Self-organized mound-like micro/nanoscale structures are reported for the first time on silver using a dual-pulse femtosecond laser surface processing technique. The dual-pulse laser processing technique reported in this paper uses femtosecond laser pulse pairs with a controlled temporal delay between the leading and trailing pulses. Using dual pulses at higher fluence values, mound-like micro/nanostructures have been created on silver samples for the first time. Formation of the self-organized microstructures is shown to be dependent on the time delay between the leading and trailing pulses. In Foreign Intervention in Africa after the Cold War—interdisciplinary in approach and intended for nonspecialists—Elizabeth Schmidt provides a new framework for thinking about foreign political and military intervention in Africa, its purposes, and its consequences. She focuses on the quarter century following the Cold War (1991–2017), when neighboring states and subregional, regional, and global organizations and networks joined extracontinental powers in support of diverse forces in the war-making and peace-building processes. During this period, two rationales were used to justify intervention: a response to instability, with the corollary of responsibility to protect, and the war on terror.

The extremist Islamic sect Boko Haram is now feared for its ability to mount both low-scale and audacious attacks in Nigeria. This study attempts a consensual explanation of the defects of Nigerian federalism to facilitate the emergence of Boko Haram terrorism. The study is descriptive and data was obtained from secondary sources. It was found that the insurgence is a manifestation of frustration on account of the national political, religious and economic systems.
