The aim of this report is to outline the findings from exploitation work provided within the Falkland Islands demining programme during the third phase of clearance. The findings from this work were intended to assess the condition of the ordnance in order to: establish the general condition of the mines; indicate their ability to function; and to highlight significant change in their characteristics. Work was carried out by Colin King, technical director of Fenix Insight Ltd, from 19 – 22 March 2013.

This report responds to a request for advice on safe and efficient procedures for clearance of M16 bounding fragmentation type anti-personnel mines in a minefield in the Picton Islands.

Does culture matter in decision-making? Existing literature largely assumes that the cognitive processes that inform decision-making are universally applicable, while only very few studies indicate that cultural norms and values shape cognitive processes. Using a survey based quasi-experiment, I examine cross-country differences in cultural traits and decision-making processes among undergraduate students in the U.S. and Ghana. A comparison between the groups shows the constraining impact of culture at three levels: individual, societal, and situated. At an individual level, those who are more collectivist are more dependent in their decision-making. At a societal level, students from a collectivist society (Ghana) are …

The global mining industry is a site of contention and conflicts. While the term conflict stone generally refers to minerals that fund war activities, this paper understands conflicts in the broader sense: various forms of violence that perpetuate inequalities, impoverishment and suffering. This study looks at how the tanzanite trade network is organized and what can be done to change the uneven power dynamics maintained by the current political-economic system. For others, voting is not seen as an effective way to express political agency. This report is the outcome of a month-long study on the Peace Bridge in Derry~Londonderry. It is an investigation of the importance history plays in the peace process of Northern Ireland. The goal of this study was to assess the success of the Peace Bridge in helping the city to overcome an inherited historical memory. Data was obtained through formal interviews, surveys of users on the bridge, various forms of literature, and participant observation. Endemic land insecurity is a critical aspect of the negative peace presently felt by the Acoli sub-region in the wake of two decades of conflict,2 as well over two thousand instances of land disputes have been recorded in the region since the cessation of hostilities in 2006.3 This study examines the dynamics of land conflicts in Nwoya district, Northern Uganda. In the aftermath of the NATO intervention in Libya, the responsibility to protect (RtoP) doctrine has received considerable blowback. Various states, most notably some of the ‘BRICS’ states (Brazil, Russia, India, China, and South Africa), claimed that NATO exceeded its mandate given to it by United Nations Security Council (UNSC) Resolution 1973 (by allegedly focusing on regime change rather than on the protection of civilians), was inappropriate in its target selection, violated the arms embargo by transferring arms to rebels, and generally caused too much harm to civilians and civilian infrastructure.1 It was also suggested that the UK, US, and …

Cyprus has been a divided island for over 45 years despite numerous attempts at reconciliation on the societal level and ongoing negotiations on the diplomatic level. It was the aim of this study to examine the ways in which both civil societies and their leaders do or have worked together, if at all, to negotiate a political solution or reconciliation between the two communities. This work offers the U.S. military and national security structure a methodology to analyze tension within signed networks based on social balance theory, presents a process to partition a signed network to identify likely subsets within the network, and pinpoints unique actors and relationships based on the structure of the network. Relationships identified to cause increased tension within the network are discovered and analyzed. Identifying this tension provides analysts with insight into the complexities of the network and potential relationships to target to stabilize or destabilize a network. Post-independence South Sudan faces numerous development obstacles and many consider oil to be a redeeming factor for the new state. This paper discusses the resource curse related to the country’s oil industry and how with proper management, the oil can largely benefit the new state. It explores Norway’s history of oil development and examines ways in which Norway can assist South Sudan in managing their oil, making it the most effective for the people. 2013 has been a challenging year with use, or alleged use, of antipersonnel landmines and cluster munitions. In addition to strong condemnation, the CMC and the ICBL played a crucial and unique role in ensuring all of the confirmed and alleged instances of use were brought to light and kept on states’ agenda, investigated, widely condemned and that pressure would be put on the states in question to halt use of these weapons.
