From Quid Post Quo To Quid Pro Quo: Toward An Evidentiary Standard For 18 U.S.C. § 666 After Snyder, Luke Henkel

This Comment addresses a question left unanswered by the Supreme Court’s recent decision in Snyder v. United States. Snyder held that the federal funds bribery statute, 18 U.S.C. § 666, covers only bribes, not gratuities. That is, an agreement to exchange payment for an official act by a state or local government official is criminally prohibited (if the official’s agency receives a certain amount of federal funding). But § 666 does not prohibit payments made after official acts so long as there was no agreement to conduct a quid pro quo exchange beforehand. Thus, the key issue in cases with …

In 1977, a company convicted of conspiring with the mob asked President Jimmy Carter for a pardon. Government officials speculated that the President could grant the request, but ultimately the President decided that the company did not deserve clemency. Nearly fifty years later, President Donald Trump pardoned a company and commuted the sentence of another. People are again wondering whether the pardon power covers companies, but no one can offer evidence either way.

Sincerity Or Substantial Burden? Investigating The Proper Threshold Test For Prisoner Free Exercise Claims, David Wang

When prison officials violate the free exercise rights of prisoners, prisoners can seek recourse under 42 U.S.C. § 1983. However, due to the specialized and restrictive nature of prisons, courts adjudicate these claims under a reasonableness test set out in the case Turner v. Safley instead of under a strict scrutiny standard. While circuits agree on using the Turner test for prisoner free exercise claims, there is a deep circuit split on the proper threshold test for these types of claims.

This study explored the impact of successive subcultures of Metarhizium rileyi (Farl.) Kepler, S.A. Rehner & Humber on its cultural traits, spore germination, and virulence against fall armyworm, Spodoptera frugiperda (J.E. Smith) (Lepidoptera: Noctuidae), a key pest in agricultural systems. The mass production of infective propagules is essential for effective biological control. Notable changes were observed in the texture and mycelial appearance of the fungus across subcultures. Initially, the fungus exhibited a powdery texture up to the 6th subculture. However, the fungal growth became fluffy and cottony by the 8th and 10th subcultures. Saltwater intrusion affects water quality in coastal water supply wells, increasing salinity in drinking water and thereby negatively impacting communities. Hooper Bay, AK is a community in west Alaska that has experienced relatively high salinity water in their water supply wells. Injection wells are evaluated here in an effort to provide a possible solution to further saltwater intrusion in Hooper Bay wells. Analytical modeling is utilized to perform the investigation. Steady-State 2D horizontal models provide potential placement, spacing, and pumping rates for the proposed injection wells.

New Hope Compassionate Ministries (NHCM), a nonprofit organization in Alaska, has struggled to attract and keep volunteers for inventory and restock days—limitations that directly impact its ability to combat food insecurity. Much of the Ouachita orogenic belt, representing the deformed Paleozoic rocks flanking the southern margin of the North American craton, is buried beneath post-orogenic Mesozoic and Tertiary sediments composing the Gulf Coastal Plain. The Ouachita Mountains of Arkansas and Oklahoma are the largest areas of outcrop for the Pennsylvanian-age Ouachita orogenic belt, making it an ideal place to study the orogeny. Little is known about carbon flux and ecosystem metabolism in river floodplains, despite their potentially large and dynamic contributions to carbon storage and loss. We hypothesized that the region of intermittent saturation (ROIS), which is the subsurface interface between terrestrial and aquatic ecosystems, is a biogeochemical ‘hotspot’ for ecosystem respiration and carbon transformation. Groundwater depth and variability in the ROIS facilitate interactions between aquatic and terrestrial processes, but their role in carbon fluxes is poorly understood. Purpose: For decades, incidence of human papillomavirus (HPV)-associated cancers has been increasing in rural communities across the United States. Although emerging evidence shows a widening rural-urban disparity, rural intersectionality has been understudied. Our study examined the incidence of HPV-associated cancers within rural communities to identify differences by race/ethnicity for males and females, and explore how these differences varied by cancer type, socioeconomic, and geographic factors.

Methods: We accessed age-adjusted cancer incidence rates (2010–2019) from the North American Association of Central Cancer Registries (NAACCR) for HPV-associated cancers (cervical, vaginal, vulvar, penile, anal, oropharyngeal) in rural counties. Stratifying by sex, we calculated …

Language barriers between English-speaking supervisors and Spanish-speaking workers create safety risks on U.S. construction jobsites. Hispanic workers face higher injury and fatality rates, with miscommunication being a major contributing factor. Existing translation tools lack the accuracy, cultural context, and jobsite relevance needed for effective safety communication.

In this study a mobile application with construction-specific safety phrases in English and Spanish was designed and field tested. The research included a literature review, phrase collection and validation with industry experts, application development and design with a computer science collaborator, and usability testing with supervisors and workers. In this thesis, I present a study of the older Vietnamese community in San José, California. I explore the concept of "good" care through the anthropology of care, a conceptual framework that examines how care is understood and practiced across different cultural and social contexts. Using ethnographic methods, such as interviews and participant observation, I examine caregiving practices and experiences, as well as community members' perceptions of what constitutes "good" care. Language develops rapidly over the infant and toddler period and has been a key area of research within the field of developmental cognitive neuroscience. Understanding the neural basis of early language development may help us predict delays or disorders, recommend early interventions, and provide a deeper mechanistic understanding of how the brain supports language learning. Earnings, Ethics, And Fast Fashion: How Does Income Affect Consumers’ Decisions?, Ava M. Minton

