The purpose of this fact sheet is to summarize legislative actions from the biennial 79th, 80th, and 81st Nevada Legislative Sessions (2017, 2019, and 2021) regarding solar energy production and state efforts to reach 50 percent energy production from renewable sources by 2030. By 2050, Nevada has a statutorily mandated obligation to be a net-zero carbon producer in fulfilling energy production needs from large scale utility services.

To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. Although the public policy literature has traditionally focused on public sector agencies’ roles in the policy implementation process, private sector managers who oversee regulatory mandates for their organizations are also policy actors. These actors operate between multiple conflicting field-level institutional logics that create demands that they must reconcile through their work. In the banking sector, the Community Reinvestment Act (CRA), enacted in 1977, and its associated policies are monitored by the banking regulatory agencies and implemented by the senior managers responsible for these mandates at regulated financial institutions. Despite decades of concerted efforts to prevent their spread, chlamydia andgonorrhea remain two of the most prevalent sexually transmitted infections in the United States (U.S.) — exacting a high toll in terms of human health and healthcare expenditure. Though easily cured with antibiotics, both infections may lead to damaging secondary health conditions – known as sequelae – if untreated, including infertility among females. However, treating diagnosed individuals (known as “index patients”) is not enough—it is critical to also care for their recent sex partners as well, lest they reinfect the treated patient. The expansion of coyotes (Canis latrans) into urban and suburban areas where human concentration is high has led to human-coyote conflicts often leading to increased management actions against coyotes. Recently in Los Angeles and Cook Counties, municipalities have developed coyote management plans to foster human-wildlife coexistence in an effort to reduce conflict, an emerging concept that promotes the cohabitation of humans and animals in shared landscapes. We survey formulations of the conditional mode estimator for technical inefficiency in parametric stochastic frontier models with normal errors and introduce new formulations for models with Laplace errors. We prove the conditional mode estimator converges pointwise to the true inefficiency value as the noise variance goes to zero. We also prove that the conditional mode estimator in the normal-exponential model achieves near-minimax optimality. Our minimax theorem implies that the worst-case risk occurs when many firms are nearly efficient, and the conditional mode estimator minimizes estimation risk in this case by estimating these small inefficiency firms as efficient. Background: Adding additional bicycle and pedestrian paths to an area can lead to improved health outcomes for residents over time. However, quantitatively determining which areas benefit more from bicycle and pedestrian paths, how many miles of bicycle and pedestrian paths are needed, and the health outcomes that may be most improved remain open questions.

This study establishes and explores the concept of diffusion return. This study utilizes a qualitative case study of the city of New Orleans and their regulation of short-term rentals to establish and explore diffusion return. A network map is constructed of cities that diffused short-term rental regulation information with New Orleans. Information movements are sketched with the network map, and the resulting patterns illustrate how diffused information travels both inward and outward across jurisdictions. In the United States, low-income, underserved rural and urban settings experience poor access to healthy, affordable food. Introducing new food outlets in these locations has shown mixed results for improving healthy food consumption. The Healthy Community Stores Case Study Project (HCSCSP) explored an alternative strategy: supporting mission-driven, locally owned, healthy community food stores to improve healthy food access.
