Statistical evidence suggests Army battalion commanders are significant determinants of the retention of their lieutenants—especially high-potential lieutenants. Further, this so-called Battalion Commander Effect should be included in brigadier general promotion board assessments and used to inform officer professional military education curricula.

The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

Transitioning the Energy Sector from fossil fuels to renewable energy is perhaps the biggest opportunity to sustainably mitigate climate change. This paper presents a multi-tier holistic framework to score and visually represent the key features of sustainability that could influence the long-term success of the energy transition in different social, ecological, and economic contexts. The framework is applied in detail to Morocco and Italy. The complexity of the concept of sustainability calls for a tool that can help stakeholders locate and address priority areas. This report looks at quarter-specific comparisons of police reported shooting incidents across New York City. Shooting incidents increased between the first and second quarters of both 2020 and 2021. However, shooting incident increases slowed between quarters 1 (January-March) and 2 (April-June) in 2021, compared to the same quarters of 2020. Quarter-specific comparisons are one way to address seasonal fluctuations in gun violence.

Using the NYPD Complaint Data, this study compares the frequency of nine quality of life (QOL) misdemeanor complaints (n = 196,577) in New York City (NYC) before (n = 108,382) and after the 2019 NYS Bail Reform Act (n = 88,195), which eliminated cash bail for most misdemeanor crimes. The results show an overall decrease (18.6%) in nine QOL misdemeanor complaints in NYC after bail reform with a large effect (d = 1.317). The main limitation of this study is that it did not control for the impact of COVID-19 in 2020 on the criminal justice system’s shifting priorities. Another …

In 2016, the CareLink New Mexico behavioral health homes program began enrolling Medicaid recipients with the goal of increasing care coordination, improving access to services, and decreasing long-term costs of care for adults with serious mental illness (SMI) and children with severe emotional disturbance (SED). To evaluate these aims, a retrospective interrupted time series study using Medicaid claims data was designed. First, a comparable subset of non-enrolled individuals was selected from the pool of Medicaid recipients with SMI or SED using propensity score matching. The primary goal of this planning grant is to increase MaineCare providers’ capacity to deliver Substance Use Disorder (SUD) treatment and recovery services for Medicaid beneficiaries. In collaboration with Maine DHHS, the Cutler Institute conducted a series of virtual focus groups in Maine as part of a needs assessment for the SUPPORT for ME initative. Contemporary research in the policy sciences places effectiveness as the central goal of policy design. This emphasis permeates both micro-level design considerations for specific policy calibrations, as well as more meso-level policy tool and tool mixes. Effective instrument design, therefore, augments the task of looking at individual tools to considering them as tool ‘compounds’, that comprise of substantive and procedural means interacting through the process of designing tools and subsequent tool calibrations.
