Wetland restorations in the United States, including those sponsored by the federal Wetlands Reserve Program (WRP), are driven by the prospect of regaining critical ecosystem services lost during centuries of wetland destruction. Yet, service provision is contingent on the recovery of basic wetland functions, such as carbon (C) storage, which is especially tentative (and unverified) in WRP projects in west-central New York (WCNY), USA because those involve installing isolated wetlands on sites directly degraded by agricultural conversion. Human activity such as surface mining can have substantial impacts on the natural environment. Performing a Cumulative Hydrologic Impact Assessment (CHIA) of such impacts on surface water systems requires knowing the location and extent of these impacted streams. The Jurisdictional Determination (JD) of a stream’s protected status under the Clean Water Act (CWA) involves locating and classifying streams according to their flow regime: ephemeral, intermittent, or perennial. Volunteers in communities throughout Massachusetts turn out in large numbers each September and October for COASTSWEEP, the statewide coastal cleanup program sponsored by the Massachusetts Office of Coastal Zone Management (CZM) and coordinated by the Urban Harbors Institute (UHI) University of Massachusetts Boston. COASTSWEEP is part of the International Coastal Cleanup (ICC) organized by Ocean Conservancy in Washington, DC. The Furnace Brook watershed in Marshfield, Massachusetts supplies a coastal community of 25,132 residents with nearly 45% of its town water supply (Marshfield 2012a). As in many other coastal communities, development pressure in Marshfield has increased in recent years, creating a growing demand for freshwater extraction. It has been observed, however, that portions of the stream and Furnace Pond disappear entirely at certain times of year, generally between June and August, depending on the rate of groundwater extraction.
