The best public managers know that conventional thinking won’t get them through tough times and that a recession is a rich opportunity to reinvent their organization and to lay the groundwork for future successes. Good times are when managers experience their greatest success. But bad times provide the greatest opportunities to rethink how the organization will persist through the inevitable up and down economic cycles so as to be successful in the future. The City of Las Vegas current volunteer management program is unable to provide effective administration of its volunteers. We will discuss what type of volunteer management program would work best for the City of Las Vegas? Volunteer management models were examined to determine what best practices can be adopted by the City of Las Vegas. Research shows a correlation between citizen engagement, volunteerism in the community, and a better quality of life for citizens in communities that have active volunteer programs. The economic indicators for the state of Nevada indicate a bleak financial future. The foreclosure rate of the Las Vegas Valley is five times the national average and the highest rate in the country (Hoak, 2010). Sales tax revenues continue spiraling down and fell by 6.6 percent in December 2009 from December 2008 (Garcia, 2010). State politicians face an estimated budget deficit of $3.5 billion. Current Federal, State, and local San Francisco housing policy advocates mixed-income housing as a positive approach to creating living environments for low-income families. Strategies for creating mixed-income housing environments include large-scale public housing re-development efforts, inclusionary housing policies, and the use of discretionary funding for mixed-income development projects. Researchers agree that there is not yet enough evidence to support that mixed-income strategies are achieving positive results and have noted that the expected outcomes for mixed-income strategies are founded upon a number of assumptions. The purpose of the study was to evaluate the continuous improvement process of the Tennessee Center for Performance Excellence (TNCP). Results of surveys conducted annually by the TNCPE from postapplicants provided data from the state award applicants. Their responses offered indicators of satisfaction among different industry sectors (education, government, healthcare, manufacturing, nonprofit, and service) with the TNCPE services (criteria booklet, feedback report, site visit policy, TNCPE staff, and team of examiners). The survey data were obtained from the TNCPE office in Nashville, Tennessee in which award applicants were provided a series of survey questions. These questions involved the overall award …

BACKGROUND AND OBJECTIVES: The State Children's Health Insurance Program (SCHIP) has improved insurance coverage rates. However, children's enrollment status in SCHIP frequently changes, which can leave families with uncertainty about their children's coverage status. We examined whether insurance uncertainty was associated with unmet health care needs.

METHODS: We compared self-reported survey data from 2,681 low-income Oregon families to state administrative data and identified children with uncertain coverage. We conducted cross-sectional multivariate analyses using a series of logistic regression models to test the association between uncertain coverage and unmet health care needs. Rather than view the alleged proliferation of “czars” in recent presidential administrations as a threat to the constitutional order, we consider it part of an ongoing reorganization of the presidential branch designed to maximize leadership capacity as presidents continue to take more responsibility for policy development and implementation, a phenomenon driven as much by congressional abdication as presidential zeal for power. The real debate lies over whether the president can delegate his constitutional authority to those who work beneath him. We posit that presidents may choose to delegate within their own discretion, so long as it is within the limits …
