Physical security and stockpile management is quickly becoming one of the most pressing threat-reduction issues the United States and other countries must address. Aging stockpiles of conventional weapons and increasingly unstable munitions from the Cold War or earlier pose a serious threat in many countries that no longer have a national-security need for them.

This article delves into the interaction between federal and state laws prohibiting human trafficking. The article advocates for comprehensive human trafficking laws at the state level, including police training, victim aftercare, forfeiture, and prosecution as essential elements. It looks comprehensively at the existing state laws prohibiting human trafficking. Additionally it examines the five existing models for state law and suggests benefits and potential improvements for each model. The article concludes y advocating a holistic law prohibiting human trafficking in the Commonwealth of Virginia.

The purpose of this mixed methods study was to explore the antecedents of servant leadership. The sequential explanatory research design consisted of two distinct phases: quantitative followed by qualitative. The Phase One quantitative survey collected data from 499 leaders and 630 raters from community leadership programs in the United States using the Servant Leadership Questionnaire (Barbuto & Wheeler, 2006). During Phase Two, selected leaders from phase one (N = 12) were interviewed to explain those results in more depth. The data were coded and analyzed for possible themes. Bypassing realists and idealists, President Obama has staked out a boldly pragmatic approach to human rights. Critics depict the policy shift as “the downfall of human rights” and a set of “empty promises.” The problem is not with Obama’s embrace of pragmatism, or his rejection of ideology, to advance human rights. The problem is in the emphasis: human rights pragmatism should not privilege external inducements over vital on-the-ground domestic realities.

The present research examines the influence of organizational culture on organizational trust. Leaders in the present and future will try to create a culture of trust, but leaders who do not examine and understand their current culture will not be successful in changing their organizational culture. The study shows constructive behavioral norms are both predictors and influencers of trust. The results suggest that companies that want to create a culture of trust need to instill into their culture achievement, self-actualizing, humanistic-encouraging and affiliative behavioral norms. Psychological empowerment has been thoroughly studied in the workplace context. Volunteerism has also been thoroughly studied through a multitude of different facets. However, little research could be found bridging the empowerment construct into volunteerism. Therefore, the purpose of this phenomenological study was to understand the experience of empowerment among volunteers. Volunteer empowerment was discovered through four primary themes, make a difference, rewarding, lifestyle of service, and passion, and three secondary themes, autonomy, awareness, and ability. However, rural economic development can be problematic when considering the diversity of resources and stakeholder groups. In Understanding Agriculture: New Directions for Education, the National Research Council (1988) reported, “Too many Americans know very little about the social and economic relevance of agriculture in the United States, and agriculture is too important a subject to be taught only to a relatively small proportion of students enrolled in vocational agriculture” (p.1). This article presents a pilot study that tested the Post-conflict Impact Assessment methodology conducted by MAG Cambodia (Mines Advisory Group Cambodia) in the first quarter of 2009. Funded by the United Kingdom Department for International Development, the pilot was implemented to gauge the suitability and effectiveness of the PCIA methodology to collect impact-assessment data related to MAG’s humanitarian mine-action activities. This article describes the methodology, outlines the process of the pilot study and concludes by discussing the findings that emerged from the pilot, which are currently helping to inform the development of a MAG impact-assessment tool.

This article is an endeavor to give an overview of the mine and unexploded ordnance situation in South Sudan, highlighting the role of the Bangladesh Military Demining Platoon (formerly the Bangladesh Military Demining Company). In an ongoing effort to improve the Non-technical Survey, the Geneva International Centre for Humanitarian Demining teamed with Stockholm University to create an enhanced version of the Cambodia Mine Action Centre’s Evidence Assessment Model. The aim of the project was to make the existing model more user-friendly and modify the current standards for assessment of mine-affected land. CMAC is testing a revised model to ensure that it meets the needs of their Non-technical Survey teams.

I was dismayed to read Dennis Barlow’s editorial “Amending the Ottawa Convention: A Way Forward,” in the Winter 2009 edition of The Journal of ERW and Mine Action. The idea of weakening one of the core provisions of this highly effective treaty should raise alarm bells throughout the mine-action community. The treaty as it stands provides the best protection for civilians living in mine-affected countries without placing an undue burden on their governments.

When I first met Dennis Barlow in the Senate Armed Services Conference Room on Capitol Hill in February 1996, he was dressed in his U.S. Army uniform. He had been summoned from his Pentagon office by Virginia’s Senior Senator John Warner to meet with James Madison University’s then-President Dr. Ronald Carrier and me. We engaged him in conversation, explained our purpose for the meeting and explored several ideas.
