There is growing consensus in the scientific community that the global climate is changing. Increasing average global temperatures are expected to increase both the frequency and intensity of extreme weather events, which will affect human civilization. However, these events do not need to become disasters. Analysis of past extreme weather disasters in the United States shows that failures in policy, specifically in terms of disaster preparedness, are the real culprit and not the actual weather event. Given the increasing destructiveness of storms and the projected increase in frequency, it makes formulating a coherent and effective national response a priority.

The 2010 BP Deepwater Horizon oil spill in the Gulf of Mexico awakened communities to the increased risk of large-scale damage along their coastlines presented by new technology in deep water drilling. Normal accident theory and high reliability theory offer a framework through which to view the 2010 spill that features predictive criteria linked to a qualitative assessment of risk presented by technology and organizations. The 2010 spill took place in a sociotechnical system that can be described as complex and tightly coupled, and therefore prone to normal accidents. Incentives For Distributed Generation In California: The Rise Of Third-Party Solar Development, Joshua M. Propp

There are a series of state and federal incentives in California to encourage the installation of distributed generation (DG) renewable energy, largely photovoltaic (PV). This thesis explores the policies behind the incentives, namely the Federal Investment Tax Credit, California Solar Initiative, and Net Energy Metering requirements. Discussion is informed by environmental policy tools, as well as business models that have acted to increase accessibility to these investment-intensive projects. Underlying this analysis is the theme of a shifting energy paradigm, with distributed generation spreading political, economic, and electric power.

South Portland’s Energy Action Plan (EAP) has not been updated since the completion and approval of the most recent South Portland Comprehensive Plan in October 2012. The current EAP has three phases, of which the first has been partially implemented, calling for energy and other resource conservation practices to be put in place in all City departments. Phase 2 is concerned with how the municipality can engage and incentivize businesses within the City to address energy use and efficiency, and is discussed in three sections below. The problem of nuclear waste disposal has existed since the time of the Manhattan Project in World War II. Although there exist a number of technological hurdles, the main cause that has consistently plagued a solution to nuclear waste has been the politics behind it. This thesis attempts to add to the political literature behind nuclear waste disposal by examining the nuclear waste disposal preferences of members of the United States House and Senate. More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. Rural perspectives are important for the issue of climate change. Rural areas are high concentrations of active voters who deny the problem of anthropogenic climate change. Rural residents also face decisions about inviting large, utility scale renewable energy developments in their areas. This research examines rural Nevadan’s perspectives on climate change to offer insights about the relationship between climate change perceptions and communication strategies. The research offers policy implications that address context specific issues, solution-oriented dialogue, and interest matching to mitigate anthropogenic climate change.
