This chapter examines which levels of government handle various aspects of drought, as well as interactions between levels of government, providing examples from states across the western United States. It also takes a look at aspects of drought that fall outside traditional lines of authority and disciplinary boundaries. As part of a discussion on how states support local drought response, the chapter details and contrasts how California and Colorado track public water supply restrictions, and describes Colorado’s process for incorporating input from river basins across the state into its water plan. The 2016 Inventory for Accomack County was generated using on-screen, digitizing techniques in ArcGIS® - ArcMap v10.2.2 while viewing conditions observed in Bing high resolution oblique imagery, Google Earth, and 2013 imagery from the Virginia Base Mapping Program (VBMP). Four GIS shapefiles are developed. The first describes land use and bank conditions (AccomackCo_lubc_2016). The second portrays the presence of beaches (AccomackCo_beaches_2016). The third reports shoreline structures that are described as arcs or lines (e.g. riprap) (AccomackCo_sstru_2016). Peatlands have a unique biogeochemical function, characterized by an imbalance between the rates of biomass accumulation and decomposition. These characteristics facilitate the ability of peatlands to support the sequestration of nutrients and carbon. In disturbed peatlands, these functions are compromised. Thus, reclamation targets amongst other key functions, the recovery of biogeochemical functioning. These functions could serve as a measure of recovery to conditions that are present in natural analogues. This thesis examines the recovery of microbially-mediated nutrient transformation processes in a fen peatland that was constructed on a post-mining landscape in the Athabasca oil sands region, Fort McMurray, Alberta. The sustainability reporting efforts of MNCs who are members of the Fortune Global 250 (FG250) was investigated. The focus was on sustainability reporting by MNCs of supply chain impacts. The reporting of FG250 MNCs was examined to determine if greenwashing was occurring or whether MNCs had committed to operating a green supply chain. A mixed methodology was used consisting of quantitative analysis of twenty-five MNC CSR/sustainability reports which were randomly selected from the FG250 listing. The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain high quality water and encourage or execute activities to improve poor water quality. Monitoring is done on nearly 17,000 miles of flowing rivers and streams, more than 134,000 acres of surface water in lakes and reservoirs, as well as the vast storage of groundwater in Nebraska’s aquifers.

The aim of this study was to validate and apply a lake model for predicting the susceptibility of small inland lakes in Michigan to changes in thermal regime and increased cyanobacteria growth as a result of future climate conditions. The Freshwater Lake Model was selected, tested for sensitivity to various inputs, and validated through comparison to observed conditions. The sensitivity analysis showed that the lake model was most sensitive to solar radiation, air temperature, and air humidity. Comparison of predicted climate data with observed conditions revealed highly variable climate model error. The lake model validation was conducted using 10 lakes …

Marine species with planktonic larvae often have high spatial and temporal variation in recruitment that leads to subsequent variation in the ecology of benthic adults. Using a combination of published and unpublished data, we compared the population structure of the salt marsh snail, Littoraria irrorata, between the South Atlantic Bight and the Gulf Coast of the United States to infer geographic differences in recruitment and to test the hypothesis that the Deepwater Horizon oil spill led to widespread recruitment failure of L. irrorata in Louisiana in 2010. Tates Creek (Madison County, Kentucky) is characterized by an oversupply of nutrients and fecal microbe contamination. Its watershed is dominated by pastureland and immature woodlands with scattered settlements served by septic systems, whereas, 5% of the watershed drains urban areas of Richmond, Kentucky. Creek waters are eutrophic and commonly display levels of Escherichia coli deemed unfit for human contact by United States Environmental Protection Agency standards. Both point and non-point sources existed for stream contaminants. A secondary sewage treatment plant (STP) discharged effluent into the creek until mid-2011 and was a point source for nitrate and phosphate. Pastureland likely contributes …

Avian community metrics often differ between areas with no human disturbance and areas with high levels of human disturbance. However, the relationships between avian community metrics and smaller-scale disturbances are not as clear. Our goal was to investigate if avian abundance, richness, evenness, and diversity differed in areas with and without small-scale human developments. Coastal indigenous communities in Keta, Ghana, are experiencing resettlement as a result of slow-onset, climate-induced flooding and erosion. Previous researchers have documented the risk of relocation from rapid-onset events, but little is known about the effectiveness of policies developed in response to slow-onset changes. This phenomenological study investigated the ongoing lived experiences of adult household members in Keta who were relocated by the government. Jun's critical theory provided a constructionist interpretive framework to determine whether Ghana's national policy on climate change resettlement adequately meets Rawls's criteria for distributive social justice. During summer 2016 the VIMS Green Team completed an inventory of greenhouse gas (GHG) emissions from the Virginia Institute of Marine Science (VIMS) Gloucester Point campus during FY2015. GHG emissions were estimated using the Campus Carbon Calculator maintained by the Sustainability Institute at the University of New Hampshire, and compared to a previous GHG audit from FY2010.

In order to effectively adapt to climate change, public officials and other stakeholders need to rapidly enhance their understanding of local risks and ability to collaboratively and adaptively respond. We argue that science-based role-play simulation exercises, a type of ‘serious game’ involving face-to-face mock decision-making, have considerable potential as education and engagement tools for enhancing readiness to adapt. Prior research suggests role-play simulations and other serious games can foster public learning and encourage collective action in public policy-making contexts.
