The Safe Parking Pilot Program was a crisis response to the recent increase in vehicular homelessness in a Northern Californian city. The city identified issues of unsheltered individuals due to the increase housing cost and unaffordable housing. The city partnered with faith-based organizations to provide safe locations for individuals sheltering in vehicles. The current research aimed to evaluate benchmarks and metrics to measure the safe parking pilot program. Service providers are organizations that aim to meet the personal and environmental needs of survivors by providing resources and guidance. However, the efficacy of services offered to survivors has not been robustly studied, which could leave unsuccessful survivor outcomes unnoticed. The purpose of this case study was to learn how service provider employees prepared to meet survivors’ needs. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. The Louisiana Department of Children and Family Services, Child Welfare Division (CWD), in partnership with the Quality Improvement Center for Workforce Development (QIC-WD) conducted a needs assessment of their child welfare system. The needs assessment indicated high caseloads and administrative tasks were barriers to caseworkers’ ability to support families, engage clients, determine root causes of maltreatment, and implement timely services. Furthermore, surveys conducted with caseworkers revealed that they perceived their jobs as highly complex - requiring a wide range of tasks, a variety of specialized skills, and a high degree of information processing. Workplace incivility refers to “low-intensity deviant behavior with ambiguous intent to harm the target, in violation of workplace norms for mutual respect. Uncivil behaviors are characteristically rude and discourteous, displaying a lack of regard for others” (Anderson & Pearson, 1999, p. 457). Though there is some conceptual and empirical overlap between incivility and ostracism, bullying, and abusive supervision, incivility is considered distinct (Yao et al., 2021). COVID-19 exacerbated existing problems with housing affordability in the United States, particularly for Black and Hispanic renters. To curb these financial hardships, Congress created the Emergency Rental Assistance (ERA) program, but ERA rollout has been slow and inconsistent. This brief describes geographic differences in ERA spending across the U.S. and encourages states and localities to adopt policies that increase program eligibility and streamline fund disbursement.

Sanctions busting refers to instances where third-party states increase their material support for states targeted by economic sanctions by increasing trade as well as foreign aid and investment, which, in turn, minimize the economic costs that sanctions imposed on target states. This concept privileges the sender and contributes to the “sender bias” inherent in the literature on economic sanctions. My dissertation instead argues that the terms sanctions opportunism may better reflect the nature of the processes at work when third-party states engage in sanctions busting either for commercial profit or as a “black knight” (or a combination of them both). …
