The limited access to public secondary education in rural regions of Haiti has impacted children who want to pursue their education beyond the primary level. The purpose of this generic qualitative study was to explore the perceptions of informed Haitian educators and other educators who were knowledgeable about the lack of access to public secondary education in rural Haiti, specifically through the framework of polarities of democracy theory. There was a gap in fire station response times in a Pennsylvania township. Although there were two fire stations located in the township, one area was contractually serviced by a nearby borough. Stations are staffed by volunteers, which creates problems with coverage and timely responses. The “nine-minute-90%-of-the-time” National Fire Protection Association standard was not always achieved.
