Administrative structure can shape bureaucratic process, performance, and responsiveness and is a particularly important consideration when new bureaucratic functions and programs are being established. However, the factors that influence the assignment of these functions to specific government agencies or departments are understudied, particularly at the local level. The absence of empirical evidence regarding bureaucratic assignment in local government limits understanding of institutional design and the organizational choices available, particularly as they relate to specific policy areas. What does it mean for a government or an authority to be representative? Obviously, when democratic governments rule according to what ‘people/citizens’ desire they can be said to be representative. However, citizens’ expressed desires are shaped by the environment within which they live. In those cases, desires cannot be taken to be the benchmark against which actions of representative governments can be judged. Hence, Przeworski (1999:2 citing Pitkin 1967) defines representation more broadly as ‘acting in the best interest of the public’. This paper presents the results of ethnographic research conducted with several environmental justice (EJ) organisations in Latino communities of Los Angeles, California. Traditional EJ politics revolves around research and advocacy to reduce discriminatory environmental exposures, risks, and impacts. However, I argue that in recent years there has been a qualitative change in EJ politics, characterised by four main elements: (1) a move away from the reaction to urban environmental "bads" (e.g. polluting industries) in the city towards a focus on the production of nature in the city; (2) strategies that are less dependent on the legal, bureaucratic, and technical "regulatory …

The Greenbelt survey was administered at four different locations on the greenbelt on Tuesday, September 17, and Saturday, September 21, 2013. There were a little over 1000 usable surveys and we also received detailed information about the amount of people on the Greenbelt from a traffic count that was performed by the Ada County Highway District (ACHD). The general results are very similar from last year. Users are unanimously happy about the Greenbelt and see the Greenbelt as an important asset for the community. People feel safe and almost 75 percent of the people that were surveyed use the Greenbelt …

As high-quality, local, natural aggregate resources continue to become less available, and the cost of landfilling waste material rises, the need for alternative aggregates and recycling of waste material will increase. Using RCA in fresh concrete is one way to address both of these issues. However, there has long been a concern that RCA may negatively affect the properties of new concrete in which it is included. The results of the present investigation, however, indicate that the use of RCA in new concrete may not produce higher levels of free drying shrinkage as previously believed. Best practices approaches have guided governmental risk communication efforts at Superfund and other chronic risk sites for more than two decades, playing an important role in the ways in which those most affected by contamination make sense of risk. Such approaches can affect the information environment in two separate but related ways: 1) directly, through the explicit sharing of information, and 2) indirectly, through ongoing stakeholder interpretations of the processes by which that information is shared. “Wicked problems” are urgent, high-stake socioeconomic-environmental challenges that often involve ideological conflict and have no “best solutions.” Using examples from Maine’s Sustainability Solutions Initiative projects, Tim Waring describes how scientific models can be used to address these kinds of problems. When well-constructed and tested models are used to address policy-relevant issues, include input from stakeholders, and integrate social, economic and environmental dynamics, they can become “wicked tools” to address some of society’s biggest challenges.

Public investment in transit and streetscape improvements can encourage private development, and subsequently increase transit ridership and reduce pollution. Portland, OR’s Metro regional government has developed investment scenarios designed to reduce light vehicle carbon emissions. Adopting a regional scenario requires public review and consultation with local governments who will implement the comprehensive plans and land-use regulations. Decision makers and residents need to understand potential benefits: ways in which targeted investment could generate more livable urban spaces while reducing greenhouse gases. Illustrations can show how the investments could shape the pedestrian experience through trees, street furniture, buildings, open spaces, etc.