This thesis examines if annual earnings influence consumers’ likelihood of avoiding clothing brands associated with labor exploitation. To examine this question, the study draws on four major U.S. datasets that together capture two decades of consumer attitudes and self-reported behaviors. The results show that income has a strong and statistically significant effect: household income increases the odds of avoiding exploitative brands by roughly 27 percentage points. Education, ideology, and gender also exhibit meaningful positive associations with ethical consumption, while age slightly reduces the likelihood of boycott participation. Overall, the analysis provides evidence that ethical consumption behaves like a normal good …

Capillary rise in confined geometries plays a critical role in numerous natural and industrial processes. While classical models such as the Lucas–Washburn equation accurately describe the dynamics of Newtonian fluids, they fail to capture the complex behavior of shear-thinning, non- Newtonian fluids whose viscosity varies with shear rate. This research investigates the capillary rise dynamics of shear-thinning xanthan gum polymer solutions in capillary tubes. The rheological behavior of each fluid is characterized using the Ellis model, which accounts for shear-thinning effects through three key parameters: zero-shear viscosity μ0, characteristic shear stress τ1/2 and viscosity index α. Therapeutic monoclonal antibodies (mAbs) are often designed to not only bind targets via their antigen-binding domains (Fabs) but to also engage with cell surface receptors, FcγRs and FcRn, through their Fc regions, which may result in a variety of functional outcomes, including antibody- dependent cellular cytotoxicity (ADCC), antibody-dependent cellular phagocytosis (ADCP), complement-dependent cytotoxicity (CDC) and alteration of circulating half-lives. Engineering the Fc regions to achieve desirable pharmacology and pharmacokinetics is a widely adopted strategy in drug development. Dysregulation of RNA binding proteins (RBPs) is a hallmark in cancerous cells. In acute myeloid leukaemia (AML) RBPs are key regulators of tumour proliferation. While classical RBPs have defined RNA binding domains, RNA recognition and function in AML by non-canonical RBPs (ncRBPs) remain unclear. Given the inherent complexity of targeting AML broadly, our goal was to uncover potential ncRBP candidates critical for AML survival using a CRISPR/Cas-based screening. We identified the glycolytic enzyme glyceraldehyde-3-phosphate dehydrogenase (GAPDH) as a pro-proliferative factor in AML cells. The search for the underlying genetic contributions to complex traits and diseases relies on accurate genetic data from populations of interest. Outbred populations, like the Diversity Outbred (DO), are commonly genotyped using commercial SNP arrays, such as the Giga Mouse Universal Genotyping Array (GigaMUGA). However, array genotypes are expensive to collect, subject to significant ascertainment bias, and too sparse to capture the genetic structure of highly recombined mouse crosses. We investigated the efficacy of sequencing-based genotyping by comparing genotyping results between the GigaMUGA, double-digest restriction-site associated DNA sequencing (ddRADseq), and low-coverage whole-genome sequencing (lcWGS). The mouse remains the principal animal model for investigating human diseases due, among other reasons, to its anatomical similarities to humans. Despite its widespread use, the assumption that mouse anatomy is a fully established field with standardized and universally accepted terminology is misleading. Many phenotypic anatomical annotations do not refer to the authority or origin of the terminology used, while others inappropriately adopt outdated or human-centric nomenclature. INTRODUCTION: We investigated sex-specific gene expression associations with the neuropathology and cognitive manifestation of Alzheimer's disease (AD) leveraging single-nucleus transcriptomic datasets including 2.84 million nuclei from the dorsolateral prefrontal cortex (DLPFC).

METHODS: We delineated the full scope of sex-specific transcript associations, differential gene expression, signaling pathway, and cell-cell communication network changes in eight major DLPFC cell types.

RESULTS: Nine female-specific associations were identified and replicated, involving ADGRV1, OR3A3, IFI27L1, LYRM1, STAP2, TSTD2, PDYN, and TMEM50B. INTRODUCTION: Synaptic spine loss in Alzheimer's disease (AD) contributes to cognitive decline. p21-activated kinase 1 (PAK1), a regulator of spine integrity, is aberrantly activated in AD. We investigated whether PAK1 inhibition might preserve dendritic spines in vitro and in vivo.

METHODS: Oligomeric amyloid beta (oAβ) or tau (oTau) were applied to hippocampal neurons ± NVS-PAK1-1, a selective PAK1 inhibitor. NVS-PAK1-1 was orally administered to 5xFAD mice. The effects of NVS-PAK1-1 treatment on PAK1 activity, spine density, and the proteome were assessed using phospho-PAK1 (pPAK1) western blotting, Golgi staining, and mass spectrometry for proteomic analyses.

Older adults have decreased vaccine efficacy, but the adjuvanted recombinant VZV-gE zoster vaccine (RZV) is highly efficacious. We investigated memory-like innate immune responses after RZV and after the zoster vaccine live (ZVL), which is much less efficacious. RZV increased NK, monocyte, and DC activation in response to in vitro VZV-gE stimulation for up to 5 years post-vaccination, while ZVL increased only DC responses to VZV for up to 90 days. In purified monocyte and NK cell cocultures, RZV recipients showed increased responses to VZV-gE, HCMV and HSV antigenic stimulation post-vaccination. INTRODUCTION: Alzheimer's disease (AD) is a complex neurodegenerative disorder. Hundreds of therapeutic targets have been nominated through genetic and multi-omic studies, but effective prioritization remains a major bottleneck.

METHODS: We applied an integrative screening framework to assess 29 candidate targets from risk-enriched biological domains. Using disease-relevant murine BV2 microglial cell lines with stable Psen2 knockdown, we performed small interfering RNA-mediated perturbations followed by cellular phenotypic assays and quantitative proteomics.

RESULTS: Twenty-five candidate targets significantly altered at least one phenotype, with stronger effects in Psen2 knockdown cells. Integrated proteomic analyses identified several perturbations that reversed AD-associated molecular patterns. Five targets-Ap2a2, Pdhb, …
