The concept of trauma is controversial in literature. While one may be able to come up with ways to describe trauma in fiction, representing historical trauma is a hard task for writers. Some argue that trauma can not be described through those who did not experience it, while others claim that, provided some elements are added, one can represent trauma to the reader. This thesis focuses on twentieth-century historical traumas related to a nuclear catastrophe and explores the different literary and testimonial responses to the catastrophic man-made event of Hiroshima (1945). This Capstone interrogates the teleology of neoliberal community development – does investment in historically disinvested working-class urban neighborhoods inevitably lead to gentrification? Learning from the Better Neighborhoods, Same Neighbors Initiative (BNSN) in Deep East Oakland as a case study, the Capstone uses a Transformative Justice (TJ) framework to make the case for an ethical approach to community development: one in which working-class urban residents are the authors and architects of their own neighborhood’s future, community needs are centered, and long-term residents are able to continue to age-in place. This paper analyzes COVID-19 stimulus checks in a variety of public policy frameworks. Punctuated equilibrium theory is useful in explaining the development and implementation of this policy action. Narrative policy framework provides context for how the stimulus checks were perceived by the public and how that perception influences future policy. The stimulus check policy is also analyzed from the perspective of both a rationalist and critical policy analyst. These three policy frameworks interact with one another to create a feedback loop that informs future crisis policy.

In an evolving and expanding biothreat landscape caused by emerging biotechnologies, increases in global infectious disease outbreaks, and geopolitical instability, the Department of Defense now faces challenges that alter its traditional approach to biothreats and prompt the need for modernized, improved preparedness for—and response to—potential biothreat scenarios. These challenges further complicate specific weaknesses revealed by the COVID-19 pandemic, including the Department’s inability to sustain the military mission while meeting intragovernmental expectations to assist with civilian public health resources and services.

Scholars have been using the wrong card games to analyze Carl von Clausewitz’s analogies in On War, which has led to errors in understanding his ideas. This article identifies the games Clausewitz discusses, allowing for a more accurate interpretation of his original meaning for the study of war. Since Clausewitz’s ideas underpin strategy development within service education systems, it is critical his ideas are fully understood in context.

This changing nature of the Chinese government’s ideology leads one to believe that its core beliefs are not dogmatic, despite the foundation for their ideology being rooted in specific societal and economic theories. Starting with Mao Zedong to modern day, the Chinese government officials will continue to support the original tenets (and, no doubt, future presidents’ additions to the tenets). Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions. Specifically, this research looked to ascertain if there is a measurable Xi Effect in recipient states. During the Qing dynasty, the Chinese Government appointed officials based on a man’s education and how he passed the imperial examinations. Chen Hongmou stands out among the many officials chosen during the eighteenth century.

Born October 10 1696 in Lingui, Guangxi, China, Chen spent his career as an official for several provinces. Based on his own experiences, Chen wrote texts on leadership and the duties of officials. He not only wrote to promote a system of good governance, he did so while espousing progressive ideals.

In contemporary military operations, some problems are so complex they do not give way to linear solutions but require problem management instead. Combining the fundamentals of Dao De Jing philosophy with the US military design process offers a new perspective to analyze complex security problems, devise management strategies, and plan military operations. Applying this new approach to the complex security environment in Syria allows for a nonlinear mapping of long-term goals and a new perspective on relationships between key actors, environmental factors that restrict changes in the security environment, and where planners should focus their attention.

There are varying perspectives on, and divergent solutions to, the phenomena of income inequality and poverty. There seems to be polarizing views on both of these sensitive topics. One side of the argument believes income inequality should in itself be mitigated through redistribution measures, while the other argues that this should not be the focus of policy makers, as it deters them from facing the more pressing issue facing society – which is absolute poverty.
