Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

This paper applies public policy concepts such as agenda setting, resource allocation, lobbying, and campaign rhetoric to the field of homeland security. The analysis examines the allocation of resources among the U.S. federal government’s five broad homeland security priorities during the fiscal years of 2012-2017. An overemphasis on border security has led to a disproportionate allocation of resources among these various priorities. The uneven distribution is the summation of electoral ambitions, campaign contributions, and corporate lobbying. The U.S. has incorporated environmental policies into its all free trade agreements since it negotiated the North American Free Trade Agreement (NAFTA) in the early 1990s. The inclusion of environmental policies represented a major shift in trade policy but the environmental policies have not drastically changed in subsequent trade agreements over the past 25 years despite the continued involvement of environmental constituencies and policymakers. The punctuated equilibrium model provides the analytical framework for understanding the factors that gave rise to the drastic policy shift under NAFTA as well as the subsequent policy stasis, in order to inform future policymaking efforts. …

The last 8 years have seen a dramatic increase in the flow of Central American apprehensions by the U.S. Border Patrol. Explanations for this surge in apprehensions have been split between two leading hypotheses. Most academic scholars, immigrant advocates, progressive media outlets, and human rights organizations identify poverty and violence (the Poverty and Violence Hypothesis) in Central America as the primary triggers responsible. Events surrounding the COVID pandemic draw into question the progressive commitment to cooperative federalism. This is evidenced by their espousing the virtues of the tenth amendment, “states rights,” and ample use of the expression the “laboratories of democracy.” These references signal a possible move toward a view of federalism that champions state innovation and initiative irrespective of direction from Washington. Social Security, the United States’ largest federal entitlement program, provides old-age and disability protection to over 64 million Americans. However, rigorous evaluations indicate that the program will reach insolvency by 2035. This means that there are projected cash-flow shortfalls through which tax revenue alone will soon be insufficient in covering the annual program cost. Researchers suggest that the exhaustion of the Social Security trust funds is explained by (a) demographic shifts that depress the worker-to-beneficiary ratio and (b) financing imbalances caused by program deficits. The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

Small-Family Mindset: An Analysis Of The Impact Of China's Family Planning Policies On Family Culture, Sarah Ansley Croft

This thesis examines the impact of China’s family planning policies on women’s attitudes towards family culture and the implications on China today. The family planning policies began in the 1970s as an emergency measure intended to create a short-term voluntary small-family culture by decreasing fertility rates. My research, comprised primarily of primary and secondary qualitative sources, discusses the development and implementation of the policies, the economic reforms beginning in the 1980s, and their joint effects on fertility rates, sex ratio at birth, women’s liberation, and changes in family culture, particularly in rural areas. Wage Theft, Economic Conditions, And Market Power: The Case Of H-1b Workers, Peter Norlander, Jed Devaro

This study explores what determines employers’ violations of the wage contracts of workers on H-1B temporary work visas, which occur when firms pay those workers below the promised prevailing or “market” wage. A theoretical framework is proposed that predicts more violations during economic downturns, fewer violations when firms have more labor-market power, and more violations by subcontractor firms. Empirical analysis is based on a firm-level matched dataset of wage and hour violations and the firms that sponsor H-1Bs. Higher labor market power, measured by the Herfindahl-Hirschman Index, is associated with fewer violations. Higher unemployment rates and subcontractor firms are associated …

The purpose of this dissertation is to gain a deeper understanding of water elites’ perceptions of water security in the MENA region. It is not meant to generalize the findings.
