On August 24, 2022, President Joe Biden announced his plan for federal student loan forgiveness. The program allows individuals who make less than $125,000 a year and families under $250,000 relieve up to $10,000 of their loan debt. Those who fall under the Pell Grant program are able to relieve up to $20,000 of their debt. The reactions to this “revolutionary” program were mixed. Typically, those who the program would directly affect were very enthusiastic about this idea while those, most notably Republicans, were less than thrilled. This thesis explores the capacity of tourism to promote peacebuilding in post-conflict societies, specifically focusing on Northern Ireland. This study assesses the current state of conflict tourism in Northern Ireland by analyzing two tourist sites and considering variables that may impact peacebuilding in the greater Northern Ireland community. It measures the success of the Northern Ireland approach by comparing the effects of tourism in other post-conflict and conflict societies. The 2015 displacement of Syrian refugees into Scandinavian countries provoked a refugee integration policy adjustment that focused on workforce and higher education entry. It is a policy approach that requires attention on barriers to workforce entry to ensure effective policy implementation. This article provides insight into the larger, often overlooked barriers of Eurocentrism and historical biases on refugee labor integration and provides policy solutions to reduce their impact. We analyze the role played by the Supplemental Nutrition Assistance Program (SNAP) in alleviating or exacerbating inequality across racial and ethnic groups in food expenditures and in the resources needed to meet basic food needs (the “food resource gap”). To do this, we propose a simple framework that decomposes differences across groups in SNAP benefit transfer levels into three components: eligibility, participation, and generosity. This decomposition is then linked to differences in food expenditures and the food resource gap. Our results reveal that among the three components, differences in eligibility contribute the most to SNAP benefits differentials for Black and …

This fact sheet examines data from the Brookings Institution report, “Black Progress Index: Examining Social Factors That Influence Black Well-Being” authored by Andre Perry and Jonathan Rothwell in September 2022. The Black Progress Index (BPI) score is constructed using data and social factors that impact life expectancy for Black Americans. This fact sheet compares the BPI with the actual life expectancy of Black people in Mountain West metropolitan statistical areas (MSAs). This fact sheet also examines each of the 13 variables included in the original report to present the BPI in the Las Vegas-Henderson-Paradise, NV MSA.

Pursuing Antiracist Public Policy Education: An Example Connecting The Racist History Of Housing Policy To Contemporary Inequity, Craig W. Carpenter, Tyler Augst, Harmony Fierke-Gmazel, Bradley Neumann, Richard Wooten

We review the antiracism concept and contextualize it in Extension public policy education and the Extension system itself. Despite public policy education having a long history in Extension on a wide variety of issues, missing from this programming is the pursuit of antiracism. As a programmatic example, we review some historical causes of present-day housing inequities and an associated example approach for pursuing antiracism in housing policy education. Finally, we conclude by noting additional opportunities to pursue antiracism in Extension public policy education. In doing so, we emphasize that public policy education cannot be “nonracist” if it is not antiracist.

What Senior U.S. Leaders Say We Should Know About Cyber, Dr. Joseph H. Schafer

On April 6, 2023, the Atlantic Council’s Cyber Statecraft Initiative hosted a panel discussion on the new National Cybersecurity Strategy. The panel featured four senior officials from the Office of the National Cyber Director (ONCD), the Department of State (DoS), the Department of Justice (DoJ), and the Department of Homeland Security (DHS). The author attended and asked each official to identify the most important elements that policymakers and strategists must understand about cyber. This article highlights historical and recent struggles to express cyber policy, the responses from these officials, and the author’s ongoing research to improve national security cyber policy.

Dignity: A Journal of Analysis of Exploitation and Violence

The current study aims to better understand influences on men within the UK Christian community on their engagement with pornography and prostitution. The authors utilized the Carnes (2012) survey to examine the landscape of sexual knowledge and behaviours, and to identify symptoms, and the propensity towards, “out-of-control sexual behavior” among participants. Data from a survey sent to the Christian community through church networks and word of mouth was used for this study. Of the 491 men who participated, the majority (94%, 460) described their personal Christian faith as “strong.” Despite the Christian faith community's moral code of conduct, the survey …

COVID-19 and its mitigation through social distancing, masking, and preventative vaccination have impacted societies worldwide, leading to controversy regarding public health policy. This dissertation investigates the determinants of the vaccination behavior of 18-24-year-old college students in four-year public institutions in the United States, specifically concerning coronavirus. Of interest are reasons “why” or “why not” students would opt for or against the COVID-19 shot. Findings could aid in messaging public policy targeted toward a desired audience.
