Findings mapped the trajectory of reintegration difficulty and suggested reunion uncertainty and reintegration interference from a …

Uncovering Hegemony In Higher Education: A Critical Appraisal Of The Use Of “Institutional Habitus” In Empirical Scholarship, Derria Byrd Apr 2019

Uncovering Hegemony In Higher Education: A Critical Appraisal Of The Use Of “Institutional Habitus” In Empirical Scholarship, Derria Byrd

College of Education Faculty Research and Publications

This article critically examines the empirical scholarship that applies institutional habitus, a conceptual extension of Bourdieu’s theory of practice, to investigations of higher education. Given Bourdieu’s extensive scholarly focus on higher education as well as the field’s undertheorization of its own exclusionary history, application of institutional habitus to higher education is particularly apt. This critical appraisal finds that the reviewed scholarship corroborates the concept’s value by drawing attention to the role of institutional habitus in differentially privileging and rewarding students based on their possession of institutionally legitimized knowledge, values, and behaviors. Nevertheless, this review reveals a series of missed opportunities, …

In A Child's Place: Centering Black Girlhood In Black Feminisms Through The Bildungsroman, Taylor L. Bailey Apr 2019

In A Child's Place: Centering Black Girlhood In Black Feminisms Through The Bildungsroman, Taylor L. Bailey

Senior Honors Papers / Undergraduate Theses

This thesis examines the effects of misogynoir— a specific form of oppression Black women experience due to the intersection of being deemed inferior in both race and gender— on the development of Black girlhood. In Black feminist theory and criticism, though, the language used often subordinates Black girls and does not ascribe adequate import to their experiences. Using the Black girl bildungsroman, specifically The Bluest Eye by Toni Morrison and Another Brooklyn by Jacqueline Woodson, as a way to survey the effects of misogynoir and the significance of homosocial, intraracial bonding, I argue that Black feminisms should center Black girlhood …

What stereotypes about working parents exist within the culture of academic libraries? In what ways are working mothers and fathers impacted by these stereotypes? How can institutions work to challenge these stereotypes and provide support for academic librarians who are balancing career advancement and family obligations? These are the three primary questions this panel will seek to address as part of “Recasting the Parentative: Seeking balance amidst the busyness.” Four panelists will discuss the preliminary results of a study of academic librarian-parent stereotypes and how those stereotypes affect academic library work. They will explore stories from academic librarians about their …
