International nongovernmental organizations (INGOs) face increasing accountability challenges stemming from past scandals and their claims to advance the public good. Since the 1990s, INGOs have responded with numerous reforms. The creation of the Humanitarian Accountability Partnership in 2003 and the INGO Accountability Charter in 2009 reflect sector-wide efforts to enhance accountability to mission, intended beneficiaries, and peer organizations.

Many INGOs have adopted a broad range of accountability reforms. This dissertation focuses on how World Vision, the world’s largest INGO, has done so. Downward accountability remains elusive due to such factors as INGOs’ lack of transparency toward beneficiaries; the power imbalance …

This is the third of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), researchers from John Jay College of Criminal Justice collaborated with survey specialists from NORC at the University of Chicago to track key outcomes in MAP developments and matched comparison sites. Using the NYC Open Data portal and data from NYPD and SPARCS, the research team looked to see if the presence of MAP showed initial impacts in crime and victimization …

Thirty five percent of landfill waste in California is made up of organic waste, and 18% of landfill waste is made up of food scraps (City of Santa Clara [CSC], 2019). The buildup and decomposition of food scraps at landfills produce methane (CSC, 2019), a pollutant that heats up the atmosphere thousands of times more than carbon dioxide (California Air Resources Board [CARB], 2018). Using a cross-comparative, qualitative case study approach, my research seeks to determine whether the presence of American Indian teachers (passive representation) positively influences educational access and performance of American Indian students in two rural Idaho public school districts located within tribal reservations. One district has representation of American Indian teachers and the other does not. Representation of American Indian teachers is a form of passive representation which the theory of representative bureaucracy suggests should lead to active representation (implementation of culturally relevant curriculum and teaching practices). The policy process emphasizes various stages of policy development and implementation. Essential to the stages within the policy process are the individuals who create, implement, and correct public policy. Employing three separate essays, I examine the actions of legislators, street-level bureaucrats (teachers, law enforcement, and social workers), and a policy entrepreneur in regards to child abuse prevention and education policies. These three groups of actors play a valuable role within the policy process and have various incentives which drive their actions in regards to a policy. Passed as part of the Violent Crime Control and Law Enforcement Act of 1994, the Law Enforcement Misconduct Statute 42 U.S.C. 14141 (§ 14141) authorizes the Department of Justice (DOJ) to investigate, and enter into a court-enforceable structural reform agreement with a law enforcement agency engaged in patterns or practices of systemic misconduct, violations of federal law, and unconstitutional policing.

Under § 14141 authority, 33 investigations of municipal police have been conducted since 1994 where the DOJ determined that a police agency was engaged in, or at unreasonable risk of engaging in, a pattern or practice of unconstitutional policing. Publicizing …

This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies. Relying on the author’s ethnographic participant observation and youth-voice frameworks, the paper provides an analysis of the individual, organizational and systems level effects of the New York Department of Education’s BSAC program. The HALO Trust has been working in Ukraine since 2015, a year after the hostilities in the east of the country began. Both the ongoing conflict in the Donbas and tensions on the border with Russia have left large areas of land contaminated with landmines and other explosive remnants of war (ERW). In places where the frontline has moved on and the fighting has stopped, mines and other ERW remain, preventing the lives of civilians from returning to normal.

Since fighting began in 2014, significant areas of the Donetsk and Luhansk regions in eastern Ukraine have been contaminated by landmines and unexploded ordnance (UXO). This article will briefly cover the origin of the OSCE Special Monitoring Mission to Ukraine (SMM) and its mandate, before turning to the types of contamination observed by the SMM in eastern Ukraine. On 21 March 2014, the 57 participating States of the Organization for Security and Co-operation in Europe (OSCE) made a consensus decision to deploy the SMM, and the SMM’s mandate has been extended each year since. In June and July 1945, two Royal Canadian Engineer officers, on their own initiative, carried out a review of the ongoing minefield clearance in Holland. The local military authorities deemed the review to be of significant value and therefore directed the Military Operational Research Unit to take up the study and “carry out a complete survey and analysis of all aspects of minefield clearance and casualties.” The study, entitled Military Operational Research Unit Report No.7 – Minefield Clearance and Casualties, Holland 1945 was initially intended to gather lessons about minefield clearance casualties in relation to combat. No one knows for sure how frequently accidents occur in humanitarian demining. This is partly because the details of accidents involving state employees are rarely shared, and national laws often restrict access to police or military reports. It is also because there is a frequent failure to comply with the reporting requirement described in the International Mine Action Standards (IMAS). IMAS 10.60 requires that “an accident in which a mine, ERW or explosives harms a demining employee, visitor, or member of the local population” shall be investigated and the report made available.
