This document is a component of a research project funded by the New York State Health Foundation from January 2022 to May 2023. The overall project goal was to better understand how we design and sustain resilient local food systems in New York from the perspective of elected officials. The project used three different data collection methods, interviews, a survey and spatial analysis. This document reports on the interview component of the project.

From January 2020 to March 2021, the U.S. Government implemented five laws to marshal the federal response to the December 2019 outbreak of the Coronavirus. For context, past federal emergency policies include the New Deal $1T, World War II $4T, Hurricane Katrina $120B, AIDS $100B, $2.4T Iraq War, $90B Ukraine War, $44B Climate Change, Covid Vaccines $30B and, the largest emergency spending allocation in U.S. history, Covid-19 $4.1T. This research examines how information and communications technology (ICT) has bolstered coastal resilience efforts across multiple sectors in coastal areas. Coastal vulnerability can be considered a wicked problem in society. Wicked problems are hard to define and solve and have broad social, economic, and environmental impacts. When dealing with wicked problems, planners have no right to be wrong since the outcomes can be detrimental and far-reaching. A closer look at coastal areas like those in coastal Virginia and the Caribbean highlights the constant need for policy and strategy toward feasible resilience solutions. Introduction: This dissertation presents a comprehensive study that employs a combined formative and translational research design, alongside a mixed methods approach, to identify and develop strategies for operationalizing and implementing a National Board of Health and Wellness Coaching (NBHWC) certification program within the nonprofit organization Living Your Truth Empowered (LYTE). The research involves evidence-based strategies identification, analysis, and strategic planning to enhance the program's launch and effectiveness, with a particular focus on serving the diverse breast cancer community.

Most U.S. states have applied permanent restrictions on incarcerated individuals in custody for crimes more serious than misdemeanors. After the time is served and limitations are removed, the right to vote may not be restored to previously incarcerated individuals. The purpose of this basic qualitative study was to explore what nonprofit social service employees perceive to be barriers or facilitators to voter registration among previously incarcerated individuals. The social acceptance model provided the theoretical framework to support the study. AbstractAfrican American males placed in special education programs their entire time in high school often experience stigmatizing feelings of lack of self-worth and self-esteem as adults. The purpose of this qualitative case study was to explore and better understand the influence special education programs may have on African American males’ self-esteem and self-worth. Becker’s and Lemert’s labeling theory and Baumgartner and Jones’s and Gould and Eldredge’s punctuated equilibrium theory guided this study. Health-related quality of life (HRQoL) is a theoretical concept that intertwines physical, mental, emotional, and social functioning, with a focus on the impact that health status has on quality of life. Although sociodemographic factors are associated with lower HRQoL, how these factors influence HRQoL in military veterans is less understood. The study’s purpose was to examine the relationships between sociodemographic characteristics (gender, military pay grade, military branch, and geographic location) and perceived HRQoL measured by the SF-8 survey among veterans living in a metropolitan community in the Mid-Atlantic region of the United States. The COVID-19 pandemic proved how well-governed countries could climb out of the initial waves of infection while others struggled or failed to provide substantial efforts to curb the disease. Administrative burdens are the psychological, compliance, and learning costs experienced by individuals interacting with public entities that may shape and reshape their relationship to citizenship and/or access to benefits and rights. It has long been hypothesized that third-party entities, designated as navigators, could be leveraged to mitigate the impact of administrative burden costs on citizens. For effective delivery of service, easing administrative burden costs in application processes may increase applicant likelihood of successfully navigating the bureaucratic process towards a desired end.

This study examines possible correlations between city code enforcement strategies and crime rates. Specifically, it asks: Is the work performed daily by city code enforcement departments, a Broken Windows Theory policing strategy?

To understand these possible connections, this study selected 30 medium-sized California cities, identified common elements of their code enforcement operations believed to be representative of how robust or active their programs were. Data was collected using both open-source, internet-based documents (such as budget documents and strategic plans) and from a survey sent directly to code enforcement staff.
