Background: The COVID-19 pandemic has been linked to stress, anxiety, and depression among college students, with heightened distress tied to greater drinking for some individuals. Emerging research suggests that these associations may differ across race, but few studies use adequate samples to examine this, particularly among college students, an at-risk population for both heavy drinking and mental distress. Specifically, pandemic-related stressors and mental distress may be higher among Black students than White students. The current study examined: (1) whether mental distress cross-sectionally mediates the association between pandemic-specific stressors and drinking and (2) whether race (Black or White) moderates these associations. …

In the US, the role and importance of voluntary buyout and property acquisition programs (buyouts) as a policy tool to relocate property owners out of flood risk riverine and coastal environments has increased since the 1990s, but how federal and other agencies frame success remains less understood. This review paper uses the case of an early implementation of a buyout program that encompassed a portion of Valmeyer to illustrate how success has been framed, and why. Residents in the Southeast region of the United States are frequently threatened by tornadoes. Previous research indicates that it is important to study the experience of tornado victims to better understand individual risk perception, preparedness, protective action, response, and recovery strategies that contribute to overall community resilience. In this study, we employ an oral-history approach and analyze the lived experience of survivors of an EF3 (on the enhanced Fujita scale) tornado in Jacksonville, Alabama. These employees are responsible for what happens on that line, internalizing their problems to solve those of the callers, which often result in stress disorders, trauma, and personal, professional, and social issues. Hazard magnitude scales are widely adopted to facilitate communication regarding hazard events and the corresponding decision making for emergency management. A hazard magnitude scale measures the strength of a hazard event considering the natural forcing phenomena and the severity of the event with respect to average entities at risk. However, existing hazard magnitude scales cannot be easily adapted for comparative analysis across different hazard types. Extreme weather events including wildfires and hurricanes are becoming increasingly hazardous due to climate change, and often result in transient or permanent population displacements. Disaster-related disruptions in infrastructure, workforce, wages, and social networks can combine with population displacements to result in interruptions in health care access and prolonged impacts on morbidity and mortality. The data needed to make health systems and emergency management approaches more resilient to these hazards, and more responsive to the needs of affected populations, are sequestered in silos across private corporations and public agencies. The importance of the academic study of disaster is in its potential application to policy and practice in times of dire circumstance and human suffering. In this paper, we situate the Covid-19 pandemic as an exemplar for an exploration of “disaster” using a framework that connects sociological theory and critical disaster studies. We use a Bourdieusian approach to situate the re-stabilization of the middle class habitus as implicitly central to disaster mitigation strategies. This theoretical approach illuminates the disconnect between critical disaster studies and on-the-ground disaster recovery approaches. Throughout most of 2020, state and local governments faced severe budget crises as a result of the COVID-19 pandemic. Increased demand for state welfare services and rising state expenses related to controlling the spread of COVID-19 stretched state and local budgets to their breaking points. Spanish-speaking populations in the United States are more vulnerable in disaster contexts due to inequities, such as language barriers, that prevent them from receiving life-saving information. For the past couple of decades, governmental organizations have addressed these issues by translating weather watches, warnings, and advisories into Spanish. Previous studies suggest that these Spanish translations do not communicate the same level of urgency as their English counterparts. This research project examines the current state of the practice for disaster public communication, the distrust of government, the training available to public information officers, and the literature available to guide the design of effective public outreach messaging, especially for rapid on-set events. Climate change is causing an increase in the severity and frequency of extreme weather and climatic disasters. Indigenous, Persons of Color, Women, Queer, Trans, Two Spirit, and Disabled communities will be most impacted by the adverse impacts of these disasters. This disproportionate impact is being examined through vulnerability to adverse impacts. Vulnerability is accrued though pre-existing social, political, and or economic marginalization. Summary: The discipline and practice of emergency management provide opportunities to promote equity in resilience. This may be accomplished by (1) expanding and deepening emergency management’s responsibilities to more explicitly incorporate mid-to-long-term recovery, and (2) advancing workforce diversity. Further, the prioritization of planning investments may promote more equitable recovery pathways for communities. Tracking of resilience investments and associated benefits across communities may provide opportunities to assess the equity of investments. Advancing resilience literacy and risk assessment among the citizenry may promote equity in resilience.
