The Act supplements the protection of religious exercise by requiring government actions that could burden religious practices to meet a “compelling interest” test, mirroring a federal counterpart bill from 1993. The Act creates a cause of action against the state government for substantially burdening a person’s free exercise of religion without a compelling interest. The government must now clear this high legal standard before it may legally enforce laws or actions that substantially burden someone’s religious beliefs.

The Act makes significant changes to Georgia’s civil litigation procedures. It stays discovery upon the filing of a motion to dismiss, limits voluntary dismissals after an answer is filed, and allows for bifurcated trials to separate issues of liability and damages. It caps recoverable medical expenses to the reasonable value actually paid and expands the admissibility of evidence related to damages—including permitting the admission of seat belt non-use to argue comparative fault or mitigate damages. Among the many aspects of preparation required for patients undergoing general anesthesia, preoperative optimization is key. One goal of preoperative optimization is the establishment of adequate preoperative intravascular fluid volume. Inadequate fluid volume can increase surgical risks and lead to adverse patient outcomes. Evidence has demonstrated that using point-of-care ultrasound (POCUS) to assess preoperative surgical patients can diminish the consequences associated with altered fluid status and increase the likelihood of hemodynamic stability. One of the varying methods of POCUS is the point-of-care focused cardiac ultrasound (FOCUS). Using FOCUS, the practitioner can measure the IVC diameter and collapsibility index to determine …

Recommendations regarding breastfeeding following maternal anesthesia are inconsistent and often not up to date with current best practice guidelines. Previous recommendations have led to mothers unnecessarily “pumping and dumping” breast milk has benefits for both mother and baby. These benefits include (a) increasing the infant’s access to colostrum, (b) encouraging mother-baby bonding, (c) improving the mother’s breastfeeding experience, (d) and providing significant health benefits to the infant. The purpose of this scholarly project was to develop a set of evidence-based recommendations that focus on mothers who desire to breastfeed following general anesthesia. Plastic pollution in the world’s oceans threatens ecosystems and biodiversity. The connected nature of the marine environment suggests that coordinated actions by countries sharing an ocean border may provide more effective pollution control than unilateral actions by any one country. However, countries often fail to cooperate, even when joint economic benefits would be higher under cooperation. Here we present a modelling framework to determine the potential economic benefits of cooperative marine plastic pollution management. Help-Seeking Among Early Adolescents Who Use Physical Peer Violence, Kelli Franco, Elizabeth Baumler, Leila Wood, Heidi Adams Rueda, Jeffrey R Temple

Despite accumulating research on help-seeking among violence victims, little is known about help-seeking among youth who use violence. In a racially and ethnically diverse sample of early adolescents (N=2,676; 50.3% female; Mage=12.67), participants self-reported physical bullying, physical fighting, physical dating violence perpetration, and help-seeking intentions over the past year. T-tests and one-way ANOVAs examined help-seeking by sex and race, respectively. Prevalence and comparisons of help-seeking across youth with and without any violence were examined. Youth who used any physical peer violence (n=965) reported lower help-seeking intentions than their peers, and among violent youth, males reported …

Freedom, Finance, And Complexity: An Exploration Of Renewable Energy Transitions In Quad Economies, Sylvia Kor, Md Qamruzzaman, Sharmin Rahman Swarna

This study investigates how economic freedom, trade freedom, institutional quality, financial inclusion, and economic complexity influence renewable energy transitions across the QUAD nations. Employing panel data from 2005 to 2022 for QUAD countries, this study utilizes CS-ARDL, NARDL, and Dumitrescu-Hurlin causality tests to analyze both symmetric and asymmetric long-run and short-run dynamics. The results reveal that economic freedom, institutional quality, and financial inclusion significantly enhance renewable energy consumption, while trade freedom and economic complexity have adverse effects in the long run. Institutional quality strongly moderates the influence of economic and trade freedom, intensifying their positive impact. Asymmetric analysis shows that …

Effective stormwater management is essential for enhancing the resilience of urban environments facing challenges from climate change, aging infrastructure, and increasing impervious surfaces. As cities adopt green stormwater infrastructure such as bioswales to relieve these pressures, understanding the hydrologic behavior within these systems becomes essential. This study investigated soil moisture dynamics in New Haven, Connecticut by analyzing the seven critical points (A, B, C, D, E, F′, and F) that describe pre-storm, during storm and post storm drying behavior within bioswale systems. The rise of automation, particularly with the advent of large language models, presents a significant potential for the legal profession. While automation has traditionally focused on manual and repetitive tasks, A.I.'s evolution now allows machines to handle complex, thought-intensive work involving decision-making. Negation is a fundamental linguistic concept used by humans to convey information that they do not desire. Despite this, minimal research has focused on negation within text-guided image editing. This lack of research means that vision-language models (VLMs) for image editing may struggle to understand negation, implying that they struggle to provide accurate results. One barrier to achieving human-level intelligence is the lack of a standard collection by which research into negation can be evaluated. This thesis presents the first large-scale dataset, Negative Instruction (NeIn), for studying negation within instruction-based image editing. Anthropogenic activities are reshaping the elemental composition of freshwater ecosystems, often creating stoichiometric imbalances that influence the growth, physiology and interactions of aquatic organisms. Ecological stoichiometric theory (EST) provides a framework for examining these changes by linking organismal elemental regulation to broader ecosystem processes. While traditionally focused on elements, such as carbon (C), nitrogen (N), and phosphorus (P), emerging stressors highlight the need to expand this framework to be more elementally inclusive for the examination of novel interactions. Automating tassel counting using maize field images has received significant interest, with researchers exploring methods to streamline this task. Farmers face the critical challenge of monitoring cattle well-being for both ethical and economic success, relying on signals like body temperature and facial expressions to assess their animals' health. However, these indicators have traditionally relied on human observation with manual measurement, which is time-consuming and subjective. Despite this clear need, no automated system currently exists for monitoring cattle body temperature, and available datasets remain limited in scope. How animal cell types, tissues, and regional body plans arose is a fundamental question in EvoDevo. Many current efforts attempt to link genetic information to the morphology of cells, tissues and regionalization of animal body plans using single-cell sequencing of cell populations. However, a lack of in-depth understanding of the morphology of non-bilaterian animals remains a considerable block to understanding the transitions between bilaterian and non-bilaterian cells and tissues. Sponges (Porifera), one of the earliest diverging animal phyla, pose a particular challenge to this endeavour, because their body plans lack mouths, gut, conventional muscle and nervous systems. Background: Prescribed burning is an effective tool for reducing fuels in many forest types, yet there have been few opportunities to study forest resilience to wildfire in areas previously treated. In 2020, a large-scale high-intensity wildfire burned through an old-growth coast redwood (Sequoia sempervirens) forest with a mixed land management history, providing a rare opportunity to compare early post-wildfire data between areas with and without previous application of prescribed burning. In the rapidly advancing field of visual search technology, traditional methods that rely only on visual features often struggle with accuracy and relevance. This challenge is particularly evident in e-commerce, where precise product recommendations are critical, and is further complicated by keyword stuffing in product descriptions. To address these limitations, this study introduces BiLens, a multimodal recommendation framework that integrates both visual and textual information. BiLens leverages large language models (LLMs) to generate descriptive captions from image queries, which are transformed into word embeddings, and extracts visual features using Vision Transformers (ViT).
