Decriminalizing Drugs: A Comparative Study Of Oregon In An International Context, Fox Millsaps

Oregon made history in 2020 when voters joined together to approve ballot measure 110, the Drug Addiction Treatment and Recovery Act, which decriminalized personal amounts of all illicit substances. This was done in a bid to begin treating the ongoing drug crisis as a public health issue as opposed to a criminal justice issue. While Oregon may be the first in the nation to make such a move, they are not the first government to experiment with decriminalizing 'hard drugs.' Given the high rates of overdoses in the Bayside area of Portland, Maine, as well as the shortage of providers and services to meet the complex medical and social determinant of health (SDOH) needs of individuals who are experiencing homlessness (IWAEH), with funds from the State of Maine, Greater Portland Health and Preble Street collaborated to implement the HOUSE Program. This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm.
