This paper evaluates U.S. social and criminal justice policies in the context of intimate partner violence (IPV) against lower-income Black women in the U.S. Theories from the literature on IPV and gender-based violence (GBV) at-large, as well as the literature on inequity, are utilized to examine how entrenched racist, sexist, and classist ideas influence policymaking. It is argued that this process has resulted in policies that reinforce the higher rates of IPV against lower-income Black women as compared to their upper-income white peers. Abstract

Obesity has reached nearly 40% of the adult public in the United States, costing the citizen taxpayer over $200 billion annually in healthcare costs. Those suffering from obesity deal with multiple physical and mental repercussions. Through a content analysis of four Centers for Disease Control (CDC) documents and guided by the conceptual framework of the social ecological model, this research explores the federal approach to preventing obesity. The analysis finds that CDC solutions to obesity involve connecting people to each other and healthier choices, an orientation toward local public administration, and an emphasis on environmental and infrastructure improvements. Anyone with even a remote interest in criminal justice was stunned by the “soft on crime” Republican Party advertisement at Super Bowl LIV in 2020, especially during a presidential election year. The United States of America has pursued an unrelenting, merciless “tough on crime” approach for half a century, resulting in it being the world’s largest incarcerator by a massive margin. It was an unshakable political ideology that “tough on crime” was a vote winner. The lack of gender equity in the public sector is a critical issue, especially for emergency services. We explore the gendered nature of firefighting and policing at both professional and organizational levels. We assess gender equity by asking the following questions: (1) How have understandings of gender in emergency services evolved over time? The United States’ federal government funds homeless services provided at the local level through the McKinney-Vento Act, encouraging collaboration among providers. This dissertation studies three aspects of homelessness: merging of local planning bodies, identification of homeless students, and the relationship between experiencing homelessness in high school and long-term educational outcomes.

The first chapter studies the effect of merging Continuums of Care (CoCs), local planning bodies for homeless services. The domestic security dilemma is a recurring problem whereby counterterrorism programs are continuously in a state of flux as demands for increased civil liberties and national security compete, as demonstrated by the USA PATRIOT Act of 2001 and USA FREEDOM Act of 2015. The National Security Agency bulk metadata collection program (NSA Surveillance Program) was created to identify terrorists and prevent terrorist attacks, but the USA FREEDOM Act prohibited the program in 2015. Police officers across the nation face a significant issue as it relates to work-induced stress and depressive symptoms. Specifically, the problem is the lack of preventative mental health services available to officers. This study aims to explore the perceived presence of work-induced stress and depressive symptoms in patrol officers employed by the Field Police Department (Pseudonym; FPD). This thesis investigates the unique interactions between pregnancy, substance involvement, and race as they relate to the War on Drugs and the hyper-incarceration of women. Using ordinary least square regression analyses and data from the Bureau of Justice Statistics’ 2016 Survey of Prison Inmates, I examine if (and how) pregnancy status, drug use, race, and their interactions influence two length of incarceration outcomes: sentence length and amount of time spent in jail between arrest and imprisonment. The results collectively indicate that pregnancy decreases length of incarceration outcomes for those offenders who are not substance-involved but not evenhandedly -- benefitting white …
