The social movement known as Movimento dos Trabalhadores Rurais Sem Terra (MST) was founded in 1984 with the intent of agrarian reform in a newly democratic Brazil. The movement arrived in Northeastern Brazil in the late 1980s and successfully organized a group of landless workers in the interior of Ceará on May 25, 1989 to create the first settlement the state had seen. The citizens of Assentamento 25 de Maio, as the settlement was later named, have undergone a unique social transition from circumstances closely resembling forced servitude and latifúndio to liberation. In recent decades, legislators and administrators have created innovative policies to reduce the demand for expensive state confinement and to supervise as many young offenders as possible in their own communities. This report reviews the history and development of these strategies and portrays their methods as following one of three models: resolution, reinvestment, and realignment.

One aspect of America's health care system that illustrates the great need for health care reform, but receives little attention, is prenatal care. The United States has the second worst newborn mortality rate in the developed world. Adequate prenatal care results in healthier babies, more full-term babies delivered, and a decrease in other serious problems related to pregnancy and health care costs. This paper evaluates the outcome of independent living (IL) services provided to clients with Spinal Cord Injuries (SCI) by a local non-profit organization, Rebuilding All Goals Efficiently (RAGE). Agency services are directed at increasing client self-sufficiency, self-advocacy, and maintenance of least restrictive living environment. Secondary data provided by RAGE for 22 SCI clients who received services in FY10 was used in the evaluation. Outcomes were measured for living arrangement at case closure, impact of services on client’s life, and cost effectiveness of services provided. Descriptive statistical analysis of the data revealed successful outcomes for all 22 SCI clients. All clients …

The Southern Nevada Regional Planning Coalition (SNRPC) is charged with the issuance of grants and funding to groups who provide and run mentoring programs in Southern Nevada (which is primarily composed of Clark County.) The SNRPC desires to streamline and regiment this process, as currently it is operated with minimal oversight and regulation. We designed a survey to ascertain what mentoring groups in Clark County consider to be central to mentoring; both within and without their own programs. In the 1970s, the world began moving towards free market policies. Open borders, lower taxes, and market-based economies became more prominent as centrally planned governments declined in both number and significance. In order to participate in European trade and to enhance its global position, France also moved towards decentralization. French socialists became less concerned with centralized government, yet continued to preserve their strong national desire to protect French citizens. France experienced substantial growth in its employment costs during the 1980s. By the early 1990s, France introduced labor contracts that better defined the duration of employment. [Excerpt]”Many scholars have observed that the Constitution of the United States can be understood as an example of what Cass Sunstein calls an “incompletely theorized agreement.” The Constitution contains a number of extremely general terms, such as “liberty,” “necessary and proper,” and “due process.” The Framers of the Constitution, it is suggested, did not attempt to specify precisely how each of these principles would operate in every case. On this view, the Constitution is incompletely theorized in the sense of representing “a comfortable and even emphatic agreement on a general principle, accompanied by sharp disagreement about particular cases.” For example, …

It was determined by the research team that the first step to improving participation would be to observe the functional telework policy, compare and contrast it with the Department of the Interior standards, and offer recommendations to generate data necessary to develop an updated telework policy by management. Various authors have analyzed the work of state legislatures during the regular session; however, there is a noticeable void in the study of the functionality of the legislative process during the interim session. The interim session refers to the time span between regular legislative sessions, which varies in duration dependent on the state. It should not be deducted that the lack of research devoted to the interim session evaluation is because the legislative workload is dormant during this period. Politicians often make decisions that lead to contradictory outcomes from situations with seemingly similar circumstances and related factors. Recent examples include the U.S. reaction to the uprising in Iran contrasted with the call for the ousting of president Hosni Mubarak after the 18 Day Revolution in Egypt.

This frustrating reality, frequently based on perceived risks of publication of state secrets, has various far-reaching effects. Two effects of this reality include the loss of trust in government and government officials to do the right thing as well as the frequency of market fluctuations.

Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.
