Local Measures: The Need For Neighborhood-Level Data In Youth Violence Prevention Initiatives, Jeffrey A. Butts, Alana M. Henniger

In an attempt to assist local jurisdictions with violence prevention, the U.S. Department of Justice and other federal agencies launched the National Forum on Youth Violence Prevention in 2010. More than a dozen cities participated in the National Forum, collaborating to increase the effectiveness of their local strategies for reducing youth violence. The Department of Justice asked John Jay College of Criminal Justice to monitor and assess the outcomes of the National Forum beginning in 2011. The study investigated the accomplishments and perceptions of the leadership networks in each city.

We declassified a version of this report for the public, consistent with our commitment to transparency while still protecting classified sources and methods. China, the largest carbon dioxide emitter in the world, has faced environmental pressures both internationally and domestically over the last ten years. In early 2011, the Chinese government approved a carbon emissions trading program in seven cities and provinces, and started planning a national emissions trading framework. This thesis reviews these pilot programs and examines the issues that underlie them. Drawing lessons from the U.S. Acid Rain Program, the European Union’s ETS, and California’s CAT, the three largest emissions trading frameworks in the world, I find that: (1) lack of trades in China’s pilot programs is a consequence of permit …

In response to the growing risk to communities from climate change impacts, Professor Cerra at the Cornell University School of Landscape Architecture developed the Climate Adaptive Design (CAD) program. CAD is being implemented as a partnership between the Hudson River Estuary Program (Estuary Program) and Cornell that utilizes participatory design and visualization to engage communities about planning for future climate impacts. In eastern Mexico, the Mexican and German governments are collaborating to connect fragmented landscapes and Natural Protected Areas (NPAs) over five states across a Madrean Pine-Oak biodiversity hotspot through the implementation of the Ecological Corridor of the Sierra Madre Oriental (CESMO). International development organizations are increasingly attempting to improve the resilience of the communities they serve through their projects in these communities. However, these projects often fail to address key concepts from the resilience theory literature, calling into question their ability to effectively promote resilience. This thesis attempts to locate these gaps in understanding by analyzing proposal documents from projects intending to promote agricultural resilience to climate change. These relationships take many forms; LFUCG employs grants, tax incentives for businesses, and contracts with other organizations. Unlike some of its peers, though, LFUCG does not have a strategic plan in place to drive decision-making processes and sharpen its focus on outcomes. This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. The Changeworks Committee of the Groundworks Collaborative was created in 2014 to implement advocacy that would build public support for long-term policy changes addressing the root causes of homelessness in Windham County Vermont. This research focused on the work of this committee, and posed the question: How does reframing homelessness as a systemic issue instead of an individual issue impact the public perception of the problem in Windham County, Vermont? The Economic Impact Of City-County Consolidations: A Synthetic Control Approach, Joshua Hall, Josh Matti, Yang Zhou

Although more rapid development is a primary motivation behind city-county consolidations, few empirical studies explore the impact of consolidation on economic development. No studies look at government consolidation in the United States using modern causal inference methods. We use the synthetic control method (SCM) to examine the long-term impact of city-county consolidations on per capita income, population, and employment. The results from the three cases explored indicate that consolidation does not guarantee development and actually can have negative effects. Additionally, consolidation can deepen the urban-rural divide by accelerating the decline of rural populations relative to those of urban areas. The …

With GDP growth for the 2016 fiscal year reported at 6.7%, it appears that the Chinese economy has departed from the three-decade period in which GDP growth averaged plus-10%. While both academic journals and media outlets have accredited this slowdown to a variety of factors, existing research has failed to conflate the economic and political factors into a comprehensive explanation. Extended Producer Responsibility (EPR) recognizes the producer’s distinct potential to consider and drive change in waste management. The “social welfare function” (SWF) is a powerful tool that originates in theoretical welfare economics and has wide application in economic scholarship, for example in optimal tax theory and environmental economics. This Article provides a comprehensive introduction to the SWF framework. It then shows how the SWF framework can be used as the basis for regulatory policy analysis, and why it improves upon cost-benefit analysis (CBA).

Two types of SWFs are especially plausible: the utilitarian SWF, which sums individual well-being numbers, and the prioritarian SWF, which gives extra weight to the well-being of the worse off. Either one of these …

South Korea has implemented strong land use regulations controlling the growth of the capitol region (Seoul, and around areas) in order to encourage balanced regional development between the capitol area and the non-capitol area. However, there are ongoing debates about the relationship between the regulatory policies and the balanced regional development.
