This special commentary examines critical issues for the field of strategic studies raised by Russia’s invasion of Ukraine, including the waning of major war, strategic coercion, and “War Amongst the People.” Drawing on previous scholarship and current events, this commentary considers the questions raised by the first major war of the twenty-first century. It provides recommendations for scholars and senior leaders on how to work together to address the questions of strategy and policy that have and continue to arise as the war progresses.

Given the depth and breadth of the pandemic-induced recession in Europe, private companies in need of capital and governments looking to shed state-owned enterprises may be tempted to sell shares, assets, or outright ownership to investors with liquidity to spare. Of greatest concern is the role that China might play in Europe, building Beijing’s soft power, weakening allied geopolitical solidarity, and potentially reprising the role it played in the 2010s, when its investments in Europe expanded dramatically. More specifically, there is concern over China’s investments in infrastructure and sensitive technologies relevant to American and allied military operations and capabilities.

Throughout the COVID-19 crisis, as we confronted questions about social distancing, masking wearing, and vaccines, public safety experts warned that the consequences of a misinformed population would be particularly dire due to the serious nature of the threat and necessity of severe collective action to keep the population safe. As indicated in the 2018 National Defense Strategy and evolving Multi-Domain Operations doctrine, the assumption the homeland will provide a secure space for mobilization and deployment is no longer valid. This integrated research project goes beyond affirming this assumption and contributes to efforts to mitigate the concerns a contested deployment entails.

This study follows the experience of one arts organization in an isolated, rural, Appalachian community of Kentucky, to explore the relationship between the NEA and the state arts agencies with which they partner. Using the case study of Burkesville Academy of Fine Arts as an inspiration, this question is explored: If BAFA had received necessary technical support from the KAC, is it likely that it might have been awarded funding by the NEA? The study compares BAFA to organizations in comparable communities who received NEA funding. Following findings, suggestions for policy and practice are provided.

Signed into law in April, the legislation is contrary to what we are seeing in other states and expands voting options in Kentucky. United Nations data shows that the size of global diaspora had reached 281 million in 2020, and it continues to grow. Diasporas have contributed significantly to the development of their native lands through remittance, technology and knowledge transfer, philanthropy, and diplomacy. Many countries have designed policies to engage the diaspora more deeply by providing concessional citizenship and visa regimes, and attractive investment opportunities. Yet, there is room for improvement in policies and programs to enhance these prospects.

International Journal of Religious Tourism and Pilgrimage

This empirical study examines the patterns of internet use during Hajj, with the broader aim of providing suggestions on how organisations can improve risk communication at crowded religious venues using traditional and new media. The research team adopted a convenience sampling strategy to conduct in-person surveys of 348 Hajj pilgrims in the vicinity of the Grand Mosque in Madinah, Saudi Arabia during the October 2013 season. Of these, 150 pilgrims used the internet and their responses were analysed using simple descriptive statistics and binary regression analyses. Using big data to better understand origin-destination and regional travel patterns is critical to project development. Tools such as passive geographically based data lead to improved definitions for traffic analysis zones (TAZs), which, in turn, help inform public involvement plans for a more targeted approach and improved equity. This presentation will highlight future planning applications in Indiana and other case examples where we have used big data to aid the plan development of public and stakeholder engagement.

US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact.
