Eisenhower As Supreme Allied Commander: A Reappraisal, Richard D. Hooker Jr.

The US Army War College Quarterly: Parameters

This article argues that the historical assessment of Dwight D. Eisenhower as Supreme Allied Commander of the Allied Expeditionary Force in World War II lacks objectivity and balance. It identifies several strategic errors and missteps attributable to Eisenhower, which resulted in severe casualties and prolonged the war in Europe. The conclusions can help US military practitioners and policymakers assess the background and qualities required for successful theater command during wartime and senior commanders’ performances.

The review concludes by noting that the two books agree on the oversized role of the Pakistani military in India’s national politics, where most security and foreign policy decisions are directed toward Pakistan.

Civil wars upset the everyday routines and relationships of ordinary people. Though recent research into civil wars has significantly increased the degree of study into non-conflict activities of rebel groups, particularly in rebel governance, rebel groups have not yet been seen as ontological security providers, capable of developing and reinstating some form of normalcy for civilian populations. This monograph examines the role of satellites and counterspace systems in the Russia-Ukraine War’s high-technology warfare and the effects of satellite proliferation and commercialization on the conduct of the war. It also analyzes the restrictions under which space-based capabilities have been operating and the implications of these limits for future conflicts—a subject that has received little attention. This paper illustrates what can be revealed by a linguistic analysis of the discourse strategies deployed in a bilingual text acknowledging the dispossession of Indigenous peoples in Mindanao (Philippines). The analysis draws on systemic functional linguistics (SFL) descriptions of English, which model language as a resource for making meaning. It explores the choices involved from the perspective of critical discourse analysis (CDA), exposing language in the service of power, and positive discourse analysis (PDA), appreciating language as an instrument of social change. Despite the African Union’s campaign to silence the guns in Africa by 2020 (STGIA 2020), many African countries are suffering from wars and political instability, the primary causes of underdevelopment in Africa. This paper examines the roots causes of wars in Africa and provide a strategic governance to silence the guns beyond 2020. To accomplish this, we gathered data from 169 questionnaire responses administered across 25 African countries, to capture African people’s perceptions on the root causes of wars and whether employing strategic governance would help silence the guns in these countries. Abstract

This article analyses the regional variabilities of insecurity in Nigeria to propose a suitable approach to understanding their peculiarities. It argues that the dominant military interventions and one-size-fits-all approaches are inappropriate for resolving the country’s myriad security challenges. The Regional Security Complex Theory offers a theoretical basis to contextualise the complex security challenge in Nigeria. There is a need to unbundle the dynamics for each of the regions. The end of the Second World War established the Nuremberg trials and the Tokyo tribunal while the United Nations (UN) system established ad-hoc tribunals in the former Yugoslavia and Rwanda, and multilateralism facilitated the creation of the present-day International Criminal Court (ICC). These trials and tribunals established liberal approaches to transnational justice governance. Despite the dominance of a liberal universalist justice framework, non-liberal justice approaches have also emerged. This paper examines the escalation of military expenditures in Europe in response to the ongoing Russia-Ukraine conflict, through the lens of the security dilemma. The security dilemma, a fundamental concept in international relations, describes how the defensive actions of one state can provoke perceptions of threat among others, potentially leading to an arms race. Recent scrutiny from Congress on U.S. military aid to Ukraine, Israel, and Taiwan has stimulated among both scholars and practitioners an increased interest in the topic of security assistance. One book that neatly bridges the gap between these two communities is Paul J. Angelo’s From Peril to Partnership. In this comprehensive and detailed account, Angelo conducts a comparative historical analysis of two multibillion-dollar security assistance initiatives—Plan Colombia in Colombia from 2000 to 2011 and the Mérida Initiative in Mexico from 2007 to 2016—to assess the effects of security-sector reform in different domestic contexts.

He founded the Warlord Loop, an organization of defense and security thinkers that remains active today. In 1987, Collins captured five “truths” regarding special operations forces. In so doing, Collins helped define the principles and attributes of special operations forces, which had been misunderstood by the larger conventional military. With a credible threat gap between the United States and competitor states shrinking, strategic dialogues increasingly emphasize competition to gain relative superiority prior to armed conflict.1 To frame the term competition, Joint Doctrine Note (JDN) 1-19, Competition Continuum, states, “Rather than a world either at peace or at war, the competition continuum describes a world of enduring competition conducted through a mixture of cooperation, competition below armed conflict, and armed conflict.”2 The JDN 1-19 perspective suggests that a state’s policies and objectives vary by its temporal position in the competition continuum.
