With rapid urbanization, environmental problems like green space shortage and urban flooding become prevalent. Identifying effective policymaking and implementation is critical in order to solve these problems. This dissertation addresses four theoretical topics in the context of urban green infrastructure: policy entrepreneur, institutional response to club goods, quasi-public-private partnership, and policy goal ambiguity. Each is exemplified by a causal case study. Data were collected through participant observation, field trips, semi-structured interviews, and crowdsourcing.
Chapter 1 takes a longitudinal perspective and examines the dual role of policy entrepreneur and policy implementer in reaching the final policy goal of mandating vertical greening …

Around 500 million plastic straws per day are being consumed in the U.S. (U.S. National Park Service, 2019), and nearly 7.5 million straws are reported to lie around U.S. shorelines (Borenstein, 2018). The estimated cost of plastic pollution is reported to be $13 billion in economic damage to marine ecosystems each year (Avio et al., 2017). Some of these companies have also engaged and implemented an assessment program called Program for Pollution Control, Evaluation, and Rating (PROPER). Sculpting the Public Land Base in Northern Minnesota Counties: Past, Present and Future. This 3-article dissertation addresses the large public land base in the Arrowhead Region of Northern Minnesota. One fourth of all lands in the state are public lands, with the overwhelming majority located in the Arrowhead Region. These counties have anywhere from 30% to 92% public lands. The region relies heavily on a natural resource economy. Methodology for research includes secondary data analysis from several preexisting research projects and studies. California’s agricultural sector is the biggest water consumer in the state and faces intense pressure to reduce its overall water usage. Industrialized monoculture systems dominate the industry and often disregard long-term environmental and economic externalities for short-term profit maximization. To maintain longstanding food security and economic stability as well as protect the state’s water supply, it is critical that these systems transition to more sustainable and resilient production mechanisms. The adoption of climate policies with visible, substantial costs for households is uncommon because of expected political backlash, but British Columbia's carbon tax and California's cap-and-trade program imposed such costs and still survived vigorous opposition. To explain these outcomes, this paper tests hypotheses concerning policy design, framing, energy prices, and elections. It conducts universalizing and variation-finding comparisons across three subcases in the two jurisdictions and uses primary sources to carry out process tracing involving mechanisms of public opinion and elite position taking. Much literature on federalism and multi-level governance argues that federalist institutional arrangements promote renewable-energy policies. However, the U.S. case supports a different view, that federalism has ambivalent effects. Policy innovation has occurred at the state level and to some extent has led to policy adoption by other states and the federal government, but the extent is limited by the veto power of fossil-fuel interests that are rooted in many state governments and in Congress, buttressed by increasing Republican Party hostility to environmental and climate policy. Over the last several decades, food policy councils (FPCs) have led the effort to place food on local government policy agendas. While FPCs continue to make progress in supporting local food systems, they also face institutional and organizational challenges. In recent years, a handful of cities and counties have endeavored to further food system reform with the establishment of full-time food policy staff positions. Energy is an integral part of society. The major US energy sources of fossil fuels (coal, oil, natural gas); biofuels (ethanol); and wind are concentrated in grassland ecosystems of the Great Plains. As energy de- mand continues to increase, mounting pressures will be placed on North American grassland systems. In this review, we present the ecological effects of energy development and production on grassland sys- tems. Over 80% of the Mid-Continent Sandhill Crane (Antigone canadensis) Population (MCP), estimated at over 660,000 individuals, stops in the Central Platte River Valley (CPRV) during spring migration from mid-February through mid-April. Research suggests that the MCP may be shifting its distribution spatially and temporally within the CPRV. From 2002 to 2017, we conducted weekly aerial surveys of Sandhill Cranes staging in the CPRV to examine temporal and spatial trends in their abundance and distribution. Coastal wetlands such as mangrove forests and salt marshes provide a range of important benefits to people, broadly defined as ecosystem services. These include provisioning services such as fuelwood and food, regulating services such as carbon sequestration and wave attenuation, and various tangible and intangible cultural services. However, strong negative perceptions of coastal wetlands also exist, often driven by the perceived or actual ecosystem disservices that they also produce. While environmental issues are becoming more significant and frequent, concern for the environment varies. Research has shown a gender gap in environmental concern, particularly in that males see helping the environment as compromising their masculinity (Brough et al. 2016, 568). My I.S. examines whether and how gendered frames shape public support for the United States’ environmental air pollution policy, the Clean Air Act. In order to connect an issue to a frame, an individual will draw upon a relevant schema and apply elements from that schema in order to understand the issue. In Ailing in Place, Michele Morrone explores the relationship between environmental conditions in Appalachia and health outcomes that are too often ascribed to individual choices only. She applies quantitative data to observations from environmental health professionals to frame the ways in which the environment, as a social determinant of health, leads to health disparities in Appalachian communities. These examples—these stories of place—trace the impacts of water quality, waste disposal, and natural resource extraction on the health and quality of life of Appalachian people.
