Ukraine’S Not-So-Whole-Of-Society At War: Force Generation In Modern Developed Societies, Ilmari Käihkö, Jan Willem Honig

This article argues that Ukraine offers a cautionary tale regarding the two main modern models of force generation. Neither the professional high-tech war model, favored by Western militaries, nor the whole-of-society war approach, said to have saved Ukraine in 2014 and 2022, proved successful formulas for Ukraine. Considering that Ukraine is fighting for survival, with Russian forces inside the country, the failure of both models in action has serious implications for NATO member states as they deliberate their choices regarding future force generation.

Despite decades of work on interoperability, NATO Allies cannot measure, assess, and build upon it fully and accurately. The lack of agreed formats or standards for collection, management, and the communication of findings have prevented the Allies from developing common interoperability measurement and assessment tools. Nonetheless, NATO could adopt extant standards, methodologies, processes, or tools to achieve its interoperability objectives. Testing this notion through use cases, the authors identify practical and conceptual hurdles to adopting an off-the-shelf solution. Background: The maritime industry, vital for global trade, faces escalating cyber threats in 2025. Critical port infrastructures are increasingly vulnerable due to rapid digitalization and the integration of IT and operational technology (OT) systems. Methods: Using 112 incidents from the Maritime Cyber Attack Database (MCAD, 2020-2025), we developed a novel quantitative risk assessment model based on a Threat-Vulnerability-Impact (T-V-I) framework, calibrated with MITRE ATT&CK techniques and validated against historical incidents. This study examines the impact of social media on the polarization of opinions regarding the Israel-Hamas war, particularly among U.S. college students. Following the outbreak of the war in October 2023, social media platforms such as Facebook, Instagram, X, and TikTok have facilitated the spread of highly partisan narratives, fueling ideological divides. The study highlights how social media contributes to the increase in antisemitic and Islamophobic sentiments, exacerbating societal tensions. Research on the motivations behind mass shootings remains inconclusive as these events often lack a singular or explicit cause. The motivations of mass shooters are complex, shaped by the interplay of psychological, social, and ideological factors. While some attacks are clearly driven by extremist beliefs, others appear to stem from less defined forces such as depravity or sadistic intent. Clashes among drug cartels over territory and trafficking routes have caused insecurity and violence in parts of Mexico for decades, especially along the U.S. border. When Filipe Calderón became president in 2006, he declared a "war on drug traffickers" and deployed thousands of federal troops to combat the cartels. This thesis examines whether cyber warfare now poses a more immediate threat to U.S. national security than weapons of mass destruction (WMD). Cyber operations have become a dominant instrument of contemporary conflict, with malicious actors operating in a persistent “grey zone” that blurs traditional boundaries between war and peace. These operations target military and civilian entities, both directly and often as collateral damage due to the uncontrollable nature of cyber threats. The static nature of traditional military symbology, such as MIL-STD-2525D, hinders effective real-time threat detection and response in modern cybersecurity operations. This research introduces the Dynamic Adaptive Symbol System (DASS), a novel framework enhancing cyber situational awareness in military and enterprise environments. The DASS addresses static symbology limitations by employing a modular Python 3.10 architecture that uses machine learning-driven threat detection to dynamically adapt symbol visualization based on threat severity and context. Empirical testing assessed the DASS against a MIL-STD-2525D baseline using active cybersecurity professionals. Radicalization is a formidable challenge to the security of several nations. While radicalization continues to grow, empirical evidence on its determinants remains scant. Drawing on the surge in radicalization in Pakistan, this study jointly tests a set of salient micro, macro, and meso factors to identify the influential determinants of radicalization. This is accomplished using survey data collected in the Khyber Pakhtunkhwa province of Pakistan. This article analyzes U.S. foreign policy in the African Sahel with respect to security engagement and the emerging trilemma of democratic decline, rising violent extremism, and expanded Chinese and Russian influence. Post-9/11 security policy in the region can be historically divided into two eras of engagement: an indirect approach pursued prior to 2012, and a direct, interventionist strategy that has been carried out since 2012. The threat posed by the Democratic People’s Republic of Korea is a neglected and under prioritized problem across the US government, requiring a dramatic change of approach. Most proposals for Goldwater-Nichols reform focus on geography, either increasing or decreasing the number of geographic commands. Based on our personal experience as Joint military planners at strategic-level headquarters, we argue that the change needs to go further, focusing on global national security problems instead of geography. This article’s analysis and conclusions will provoke conversation across the national security enterprise about how the United States competes with multiple global threats.
