This Guide and provisional results of 2020 monitoring by Mine Action Review aim to support the measurable and accountable implementation of Article 5 of the 1997 Anti-Personnel Mine Ban Convention. They do so by focusing on the Oslo Action Plan, adopted at the Fourth Review Conference in November 2019, describing how the Action Plan addresses survey and clearance, and explaining how progress in implementing those commitments in the Action Plan will be assessed. A growing body of research suggests that sex offense registries, though popular with politicians and the public, are ineffective at reducing victimization. Registries only address the individual who perpetrates after victimization occurs in an effort to prevent recidivism. They do not address the other, broader reasons that victimization transpires; they do not prevent sexual violence, and they do not improve communities’ safety. Using the socioecological framework to design primary prevention practices accounts for the interplay between the individual, relationship, community, and societal factors that lead to perpetration and should be used in place of reactive measures that fail to effectively …

The Covid-19 pandemic has affected people’s lives in unprecedented ways. Concerns about social distancing have resulted in the cancellation of therapy and doctor’s appointments, leaving those with serious mental health issues without treatment. The need for social distancing amidst the pandemic has particularly affected children seeking treatment from Children’s Advocacy Centers (CACs), many of whom have witnessed or experienced abuse. In order to treat children who cannot physically go to a center, many CACs have begun using teletherapy, which is the use of interactive, synchronous technology to provide counseling services. First, this paper constructs the background on search warrants, including the legal precedent, policy environment, and stakeholders involved. Second, and most importantly, it will analyze the outcomes, impacts, and, particularly, the disproportionate minority impact of each section of Breonna’s Law. Lastly, this paper will contribute an informed assessment of the policy and further policy recommendations that can be taken into account to address the issue of violent confrontations and casualties, especially against people of color, during the execution of search warrants.

Delays in the release of police body-worn camera (BWC) video footage have amplified public concerns about police misconduct. People question law enforcement transparency when video from BWCs is not shared with the community in a timely manner. The qualitative case study explores the life experiences of the community and the victims’ family related to delays in the release of police BWC footage. Traffic safety has emerged as a primary issue for governments, policymakers, and researchers globally since the surge of automobiles. Outcomes of minimal adherence to traffic safety (road traffic accidents, injuries, and fatalities) are detrimental to the socio-economic growth of any country. Human factors, by far, provide efficient opportunities to improve traffic safety than environmental and engineering factors. This review examines promising new technologies and methodologies used for the delivery and monitoring of risk education interventions in response to three key challenges: risk education for improvised explosive devices, in urban complex environments, and in areas with limited to no accessibility. It highlights examples, good practices and emerging solutions in facing these challenges, both from within and outside the EORE sector, and builds on recent initiatives developed to adapt to the COVID-19 pandemic. In mid-March, Oregon leaders ordered unprecedented ‘stay home’ measures to slow the spread of the pandemic Covid-19 virus. The economic impact was immediate, with entire sectors of business in ‘shut down’ mode and others limiting their activity. These emergency orders, necessary for public health, had a dual impact for workers: many were quickly laid off from temporarily closed businesses, while others deemed essential were at risk of viral transmission. Balinese customary villages are at the center of the state’s strategy for mitigation of Covid-19. Relations between customary villages and the state predate colonial times. The historical dynamics have shown that the traditions and cultures of customary villages (desa mawacara) will always exist within the shadow of the state (negara mawatata). The symbolic narrative of desa mawacara, negara mawatata illustrates the governmentality that the state exercises over the villages. The number of older adults with intellectual and developmental disabilities (IDD) is growing and will continue to expand as the baby boom generation moves into older adulthood. This descriptive analysis provides information on the characteristics and outcomes of a subsample of individuals with IDD aged 55 and over in the 2018-2019 National Core Indicators In Person Survey. Selected findings are compared to characteristics of the general population as measured by the National Health Interview Survey (NHIS). Findings suggest the older adults with IDD are more isolated, have smaller social networks than their younger peers, and have less access to transportation …

This article describes the evolution and early expectations of university-based programs to serve people with disabilities. I describe the how the committee that President John F. Kennedy created to make recommendations about how to better serve people with mental retardation suggested university-based programs that would improve the science and provide training to professionals who work with this community. I describe the early legislation and program decisions that were made by stakeholders that created the first generation of University Affiliated Facilities and Programs to serve people with disabilities.

Throughout history, people with disabilities have often been treated differently. For hundreds of years, people with disabilities did not live with their families or in their communities. People with disabilities were often forced to live in institutions or workhouses. Institutions were not good places; they were dangerous, unclean, and isolated. When immediately entering the labor market post-high school graduation, Transitional Age Youth with Autism Spectrum Disorder (TAY-ASD) face significant barriers to employment compared to both their disabled and non-disabled peers. With employment outcomes characterized by low wages, short work hours, and social isolation, TAY-ASD from low income households with lower levels of functioning face the greatest hardship in seeking employment after high school graduation. Current vocational rehabilitation (VR) programs show inefficiency in servicing individuals with the greatest need for assistance due to lack of program monitoring and little emphasis for post-secondary education (PSE) attainment. This paper presents preliminary summary results from a longitudinal study of participants in seven U.S. states during the COVID-19 pandemic. In addition to standard socio-economic characteristics, we collect data on various economic preference parameters: time, risk, and social preferences, and risk perception biases. We pay special attention to predictors that are both important drivers of social distancing and are potentially malleable and susceptible to policy levers. We note three important findings: (1) demographic characteristics exert the largest influence on social distancing measures and mask-wearing, (2) we show that individual risk perception and cognitive biases exert a critical role in influencing …
