When justice-involved youth are supervised by local agencies and placed with locally operated programs rather than being sent away to state facilities, they are better able to maintain community ties. They stay connected with their families, and they are more likely to remain in local schools. Policy reforms that localize the justice system are often called “realignment.” New York’s “Close to Home” (or C2H) initiative is a prominent example of youth justice realignment. This paper presents many of the factors that contribute to family instability; identifies the gaps in programs meant to serve low-income families; documents the role of federal and state rental subsidy programs; and demonstrates the interconnected roles of rental assistance, childcare, and employment assistance in increasing family incomes. The coalition of agencies undertook both quantitative and qualitative research for this paper. The coalition held focus groups with numerous stakeholders across the Commonwealth—families who have experienced or are at risk of homelessness, service providers, and public employees. This article is a response to Mark Pfeifers Cambodian, Hmong, Lao and Vietnamese Americans in the 2005 American Community Survey and elaborates on the utility of the American Community Survey (ACS) for studying immigrant groups in the United States of America, and also compares the ACS to the U.S. Census. Neither the Census nor ACS questionnaire is structured to capture the language and literacy skills of immigrant communities in as far as these surveys only collect information about respondents oral language abilities, with a focus on English fluency. This paper introduces a new feminist approach and framework to policy analysis. As an integration of intersectionality, Black feminist thought and endarkened feminist epistemology, enmarginalized feminist policy analysis (EFPA) offers an intersectional and flexible scope in a framework to assess policy for a diversity of populations, focusing on groups who are forced to live marginal and oppressed lives. Discussion is provided on existing approaches and frameworks in addition to an overview of the theoretical underpinnings of EFPA. The current report will discuss an impact assessment of the AVR project. The impact assessment was made possible via the administration of the Pre & Post-Impact Assessments (PIA) survey. For UNMAS, 2014 was the year of transparency, accountability and compliance. UNMAS proved itself to be an efficient, respected and trusted service provider for impacted communities, humanitarian responders, affected states and the United Nations system.

This year, a Monitoring and Evaluation (M&E) Mechanism, established to measure progress of the Strategy of the United Nations on Mine Action 2013-2018 and to reinforce the United Nations impact in mine action, was launched across all UNMAS programmes.

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals?
