This study examines foreclosure mediation programs and legislation in ten jurisdictions across the nation as well as relevant research and scholarship in the field in order to capture best practices and lessons learned to inform the authorization and design of effective foreclosure mediation programming for Massachusetts. The lens for the examination is the need for foreclosure mediation in Massachusetts and the statutory and programmatic frameworks necessary for the design and implementation of a successful foreclosure mediation program. The YouthBuild AmeriCorps program serves youth facing a multitude of challenges, including a lack of education and job skills, community disengagement, and economic disadvantage. This program assessment found that after engaging with the YouthBuild AmeriCorps model, participants made significant, positive changes in their outlook on service, personal responsibility, and community orientation. More specifically, after participating in the program, they deepened their personal commitments to service, began to develop a sense of personal worth and reliability, became more connected with their communities, and started to develop more trust in larger social institutions. Literature on risk factors for recidivism among juveniles who have sexually offended (JSOs) is limited. In addition, there have been no studies published concerning protective factors among this population. The purpose of this study was to examine the relationship of risk and protective factors to sexual and nonsexual recidivism among a sample of 193 male JSOs (mean age = 15.26). Youths were followed for an average of 7.24 years following discharge from a residential sex offender treatment program. A wealth of research has underscored the strong relationship between PCL-R scores and recidivism. However, mounting criticism cites the PCL-R's cumbersome administration procedures and failure to adequately measure core features associated with the construct of psychopathy (Skeem, Polaschek, Patrick, & Lilienfeld, 2011). In light of these concerns, this study examined the PPI and the PPI-R, which were designed to measure core personality features associated with psychopathy (Lilienfeld & Andrews, 1996; Lilienfeld & Widows, 2005). Privatization, or contracting with non-governmental agencies for provision of state or federally funded services, is a strategy that has gained recent attention from policymakers as a potential tool for successful child welfare reform. The Child Welfare Privatization Initiatives Project was created in 2007 as a joint effort between the United States Department of Health and Human Services and the Office of the Assistant Secretary for Planning and Evaluation. The framework identified by this project produced twelve key considerations for states moving towards a privatized system. From November 2011 through December 2012, 181 face-to-face trainings and 25 train-the-trainer events were offered to individuals as part of the Childcare and Youth training and Technical Assistance Project (CYTTAP) across 13 states. The trainings include Better Kid Care (face-to-face sessions that cover a wide range of topics from arts and math to challenging behaviors and physical activity); I Am Moving, I Am Learning (about preventing childhood obesity); and Rock Solid Foundations (on supporting young children's social and emotional growth and development). Positive ratings and significant change were the results across all projects.

This paper explores the role of direct citizen participation, trust, and environmental literacy and its impact on the legitimacy of government institutions in the context of environmental governance in the U.S. The current knowledge regarding the dynamics of the institutional legitimacy at the policy level is significantly lacking. This paper addresses broadly the effects of direct citizen participation, citizen trust, and environmental literacy on government legitimacy. Findings indicate that citizens prefer government institutions over ordinary people on leading environmental governance. Since 2009, researchers have analyzed the economic and employment impact of ARRA spending and tax policies. The current report is possible due to the efforts of Massachusetts policymakers who went beyond federal reporting requirements to require additional reporting on the number of workers who received ARRA-funded pay. ARRA workers’ demographic characteristics were also collected as part of the Massachusetts’ ARRA reporting requirements to allow for transparency and determine the fiscal policy’s impact on the state and local economy. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. With over two million inmates, the United States’ prison population is the largest in the world. Nearly one in one hundred Americans are behind bars, either in prisons or pre-trial detention facilities. The rapid growth in incarceration is well-documented. However, social science explanations often stop at the prison gates, with little work on treatment inside prisons. This black box approach ignores important bureaucratic decisions, including the provision of rehabilitative services and the application of punishment.

The efforts inspired by the National Forum on Youth Violence Prevention will take time to develop, but survey results from the first 15 months of implementation suggest that the initiative may be generating some important changes. In five communities, survey respondents report a number of potentially valuable improvements. The results imply that the cities involved in the National Forum may be increasing opportunities for youth and improving the extent to which violence prevention approaches draw upon the perspectives and expertise of a broad range of community members. Violent Youth Crime Plummets To A 30-Year Low, Jeffrey A. Butts

FBI crime data show a considerable drop in violent youth crimes between 2010 and 2011, with arrests for murder and nonnegligent manslaughter dropping 20 percent in one year. Violent crime arrest rates in 2011 were 30 percent lower than in 2008. This databit shows the percent change in violent offenses charged against youth under 18 between 2010 and 2011 and the youth violent crime rate since 1981.

The ability to locate unexploded ordnance remotely and accurately increases the safety and efficiency of clearance efforts. To achieve maximum effectiveness, UXO manufacturers and removal groups should coordinate resources and information to create new and practical technologies to assist in efforts to identify failure rates and prevent civilian casualties. The Lost Puppy Proposal is one example of a life-saving technology that could result from such collaboration.
