One of the most niche sub-arenas of public administration, higher education administration, involves preparing future leaders and scholars for global perspectives. This original research examined whether collegiate, traditionally-aged, undergraduate student risky behavioral choices rose during the study abroad experience as compared to when in the home collegiate environment. After investigating the literature an opportunity to connect the phenomena of domestic risky behavior, collegiate study abroad, and tourism materialized. The anthropological concept of liminality served as the theoretical perspective that anchored the construction of this research. The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Cross-sector partnerships that combine the perspectives and needs of public, private, and nonprofit sectors have been used to address public policy challenges. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Trust has been positively associated with the reduction of transaction costs of partnerships, and therefore, this study used a Transaction Cost Economics (TCE) approach as the theoretical framework.

Sculpting the Public Land Base in Northern Minnesota Counties: Past, Present and Future. This 3-article dissertation addresses the large public land base in the Arrowhead Region of Northern Minnesota. One fourth of all lands in the state are public lands, with the overwhelming majority located in the Arrowhead Region. These counties have anywhere from 30% to 92% public lands. The region relies heavily on a natural resource economy. Methodology for research includes secondary data analysis from several preexisting research projects and studies. Researchers used state-level data on youth justice policies and practices to explore the association between state policy environments and recent changes in the use of residential placements for adjudicated youth (i.e., confinement). The study assigned a score to each of the 50 states based on the extent to which their youth justice policy environments could be considered "progressive" as opposed to punitive or regressive. Using data from the National Center for Juvenile Justice's compendium of justice system characteristics, "Juvenile Justice, Geography, Policy, Practice & Statistics" (JJGPS), the research team created an index that accounts for 16 policies that are more …

A group of Nepali diaspora members, represented by the Non-Resident Nepali Association (NRNA), started a campaign in 2009 to establish the Open University of Nepal (OUN) in partnership with the government of Nepal. Their motivation was to develop a quality university for the masses by mobilizing local, diaspora, and international collaborators for producing and disseminating knowledge in the public domain. This study researched the education and training of public information officers (PIO) within Kentucky. Even though training exists, the effectiveness of prior training and education of currently employed public information officers is unknown. By some measures, the major U.S. political parties have become more extreme in their political positions in recent decades, and scholars have raised concerns about whether the policy expertise provided by today’s think tanks has become similarly partisan and polarized. We analyze the success of healthy corner store initiatives within the Saint Louis area. We use ARCGIS to map and geospatial analysis understand areas of demand within Saint Louis and food deserts to determine the level of competition between successful healthy corner stores and potential alternatives. We determine that based on the concentration of alternatives that healthy corner stores in Saint Louis are insufficient and other alternative policies should be used to address food insecurity include stricter standards for EBT retailers.
