Policy And Collaborative Governance: Case Studies Of Three Wildlife Crossings, Nicholas Maya

Over the last several decades, the number of wildlife-vehicle collisions in North America has significantly increased, driving substantial loss of human life and wildlife and economic costs. The most effective wildlife-vehicle collision mitigation is wildlife crossing structures (undercrossings and overcrossings), with some studies suggesting they can reduce wildlife-vehicle collisions by 97% when paired with wildlife exclusion fencing. However, cost, funding, jurisdiction, land ownership, and local support are limiting factors in constructing these crossing structures. In its most benign form, tourism is able to protect the cultural and ecological integrity of a region and to promote economic development in line with sustainability principles. Additionally, sustainable forms of tourism have the potential to improve the quality of life within the host community by promoting intergenerational equity. However, sustainable models of tourism are extremely challenging to design, implement, and manage at the community level because of competing stakeholder interests. The objective of this research is to examine the spatial components integral to policy formation, implementation, and evaluation. The research uses solid waste as a case study to explore a multiscalar GIS policy-shed framework. To this end, the goal of this dissertation is to examine the spatial nature of public policy. The research applies spatial concepts and multiscalar methodological applications embedded within GIS and geovisualization to explore the complex spaces surrounding public policy implementation and evaluation.

Marine protected areas (MPAs)—defined geographic areas where fishing and harvesting activity is limited or restricted—have emerged as a popular marine biodiversity and climate resilience strategy worldwide. MPA monitoring efforts often follow MPA designation to help inform the adaptive management of MPAs and MPA networks. In 2012, California completed the largest statewide system of MPAs to date, consisting of 124 MPAs covering 16% of state waters. Following MPA implementation, the state initiated a long-term monitoring program (2019-2022) to help inform the 10-year MPA management review. A new data layer provides Coastal and Marine Ecological Classification Standard (CMECS) labels for global coastal segments at 1 km or shorter resolution. These characteristics are summarized for six US Marine Biodiversity Observation Network (MBON) sites and one MBON Pole to Pole of the Americas site in Argentina. The global coastlines CMECS classifications were produced from a partitioning of a 30 m Landsat-derived shoreline vector that was segmented into 4 million 1 km or shorter segments. Legislators attempt to achieve intended goals by enacting laws that provide for regulatory enforcement. However, many times laws are unable to achieve their stated goals and in some ways may create new or exacerbate existing issues. Luckily, upon review, many of these issues can be fixed with quick modifications to either their implementation or enforcement mechanisms. In its current form, the Clean Air Act does not effectively account for differences in regional climate patterns, and, moreover, it perpetuates environmental injustice. Peony (Peonia lactiflora, Pall.) is a popular ornamental that has been cultivated for millennia. Due to its popularity, plant material is frequently moved across international borders allowing for the spread of viruses. The virome of several peony plants was investigated and four viruses; namely Amazon lily mild mottle virus (ALiMMV), Cycas necrotic stunt virus (CNSV), Gentian Kobu-sho associated virus (GKaV) and Lychnis mottle virus (LycMoV) were detected for the first time in the Western Hemisphere. Incidence ranged from a few plants for ALiMMV to near universal infection for CNSV. GKaV was found in individuals that were infected with Lemoine’s disease …

This report presents the results of a benefit cost analysis of various options for adapting West Cliff Drive (in the City of Santa Cruz, California) to sea level rise as identified through extensive technical analysis and community input. This report has built on previous work completed as part of the West Cliff Drive Adaptation and Management Plan project. The previous work products provided much of the information needed for this benefit cost analysis included an existing conditions inventory, future exposure and vulnerability assessment, and an adaptation alternatives analysis.
