In 2019, the U.S. Congress passed the Global Fragility Act with bipartisan support. (GFA). The act aimed to reform U.S. foreign aid and development, focusing on stabilization initiatives that proactively address the root causes of conflict before they escalate into full-blown violence. Despite the significant implications of the GFA for both domestic and international foreign policy, extant research examining the novel legislation remains limited and disjointed in its examination. Holding Ground In The Cerulean Tide: Minority Party Legislators' Strategies For Advancing Climate Policies In Landslide States, Sukjae Lee

This dissertation addresses a key puzzle: Why do states sometimes adopt nationally polarized policies, such as climate change legislation, even when doing so does not align with strict partisan interests? The analysis focuses on “landslide states,” where a single party overwhelmingly dominates, and the minority party cannot realistically expect to gain a majority. In these environments, reduced partisan conflict allows minority party legislators to break from traditional partisan paths. As a result, I argue that electoral motivations drive them to signal moderation by advancing liberal policy agendas or incorporating provisions that minimize backlash from their core constituents in landslide states. …

This article argues that Ukraine offers a cautionary tale regarding the two main modern models of force generation. Neither the professional high-tech war model, favored by Western militaries, nor the whole-of-society war approach, said to have saved Ukraine in 2014 and 2022, proved successful formulas for Ukraine. Considering that Ukraine is fighting for survival, with Russian forces inside the country, the failure of both models in action has serious implications for NATO member states as they deliberate their choices regarding future force generation.

Despite decades of work on interoperability, NATO Allies cannot measure, assess, and build upon it fully and accurately. The lack of agreed formats or standards for collection, management, and the communication of findings have prevented the Allies from developing common interoperability measurement and assessment tools. Nonetheless, NATO could adopt extant standards, methodologies, processes, or tools to achieve its interoperability objectives. Testing this notion through use cases, the authors identify practical and conceptual hurdles to adopting an off-the-shelf solution. Mal-information is a fairly recent addition to federal policy and the lexicon of political communication with implications for understanding censorship and secrecy during the COVID-19 pandemic. This paper reviews documents authored by IGOs, NGOs, and the US government that mark the evolution of mal-information as true information intended to cause harm. This practice brief outlines model practice strategies for building and sustaining critical support services for kinship caregivers during the COVID-19 pandemic and beyond. While the long-term impacts of COVID-19 were still unfolding, research increasingly showed the profound effect the pandemic had on family well-being worldwide. There is widespread consensus amongst scholars that sanctions—the deliberate withdrawal of customary trade and financial relations—do not work. Despite this perception, states are deploying sanctions at an increasing rate. This Article explains this paradox by arguing the predominant notion of sanctions’ utility employed by scholars is unduly constrained, narrowly focusing on the ability of such measures to modify the behavior of sanctioned parties while disregarding the alternative benefits this instrument can deliver. This paper examines the influence of realist theory on U.S. foreign policy from 1776 to 2025. Through a temporal analysis of policy across three international power systems – multipolarity, bipolarity, and unipolarity – this paper determines that U.S. foreign policymakers follow realist prescriptions for state behavior given their perception of the United States’ status within the international balance of power system. As a result, the U.S. foreign policy has become rooted in realist assumptions and constrained to realism-prescribed behavior, which will ultimately lead to hegemonic decline. This paper calls for the reexamination of realist influences on foreign policy decision-making.

Applying the framework of Johannes Gerschewski in The Three Pillars of Stability: Legitimation, Repression and Co-Optation in Autocratic Regimes, this paper looks to explain how military rulers who presided over the three periods of military rule in Pakistan consolidated and maintained their power, as well as the effects that these periods of rule had on Pakistani society. This thesis traces the history of psychedelic science in the United States and its implications for policymaking. In the postwar period, psychedelic researchers were enabled by a unique convergence of optimism in medical science and structural flexibility. But their hope blinded them to the deeper tensions of their field. As institutions grew increasingly rigid and risk-averse, the space for psychedelics began to close. Some scientists responded by fortifying the walls around them, developing socially and professionally acceptable research methods. Others tried to escape these walls entirely. Problem: The shift from a focus on rehabilitation to the more punitive, “tough on crime” approach to illegal behavior in the U.S. has been enacted in no small way by policies connected to the use and abuse of drugs. The disparities between crack and powder cocaine—two chemically similar substances—have headlined this shift (Vagins and McCurdy 2006). However, research is scarce on laypeople’s approval of deterrence approaches for drug offenses, including as a function of types (e.g., powder vs. cocaine possession).
