Sex offender policy in the United States is predicated on accomplishing risk reduction and increasing public safety via punishment and incapacitation. Theoretically, accomplishing these goals should lessen the risk that sex offenders pose to society. However, an accumulated research base suggests that sex offender policies are ineffective in that they do not reduce recidivism rates, do not diminish children’s risk of sexual predation, and produce numerous detrimental collateral consequences. Further, current sex offender policies may actively undermine risk reduction by placing factors known to reduce risk level, such as stable housing, employment, and social support, out of the reach of …

This Article explores the role of the Preamble in constitutional interpretation by looking at how it was perceived at the founding. It does this in three ways. First, it explores how preambles were used in eighteenth-century America. At the time, preambles were almost universally understood to be key to interpreting the laws and constitutions they preceded. This shared understanding forms the backdrop against which the Preamble was received by the founding generation. Since at least the 1990s, presidents have seen the administrative state as a key tool, if not the primary one, for achieving policy objectives. At the same time, the administrative state has faced growing scrutiny, particularly from members of the Supreme Court. Given these dynamics, do some administrations’ regulatory actions fare better in court than others? Are there any trends we can see over time? These are some of the questions we sought to answer in the first empirical study of how major rules, as defined under the Congressional Review Act (“CRA”), fare in federal court. Job loss is a major collateral consequence of pretrial detention. It frequently results from even short periods of detention and can have cascading and long term effects on income, housing security, family stability, and likelihood of incarceration—all despite the fact that people in pretrial detention are entitled to a presumption of innocence and indeed may never be found guilty of an offense. Given existing racial disparities in arrests, bail determinations, and bail amounts, job loss from pretrial detention further drives racial inequalities in employment and income. Critics of President Trump have alleged that he has reduced independent agencies to mere extensions of the executive branch during his second term. The reality is that Democratic and Republican presidents routinely leverage the opportunity to reshape independent agencies in openly partisan ways because presidents have majority control of the appointments for the leadership of virtu ally all agencies. I examine a large data set of independent agency votes from the Obama and first Trump terms to show that independent agency commissioners vote in predictably partisan ways when addressing substantive policy changes. For decades, courts have grappled with the tension between compensating victims of mass harms and maintaining fairness to defendants when causation is difficult to prove. This Article argues that the Supreme Court’s due process jurisprudence provides a relevant framework for navigating this tension. We contend that the Court over the last three decades has established a consistent Fourteenth Amendment due process approach in punitive damages and personal jurisdiction cases, which is rooted in antecedents tracing to the nineteenth century and relies on a nexus of interests that balances individual rights, state interests, and federalism concerns. We buy, wear, and display those goods to express our affinity with the referenced institution. Since 1887, Congress has created an impenetrable dike wall to stop appellate review of remand orders in 28 U.S.C. § 1447(d), which provides: “An order remanding a case to the State court from which it was removed is not reviewable on appeal or otherwise . . . .” Then, in 1976, the Supreme Court held “that § 1447(d) does not mean what it says” and, thereby, punctured not a tiny hole, but a big one in Congress’s dike wall that had been impenetrable for nearly 90 years. The Supreme Court has demonstrated a superficial understanding of ground water over the last century in interstate water disputes. In cases that indirectly affect groundwater, it has ignored the complexities of the resource and its connection with surface water. All but one Supreme Court case that mentions groundwater centers around surface water, leading to the inadequate consideration of groundwater. Parenting Under Constraint: How Histories Of Abuse And Sexual Violence Shape Mothers' Caregiving In A Homeless Shelter, Kiera P. Irvin

Background: Mothers experiencing homelessness often carry extensive trauma histories, yet little work examines how abuse and sexual violence shape day-to-day parenting inside communal shelter settings. This study explored how trauma histories intersect with shelter structures to influence caregiving and feelings surrounding parenting among homeless mothers.

Method: Using a qualitative design, four mothers (ages 30–51) residing in a large Midwestern homeless shelter completed approximately 30-minute, semi-structured interviews in a private room onsite. Data were audio-recorded, transcribed verbatim, and analyzed with inductive reflexive thematic analysis in Dedoose.

KRAS mutations are implicated in approximately 23% of all human malignancies, with particularly high prevalence in pancreatic ductal adenocarcinoma (PDAC) (~92%), colorectal cancer (CRC) (~49%), and non-small cell lung cancer (NSCLC) (~35%). The recent approval of the KRASG12C-specific inhibitors for NSCLC represents a pivotal advancement in KRAS-targeted therapy. Nevertheless, the emergence of intrinsic and acquired resistance to KRAS-targeted therapies poses a significant clinical obstacle to targeting KRAS, which necessitates a deeper understanding of the resistance mechanisms. To achieve sustainable and environmentally friendly development of pavement materials, it is essential to identify alternative materials to reduce dependence on petroleum resources. This study aims to functionalize castor oil (CO) with isocyanates to prepare bio-based polyurethane-modified asphalt (Bio-PUMA), determine its optimal preparation parameters, and evaluate the effects of Bio-PU content and isocyanate index (R) on the high- and low-temperature performance of Bio-PUMA. This dissertation examines the complex narratives surrounding Irish neutrality during World War II within the Irish American community. It focuses on two key organizations, the American Friends of Irish Neutrality (AFIN) and the American Irish Defense Association (AIDA), arguing that the conflict over neutrality was a pivotal moment in the assimilation of Irish American identity. The study explores how Irish Americans balanced their connection to their ancestral homeland with their desire for full acceptance in the United States.

Animal venom, known for its complex biochemical composition, presents a valuable source of therapeutic molecules, particularly for antiviral applications. Despite this potential, the industrial use of venom remains limited, with fewer than a dozen venom-derived compounds reaching commercial markets. This study underscores the significance of exploring venom’s natural diversity as a reservoir for novel bioactive compounds that could drive innovative drug development. We investigated the venom of the Moroccan black scorpion Androctonus mauritanicus (Am), applying solid-phase extraction (SPE) and high-performance reversed-phase liquid chromatography (RP-HPLC) to fractionate the venom into 80 distinct samples. Autonomous robots are increasingly deployed on construction sites for tasks such as progress monitoring, inspection, and safety assessment. For these robots to operate effectively, they must perceive and interpret complex, dynamic environments populated by workers, machinery, and unstructured terrain. Achieving reliable perception depends on high performing semantic segmentation models trained on large volumes of annotated data—an expensive and logistically challenging requirement in construction due to privacy restrictions, variable site access, and slow digitalization. ‘Casar Public Lecture: Jazz Diplomacy: America's Conversation With The World', The Prince Alwaleed Center For American Studies And Research Casar

Performances, Events, and Presentations

The lectures deliberated about how the U.S. used jazz as a tool of cultural diplomacy during the Cold War, sending jazz musicians abroad to promote American values and counter Soviet influence. Jazz symbolized freedom and democracy but also highlighted racial tensions in the U.S., creating a paradox. These tours influenced global perceptions of America and supported civil rights movements at home and abroad. These lectures were a collaboration with The Music Program in the Department of the Arts at AUC.
