Over the last decade, insurgent Authoritarian-Populist parties have made considerable inroads throughout much of Europe. Up until its 2016 In/Out referendum on continued membership of the European Union, the United Kingdom (UK) was also experiencing such a surge. This paper asserts that regardless of the costs and/or benefits of leaving, “delivering” on Brexit has allowed the UK to navigate today’s resurgent nationalism and Authoritarian Populism comparatively better than its continental counterparts. In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. There are also laws regarding the prohibited purchase and possession of firearms (Giffords Law Center, 2020). Yet, prohibited persons purchase and possess firearms regularly (Giffords Law Center, 2020). This happens because there are loopholes in the law (Brady United, 2020). This research intends to explain how law enforcement agencies in California have implemented operational procedures to comply with the CPRA pursuant to SB 1421 requirements. Because SB 1421 vastly expanded the CPRA, demand for law enforcement record requests has significantly increased in volume. Also, due to key components of SB 1421 which lack clarity in defining specific terminology, each law enforcement agency had to develop its own interpretation of how to implement requirements set forth by the statute. For an average of 36,000 children in Missouri, their environment includes an out-of-home child care program. Child care regulations are designed to protect the health and safety of children in child care. Using a constant comparative method, this study examined the extent to which the child care licensing regulations in Missouri align with the 13 Indicators of Quality Child Care published by the U.S. Department of Health and Human Services (DHHS). A civil war in El Salvador in the 1970s and 1980s created a need for the United States to accept refugees, but the U.S. Justice Department’s Immigration and Naturalization Service (INS) seldom granted petitions for political asylum by Salvadorans. In response, the Cambridge City Council in1985 passed a resolution that gave sanctuary to Salvadoran and other refugees. This helped facilitate Salvadoran migration to Massachusetts. Now after several decades, the Salvadoran population mostly resides in several cities and towns in the Greater Boston area, and over 40% of their population is native born. In the United States, there has been a consistent under-enrollment of Black American men who have enrolled and graduated from four-year colleges and universities. The result of this lack of educational attainment is problematic, as it can be seen in lower employment rates, higher under-employment rates, higher rates of incarceration, poorer health, and even a lower quality life. Institutional leaders and policymakers have struggled to find solutions for increasing the participation of Black American men with largely mixed results. This study examines the impact of the School Sector Reform Plan (SSRP), a national education reform in Nepal, on primary and secondary education. The study uses mixed-methods to analyze indicators of educational outcomes and identify the underlying environmental, organizational, and individual factors that affect reform implementation.

The first phase of the study is a quantitative analysis of annual, district-level data on 75 districts for 10 years, from 2006 to 2016 using regression models to predict dropout and promotion rates. Liberal peacebuilding is at the center of a critical debate amongst scholars and practitioners due to the horrific consequence of conflict relapse or escalation in the wake of failed international interventions. Despite international efforts to promote durable peace, empirical research suggests that up to one half of all civil wars relapse into conflict within five years of negotiated settlement (Collier & Hoeffler, 2002; Suhrke & Samset, 2007). In 1999, Florida began grading schools on an A to F scale. These grades constituted part of the A+ package of policies advanced by Governor Bush’s administration. Schools then earned grades based on student standardized test scores. These changes followed a decade of increasing dismay over the trajectory of American education and preceded national moves towards test-based accountability for students and schools. While many researchers have investigated the effects of high-stakes testing on students, few have looked at the impacts of school-level accountability on non-test outcomes. According to United States law, international F-1 students are nonimmigrant aliens residing in the United States temporarily. Yet, they are more than just short-term visitors, as many of them live in the country for years while pursuing their postsecondary studies. Since international students are foreign citizens, their rights and freedoms are bound by the constraints of the country’s immigration policies. This study is concerned with work-related restrictions imposed on F-1 students by the U.S. government, positioning international students’ limited opportunities for employment as being in violation with their basic human right to economic and social development.

The purpose of this qualitative case study was to understand the preservation of Nevada’s higher education governance entity through the theoretical framework of punctuated equilibrium theory, which may provide useful information to Nevada’s state policymakers as they seek to address the state’s educated workforce needs via postsecondary governance reform. This study sought to explore the Nevada legislative policymaking process, why policy actors responded as they did and the context in which they responded by examining the life cycle of three unique higher education governance reform bills. This Fact Sheet presents projections of demographic change in Nevada’s political party coalitions using data provided in the report “States of Change: How Demographic Change is Transforming the Republican and Democratic Political Parties.” Using the composition of the two parties’ electorate in the 2016 presidential election as a baseline, researchers explore age, race, and education characteristics of voters in 14 U.S. swing states to predict the demographic makeup of voting groups in future elections. This Fact Sheet makes comparisons to other swing states, but focuses primarily on Nevada data.
