A combination of declining birthrates and increasing life expectancy in industrial countries has led to aging populations. In addition, more rapidly declining birth rates combined with only slowly increasing life spans has led to declining populations in some countries. These continuing demographic shifts are likely to be accompanied by economic, political and social changes. Roles of immigrants in rural centres is not well understood. Research is needed to define a welcoming community, yet Steinbach and Brandon, Mantioba serve as examples of welcoming immigrants. From interviews, immigrant priorities are housing and employment. Recent research described rural housing strategies and pathways for hiring immigrants. Rural policy implications are also noted.

Summary: Special tables from Statistics Canada microsimulation projections data 2006-2036 were used as data sources. The analysis found that the Non-Christian to Christian ratio will double between 2006 to 2031 (from 15 to 30 per 100) while the No religion to Religion ratio will remain stable at about 26 per100 by 2031. Non-Christian to Christian ratios will be equal or higher than 45 per 100 in cities such as Toronto, Abbotsford and Vancouver by 2031. GPM Support vehicle drove to the machine to handover the replacement fuze; the vehicle then reversed out back down the 'cleared lane' towards the 'safe area' and veered off this lane into an uncleared area (GPM skip area). The GPM Support vehicle had a mine-strike approximately 1m into the uncleared area. The vehicle was turned around 90º in a clockwise direction and resting approximately 2m away from the seat of the explosion.

The deminer was working in SML D which contains M14 AP mines, he indicated the location of the mine then used the light rake then excavated using the heavy rake, during the excavation for the mine using the heavy rake the deminer accidentally caused a pressure on the AP mine pressure plate which caused the detonation.

This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. While immediate policy objectives are met through the design of the CCSS, if viewed in a wider context of overall national policy objectives a range of negative side-effects are evident …

On 31 August 2007 the Netherlands Government (NG) decided to fund the Danish Demining Group (DDG) mine action activities in Somaliland, Sudan, and Afghanistan. The funding agreement runs from January 2008 to December 2011 and NG and DDG had preliminary discussions on the continuation of the project. The NG Decision of 31 August 2007 foresees an external evaluation initiated by the grant recipient.

The purpose of this evaluation is two-fold: (1) to evaluate progress towards objectives, thus contributing to improving the programme through documenting lessons learned and providing recommendations; and (2) to evaluate and inform NG and DDG on project …
