The University of Dayton Human Rights Center invites proposals from scholars, practitioners, policymakers, and advocates on a broad array of human rights topics. The Center welcomes both theoretical and applied research proposals that capture important trends in human rights scholarship and research. We encourage the submission of individual papers, complete panels, roundtables, workshops, and practitioner presentations, as well as interdisciplinary and scholar-practitioner collaborations.

The purpose of this project is to develop and evaluate tools to assist Housing Choice Voucher (HCV) program participants in the Portland, OR, metro region with considering transportation needs and options when making decisions about where to live. The project consists of two elements: development of a set of tools in collaboration with the four metro-area housing authorities, and an evaluation of the effectiveness of the tools. The four housing authorities conceptualized and initiated this project, and then selected our team to fully design and complete it. In this chapter, we describe a lesson plan that uses social media (specifically Twitter) to empower students with the ability to critically analyze, reflect, and actively engage with community-based research content. The lesson plan is rooted in feminist pedagogy—a teaching/learning that actively engages with the material being studied by embracing social media as a viable platform for scholarship.

Agnew’s (1992; 2006) general strain theory (GST) has become one of the foremost theories to explain crime in contemporary criminology. While it has undergone several empirical tests over the years, there remain many understudied aspects of the theory. The current study addresses some of these aspects by longitudinally exploring the relationship between multiple types of strain and drug and non-drug crime among a sample of African American women.

Caring In Transition: Home Care Workers’ Experiences Of Care Relationships In Shanghai, China, Liu Hong

This dissertation reports a qualitative study of 23 care workers in the home care program for older people in Shanghai, China. Using grounded theory methodology, a model was developed to account for care workers’ experiences of relationships with older clients. Care workers were found to resist the image of care work as demeaning labour performed by lowly migrant workers and re-construct care as valuable work for those in need accomplished by a caring self. Despite recent drops in rates, juvenile incarceration remains a serious issue in the United States (Hockenberry, 2013; Mendel, 2011). One shared part of the incarceration experience across different systems and facility types is the obligation for juvenile offenders to receive correctional education. Ample research demonstrates that increased academic achievement, attending community school, and being employed are connected to better community outcomes and desistance, yet little is known about how school experiences in the facility influences these outcomes. This study implemented a social media based content analysis to examine the subjective experiences and the current public perceptions of sexism in STEM fields. Participants included men and women who a) identified as either in STEM or not identified as in STEM and b) commented through Facebook on HuffPost Women articles about women in STEM. The analysis indicated that sexism remains an issue for women in STEM careers. Women in STEM identified several gender-based challenges that they have experienced; some participants discussed how they handled those challenges. As the debate intensifies regarding developing remedies to meet the needs of America’s homeless, one solution is for governmental agencies to collaborate with and employ organizations from the nonprofit sector to assist with the needs of the homeless population. Included in the nonprofit sector, faith-based organizations (FBOs) have historically been a source of debate and contention in terms of collaborations with the government. Value Discretion In A People-Changing Environment: Taking The Long View, Stephanie Baker Collins

This article explores the normative value judgements (called value discretion) made by Ontario Works income assistance case managers in their people-changing roles. The focus of case management under welfare reform has moved from determining eligibility for income assistance—people processing, to moving recipients from assistance to employment—people changing. The article outlines case managers’ pursuit of “the long view” in working with recipients over time moving from assessment to crisis work to meeting workfare requirements. In taking the long view case managers expose a basic contradiction in welfare reform that people changing does not result in the shortest route to a job.

This essay focuses on ways in which the governments of Bhutan and the United Kingdom are measuring subjective well-being as well as on how other governments including Norway, Spain, China, Canada, and New Zealand, are exploring the development of subjective well-being indicators. Compliance of human rights norms requires the application of pressure from a multitude of directions and levels. It takes individual advocacy, micro-system/organizational/community-level pressure, and macro-level pressure from other nation-states and international organizations and governance bodies. This MA study focuses on the mechanisms employed by the United Nations to monitor the compliance of signatory nation-states to the standards established in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), with particular focus on Canada. The social cost of carbon (SCC) is a monetary measure of the harms from carbon emission. Specifically, it is the reduction in current consumption that produces a loss in social welfare equivalent to that caused by the emission of a ton of CO2. The standard approach is to calculate the SCC using a discounted-utilitarian social welfare function (SWF)—one that simply adds up the well-being numbers (utilities) of individuals, as discounted by a weighting factor that decreases with time. The discounted-utilitarian SWF has been criticized both for ignoring the distribution of well-being, and for including an arbitrary preference for earlier generations. …

Unsettling: The Flawed Us Refugee System, Kanyakrit Vongkiatkajorn

The US has had a long commitment to resettling refugees, and currently funds one of the largest third-country resettlement programs through UNHCR in the world. However, an examination of US's refugee resettlement program shows that the program often does not live up to its promises, and has long ignored systemic issues. This report takes a specific look at the experience of newly-resettled Syrian refugees, and includes memos by the author that was submitted for a larger group project.

White Faces In A Black Movement: Why Their Voices Matter, Chauncey L. Alcorn

This story follows the lives of two white activists in New York's Black Lives Matter movement. It examines the largely ignored impact white activists have had on the BLM movement and also explores the history of white activists in the abolitionist and Civil Rights movements. The climax details a highly-publicized spat between rival Black Lives Matter organizations that happened during a Dec. 4 protest to commemorate the one-year anniversary of Officer Daniel Pantaleo's non-indictment in Garner's death. Advocacy In Action: A Framework For Implementation Of The American Counselors Association Advocacy Competencies On A Local Level, Jeffrey M. Lown

Despite calls from within the professional field and external forces, counselors have faced ongoing challenges in their efforts to be effective advocates for their clients and themselves. A review of the literature reveals that throughout the history of the profession, prominent figures have called on counselors to assume advocacy roles, and that some initiatives have been successful in fostering lasting change. However, as counselors and their clients’ needs continue to evolve, so too must strategies to address these needs be reevaluated and new initiatives put into place.
