Food insecurity has been a persistent element in the history of the United States. Efforts to address the problem - and the larger issue of poverty - have been wide-ranging, but the debate about how best to respond to hunger has often centered on the relative roles of government and charity. Often that debate has led to hybrid solutions that combine government sponsored welfare such as food stamps and community-based food relief programs such as food banks. Today, segregation is a term rarely used or heard in public discourse, as it has been illegal in the U.S for the past 50 years. However, despite its illegalization, scholars and sociologists have noted that patterns of segregation are still a prominent feature of many U.S counties, cities and suburbs. California, the eighth largest economy in the world, has nearly one million residents that lack daily access to clean drinking water, yet it recently became the first state in the US to declare water a human right through the passage of 2013 Assembly Bill 685. The majority of water quality violations take place in the rural San Joaquin Valley in unincorporated, low-income communities, which have difficulties accessing clean, drinking water due to issues including quality, affordability, and physical availability. Limited studies rooted in Oregon exist to assist practitioners, policy makers, and scholars in understanding food insecurity and access among recent immigrants and refugees. Creating public housing space in Barcelona requires rethinking how its historic properties might maintain their cultural and structural vitality while serving critical social and economic needs. Drawing on programs from the United States, Europe, and China, I suggest two strategies that Catalan officials might use to effectively leverage Barcelona's historic properties to reduce its public housing deficit.
