15th Meeting Of The States Parties To The Anti-Personnel Mine Ban Treaty (2016), Apmbc

The 15th Meeting of States Parties to the AP Mine Ban Convention is a formal, diplomatic meeting of the 162 States which have accepted the Convention. They include most of the States that at one time used, stockpiled, produced or transferred AP mines and the vast majority of States that are or have been affected by AP mines. Several States that are not party to the Convention are expected to attend as Observers.

The 15MSP is a springboard to further action and an opportunity to reemphasize the commitment made by States Parties in the Maputo Declaration to implement the Convention …

Illicit trade in tobacco is a substantial and growing problem in the U.S., causing loss of tax revenue, damage to public health, and threats to public safety. Decisions about enforcement against ITTP involve tradeoffs among competing objectives. Good policy design can improve the terms of those tradeoffs but cannot eliminate them. We examine questions about the allocation of enforcement resources against ITTP, and its distribution across activities, individuals, and organizations: in particular, whether and how to differentially target ITTP that involves violence or support for terrorism. The Economic Efficacy Of Reintegration Assistance For Former Child Soldiers, Jonathan B. Kaufmann

There is no consensus among scholars on the efficacy of reintegration assistance programs, including how their services affect reintegration outcomes. This research is the first statistical analysis of the economic impacts of reintegration assistance for former child soldiers. Several regression analyses were performed to determine the effect of reintegration assistance on earnings and social capital. The results indicate that no statistically significant relationship exists between reintegration assistance and earnings or social capital. Conversely, societal interventions such as increasing access to education and promoting traditional cleansing ceremonies were effective.

Northern Uganda is still recovering from over two decades of civil war between the Government of Uganda and the Lord Resistance Army (LRA). Prelingual hearing loss greatly restricts a child’s language development, hindering his or her behavioral, cognitive and social functioning. Although technology such as hearing aids and cochlear implants are an option for providing access to sound, they fail to teach the child how to listen or attend, how to process language (whether visual or spoken), or how to produce language and communicate. Home visiting is widely recognized as a cost-effective intervention service delivery model. Dignity: A Journal of Analysis of Exploitation and Violence

Through a close examination of Amnesty International’s (Amnesty) own arguments and sources, this paper demonstrates that Amnesty’s proposal to decriminalize prostitution or “sex work” will harm those it claims to help. It concludes that the best available evidence indicates that decriminalization of prostitution would: increase sex trafficking, leave prostituted women or “sex workers” more vulnerable to violence, and reduce access to healthcare, protection, and services. Prostituted women primarily enter the industry at a young age, often suffering from a history of sexual and physical abuse, coming from marginalized and vulnerable communities, and driven by emotional and economic desperation. This November 2016 report, based on pre-recession and post-recession earnings data from the American Community Survey, demonstrates that while women’s overall earnings are now higher than pre-recession levels, other key indicators demonstrate a growing wage gap for many women—especially minorities and low-wage workers.

Minority women in New England who are employed full-time, year-round earned 62 percent as much as white men, both before and after the recession. While the gap between minority women’s and white women’s earnings decreased in Maine, New Hampshire, and Rhode Island after the recession, it stayed the same in Massachusetts and widened in Connecticut and Vermont. …

INTRODUCTION: State Medicaid programs can cover tobacco cessation therapies for millions of low-income smokers in the United States, but use of this benefit is low and varies widely by state. This article assesses the effects of changes in Medicaid benefit policies, general tobacco policies, smoking norms, and public health programs on the use of cessation therapy among Medicaid smokers.

METHODS: We used longitudinal panel analysis, using 2-way fixed effects models, to examine the effects of changes in state policies and characteristics on state-level use of Medicaid tobacco cessation medications from 2010 through 2014.
