This thesis looks at the evolution of the Federal Reserve’s mandate and regulatory responsibilities as a result of the Global Financial Crisis. The onset of the crisis exposed the financial system to risks that had yet to be identified by the traditional microprudential regulatory framework, necessitating a rapid and unconventional response in order to prevent widespread financial collapse. Now, in 2015, as most of the scourges of the crisis are in the recent past, practitioners are beginning to not only pick up the pieces but attempting to reform the system to increase resilience in the future. Piecemeal Reform Of Trade And Environmental Policy When Consumption Also Pollutes, Mark R. Metcalfe, John C. Beghin

We incorporate endogenous (price-responsive) consumption pollution into a dual trade model to assess welfare effects of coordinated trade and environmental piecemeal reform in a small, open and distorted economy. Pollution is generated by production and consumption. Producers control the level of pollution and face incentives to abate both types of pollution. We identify sufficient conditions for welfare-improving reforms of trade and environmental policies. An additional domestic environmental policy instrument must be imposed on exportables because of their supply response to foreign environmental taxes.

This paper analyzes the impact of welfare participation during childhood on adult income. In the United States, welfare programs have a long history originating from the 1800s, and over $20 billion are currently allocated to various anti-poverty programs, such as Aid to Families with Dependent Children and Supplemental Security Income. Many people believe that these programs effectively eradicate childhood poverty. However, ordinary least squares and instrumental variables regression models suggest welfare programs are counterproductive. On average, holding all else constant, with 95% confidence, the total dollar amount of funding received from welfare programs during childhood is statistically significant to a …

This author examines subjective indicators of well-being as they relate to the happiness movement, a global effort to create a new economic paradigm. The essay focuses on the prominent international institutions that are developing happiness metrics as well as agencies exploring the use of happiness data for crafting supportive public policy. A definition of happiness metrics, based on international institutions, identifies the primary questions that compose perceived happiness and how this data can be used.

In this article, we explore how crime and institutions affect the flow of capital in the form of foreign direct investment (FDI) to Latin American and Caribbean countries in the primary, secondary and tertiary sectors during the 1996-2010 period. We use three different variables related to violent crime: homicides, crime victimization, and an index of organized crime. We find that there is a correlation between the institutional and crime variables, where the significance of institutional variables tends to disappear when the crime variables are added to the model. Ghana is considered an oasis of peace despite having the same mix of ethno-political competitions for state power and resources; north-south horizontal inequalities; ethno-regional concentrations of Christians and Muslims; highly ethnicised elections; a natural resource dependent economy; and a politically polarized public sphere, among others, that have plunged other countries in Africa into violent and often protracted national conflicts. Use of the conflict paradigm to explain Africa's conflicts glosses over positive deviance cases such as Ghana. This study used the peace paradigm in a mixed method, grounded theory research to examine Ghana's apparent exceptionalism in staving off violent national conflicts. …

This thesis will examine Tanzania’s development landscape through Amartya Sen’s perspective, as per his conception of development that is put forth in Development as Freedom. Adaptive Elastic Net Gmm Estimation With Many Invalid Moment Conditions: Simultaneous Model And Moment Selection, Mehmet Caner, Xu Han, Yoonseok Lee

This paper develops the adaptive elastic net GMM estimator in large dimensional models with many possibly invalid moment conditions, where both the number of structural parameters and the number of moment conditions may increase with the sample size. The basic idea is to conduct the standard GMM estimation combined with two penalty terms: the quadratic regularization and the adaptively weighted lasso shrinkage. The new estimation procedure consistently selects both the nonzero structural parameters and the valid moment conditions. At the same time, it uses information only from the valid moment conditions to estimate the selected structural parameters and thus achieves …

Air pollution is a serious threat to the health and economic development of Latin America, where over 100 million people breathe dangerously polluted air. More than 14,700 deaths were caused by air pollution in 2010 in Mexico alone. In fact, Mexican government pledged to reduce CO2 emissions by 30% by 2020. To reach this goal, the Mexican government has several options, including: 1) a straight carbon tax, to remain in force; 2) a carbon tax evolving to a market-based cap-and-trade system; or 3) a carbon tax evolving to a market-based system, with resultant revenues dedicated to supporting clean energy initiatives. …
