This report provides the results from a survey and personal interviews that were conducted with MaineCare members who use long term services and supports -- specifically those who are on the Elder and Adults with Disabilities Waiver and those using Private Duty Nursing (PDN) Services. People who are eligible for these services generally need nursing care and assistance with a combination of activities of daily living (e.g. eating, toileting, mobility, transfer) and instrumental activities of daily living (e.g. meal preparation, grocery shopping, housework). People on the Waiver are medically eligible to be in a nursing home. The purpose of the …

The Elder Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

Consensus is lacking on specific and policy-relevant measures of neighborhood attributes that may affect health outcomes. To address this limitation, we created small standardized geographic units measuring the transit, commercial, and park area access, intersection, and population density for the Portland, Oregon metropolitan area. Cluster analysis was used to identify six unique urban forms: central city, city periphery, suburb, urban fringe with poor commercial access, urban fringe with pool park access, and satellite city. The urban form information was linkable to the detailed physical activity, health, and socio-demographic data of 2,005 older women without the use of administrative boundaries. Evaluation …

The link between child welfare and juvenile justice is well established, with over forty years of research that focuses on the increased risk of delinquency associated with child maltreatment. However, with over 700,000 children in the United States being victims of abuse and/or neglect in 2010 (DHHS, 2011), it is important to continue investigating this connection. As the U.S. population ages, the availability of workers with a basic understanding of aging and health-related services has not kept pace. This is true in traditional health care organizations such as hospitals and primary care clinics as well as in long-term care settings and senior housing, including subsidized housing, the focus of this report. Nearly 1.8 million older persons receive some form of publicly-subsidized rental assistance. Some subsidized housing providers, including those that operate buildings designated for older persons, are developing new systems of service delivery that would either coordinate or provide health screenings, physical activity programs, nutrition programs, …

This report builds on the Communities of Color in Multnomah County: An Unsettling Profile publication in 2010, that provided a comprehensive and comparative study of the inequities facing communities of color, immigrants and refugees. The findings, backed up by accurate and extensive data, are indeed unsettling, highlighting the persistent and in some cases growing disparities facing our communities. We see this as a wake-up call for public officials and policy-makers, and an opportunity for increased partnership and collective action for the advancement of racial equity.

This article starts from the premise that poverty is a growing problem in the United States. Intergenerational poverty, the entrenchment of a class of very poor people, is a major sub set of that problem and is tied very closely to the issue of race. The author claims that missing in the fight by the poor and their allies against stratified poverty is the creation and utilization of power. This paper examines the disparate ways in which commentators have defined power. On July 4^th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. In 2010, Mapping Food Insecurity’s Project Director (PD) participated in “The Campaign to Promote Food Security in Cumberland County, Maine.” The Campaign drew together a 60 member coalition to address rapidly increasing food insecurity challenges in the county. It produced a report with a series of recommendations grouped under six strategic community goals. One of the recommendations called for the use of ‘mapping and connectivity software to determine location of vulnerable populations and services in order to plan best future delivery and use of food access services in Cumberland County

The Food Stamp Program (FSP) remains one of the most widely used of all U.S. social "safety net" programs. While a substantial body of research has developed around the primary goals of the program- improving food access, nutrition, and health among lowincome families-less attention has been paid to the broader goals of hardship and poverty reduction. Using 38 years of data from the Panel Study of Income Dynamics, we examine several immediate and longer-term economic outcomes of early adult FSP participation for a sample of3,848 young mothers. If Not Welfare, Then What?: How Single Mothers Finance College Post-Welfare Reform, Kristin Wilson

The article follows previous work on TANF and AFDC by asking if not welfare, then what social programs and financial aid programs are low-income women using to support their college attendance, and what is the impact of these programs on the college-going decisions of low-income women? The study is based on case studies of 10 low-income women attending a community college. Results indicated that EITC, food stamps, and subsidized housing are stable sources of funding. However, each of these programs requires diferent application processes and compliance regulations. Only the Pell Grant was viewed as a dependable source of funding for …

Shanghai was a leader in nation-wide social assistance reform. It has established an extensive and complex social assistance system. This paper offers a general overview of different major assistance programs in Shanghai and uses a recent survey ofMinimum Living Standard Guarantee System (MLSGS) recipients in urban Shanghai to briefly examine the performance of social assistance. It finds that on the program construction and administration level, Shanghai's social assistance is advanced. However, due to high living costs and relatively low values of social assistance, social assistance plays a limited role in relieving the distress of recipients. The paper analyzes the main …

This report describes the results of a case study and developmental evaluation of Lane Transit District's innovative project to develop an integrated functional assessment for transportation services, referred to here simply as the Transportation Assessment Project (TAP).

The TAP is unique in that it is a collaborative effort between a public transit agency and local human service agencies to blend traditionally separate assessments for eligibility for transportation services. Specifically, in the TAP, Lane Transit District subcontracts with human services agencies to conduct personalized in-home assessments with individuals with special transportation needs and who are requesting paratransit rides. The purpose of this environmental scan was to discover what professional development is offered through the Cooperative Extension System to early childhood or school age providers across the nation. A secondary focus was to assess the availability of professional development opportunities offered through the Cooperative Extension System for providers who serve children (birth–12) from military families, both on and off installation. Through this process, the strengths of Extension were highlighted and existing resources that could be replicated for use in other states were identified.
